Individual Consultancy Services - Hiring of Project Staff for the Project Implementation Unit (PIU)

The Government of Sri Lanka has received a grant amounting to US $1.1 Million from the World Bank for a project focusing on strengthening and restructuring of tourism institutions under the Ministry of Foreign Affairs, Foreign Employment and Tourism and intends to utilize part of the grant for required consulting services.
The Consulting Services (“the Services”) include the following individual positions for the Project Implementation Unit (PIU) and Consultancy fee for each position will be based on qualifications and experience of the applicant and will be in line with the ongoing market rates. Contract Duration is 1(One) year (starting February 2026) and extension will be considered based on individual performances.

The Ministry of Foreign Affairs, Foreign Employment and Tourism invites eligible individual consultants to indicate their interest in providing the services in the above-mentioned positions. The interested consultants should provide a CV including information that demonstrates they have the required qualifications and relevant experience to perform the services. The shortlisting criteria for each position are indicated in the Terms of Reference.
Candidates currently in the government or the semi-government service must apply through their respective Heads of Institution. Any individual wishing to apply for more than one position, must submit separate applications for each position, but a person may hold only one consultancy appointment.
Consultants must comply with Section III, paragraph 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (November 2020). Individuals with close business or family relationship with project staff or other involved parties must resolve conflicts to the Bank’s satisfaction before contract award.
All applicants are requested to forward their CV together with a one page covering letter summarizing their experience and achievements. The covering letter and the CV with details of two non-related referees should be submitted along with certified copies of all certificates through registered post to reach the given address on or before 2.00 p.m. of 30.01.2026. Alternatively, they can be hand delivered to the same address during working hours of all working days before the deadline.

- Short-listed applicants will be called for interviews, and the decision of the Secretary, Ministry of Foreign Affairs, Foreign Employment and Tourism will be final and conclusive on the above recruitments.
