At the meeting of the Board of Directors of the U.S. Millennium Challenge Corporation (MCC) held in Washington DC on 16 December, Sri Lanka was selected as an eligible country for assistance from fiscal year 2016.
This decision of the Board was conveyed by telephone on the same evening, 16 December, to Prime Minister Ranil Wickremesinghe, by the Chief Executive Officer of the MCC, Dana J. Hyde.
Created by the U.S. Congress in 2004 with strong bipartisan support, the MCC is an innovative U.S. foreign assistance agency that operates on the principle of delivering assistance on the basis of a long-term consultative partnership with individual countries. The criteria for consideration in entering a partnership include a country’s commitment to good governance, economic freedom and investment in citizens.
Country ownership and country-led solutions for reducing poverty through sustainable economic growth is an important underlying principle based on which MCC grants are provided. Grants are designed to complement other U.S. and international development programmes, and create an enabling environment for private sector investment.
The MCC’s Board of Directors is chaired by the US Secretary of State John Kerry and includes as members the Secretary to the Treasury, the U.S. Trade Representative, the USAID Administrator, CEO of MCC and four private sector representatives, appointed by the President of the United States with the advice and consent of the U.S. Senate.
In keeping with the Government’s vision for good governance, strengthening the rule of law, and achieving reconciliation, development, durable peace and prosperity for all, the government of Sri Lanka will work to foster an enduring engagement and partnership with the MCC with the objective of reaping benefits for all the people in the country.
The selection of Sri Lanka as an eligible country for long-term partnership with the MCC is a demonstration of recognition of the progress made by Sri Lanka since January 2015 under the leadership of President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

සහස්‍ර අභියෝගතා ගිණුම යටතේ සහාය ලැබීම සඳහා ශ්‍රී ලංකාව සුදුසුකම් ලබයි
දෙසැම්බර් 16 වන දින වොෂිංටන් ඩී.සී. හි පැවති එක්සත් ජනපද සහස්‍ර අභියෝගතා සංස්ථාවේ අධ්‍යක්ෂ මණ්ඩල රැස්වීමේ දී, 2016 මුදල් වර්ෂය සඳහා ආධාර ලැබීමට සුදුසු රටක් වශයෙන් ශ්‍රී ලංකාව තෝරා ගැනිණි.
එදිනම එනම් දෙසැම්බර් 16 වන දින, හවස් වරුවේ දී සහස්‍ර අභියෝගතා ප්‍රධාන විධායක නිලධාරි ධනා ජේ.හයිඩ් මැතිනිය විසින් එම අධ්‍යක්ෂ මණ්ඩල තීරණය පිළිබඳව අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මැතිතුමා වෙත දැනුම් දෙනු ලැබිණි.
2004 දී ප්‍රබල ද්විපාර්ශ්වික සහායක් සහිතව එක්සත් ජනපදයේ කොන්ග්‍රස් සභාව මගින් පිහිටුවන ලද සහස්‍ර අභියෝගතා සංස්ථාව, එක් එක් රට සමඟ වෙන වෙනම දිගුකාලීන උපදේශන පාර්ශ්වකාරිත්වයක් පවත්වාගෙන යාමේ පදනමින් එම රටවලට සහාය සැපයීමේ මූලධර්මය මත ක්‍රියාත්මක වන, නව පදනමකින් විදේශ සහාය ලබාදෙන එක්සත් ජනපද නියෝජිතායතනයකි. පාර්ශ්වකාරිත්වයකට එළඹීම සඳහා සලකා බලන නිර්ණායක යටතට යහපාලනය සඳහා රජයේ කැපවීම, ආර්ථික නිදහස හා පුරවැසියන් වෙනුවෙන් ආයෝජනය කිරීම යනාදිය අයත් වේ.
රටේ අයිතීන් ආරක්ෂා කර ගැනීමට සහායවීම හා තිරසාර ආර්ථික වර්ධනය මගින් දිළිඳුකම අඩු කිරීමට රටක් ලෙස විසඳුම් ලබාදීම, සහස්‍ර අභියෝගතා සංස්ථාව මගින් ආධාර ලබාදීමේ දී ප්‍රධාන වශයෙන් පදනම් කරගන්නා මූල ධර්මයකි. එක්සත් ජනපදයෙන් හා ජාත්‍යන්තර වශයෙන් දියත් කර ඇති වෙනත් සංවර්ධන වැඩසටහන් ඌණපූරණය කිරීම සඳහා මෙම ආධාර ලබාදීමට සැලසුම් කර ඇති අතර, පෞද්ගලික අංශයේ ආයෝජන වර්ධනය කිරීම සඳහා සුදුසු පරිසරයක් නිර්මාණය කිරීම මෙමගින් අරමුණු කෙරේ.
සහස්‍ර අභියෝගතා සංස්ථාවේ අධ්‍යක්ෂ මණ්ඩලයේ සභාපතිත්වය එක්සත් ජනපද රාජ්‍ය ලේකම් ජෝන් කෙරී මැතිතුමා විසින් දරන අතර භාණ්ඩාගාර ලේකම්, එක්සත් ජනපදයේ වෙළඳ නියෝජන, එක්සත් ජනපදයේ ජාත්‍යන්තර සංවර්ධන නියේජිතායතනයේ (USAID) පරිපාලක, සහස්‍ර අභියෝගතා සංස්ථාවේ ප්‍රධාන විධායක නිලධාරි හා එක්සත් ජනපද සෙනෙට් මණ්ඩලයේ උපදේශකත්වය හා අනුමැතිය මත එක්සත් ජනපදයේ ජනාධිපති විසින් පත් කරන ලද පෞද්ගලික අංශයේ නියෝජිතයන් සිව් දෙනෙක් එහි සාමාජිකයන් ලෙස කටයුතු කරති.
යහපාලනය, නීතියේ ආධිපත්‍යය ශක්තිමත් කිරීම සහ සංහිඳියාව, සංවර්ධනය, සියලු දෙනා වෙත තිරසාර සාමය හා සමෘද්ධිය ළඟා කරදීම සඳහා වූ රජයේ දර්ශනයට අනුව කටයුතු කරමින්, රටේ සියලුම ජනතාව වෙත ප්‍රතිලාභ ලබාදීමේ අරමුණෙන් සහස්‍ර අභියෝගතා සංස්ථාව සමඟ චිරස්ථායී අන්‍යොන්‍ය සබඳතාවයක් හා හවුල්කාරිත්වයක් පවත්වාගෙන යාම පිණිස ශ්‍රී ලංකා රජය කටයුතු කරනු ඇත.
සහස්‍ර අභියෝගතා සංස්ථාව සමඟ දීර්ඝකාලීන පාර්ශ්වකාරිත්වයක් පවත්වාගෙන යාම සඳහා සුදුසුකම් ලබන රටක් වශයෙන් ශ්‍රී ලංකාව තෝරා ගැනීම, 2015 ජනවාරි මාසයේ සිට ජනාධිපති මෛත්‍රිපාල සිරිසේන මැතිතුමාගේ හා අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මැතිතුමාගේ නායකත්වය යටතේ ශ්‍රී ලංකාව ලැබූ සැලකිය යුතු ප්‍රගතිය පිළිබිඹු කරන්නකි.
