මිත්‍රවරුණි, අද අපි මේ මාධ්‍ය හමුව සාමාන්‍යෙයන් පවත්වන කාලයට වෙනස් වෙලාවක පැවැත්වුවද, ඔබ සෑම දෙනාම ඔබගේ කාලය වැය කරලා මෙහි පැමිණ සිටිනවා. ඒ පිළිබඳව ඔබට අපේ කෘතඥතාවය පුදකරන්න කැමතියි.
ඔබ වෙත තොරතුරු ලබා දීමට කාරණා 4 ක් අපි හඳුන්වාගෙන තිබෙනවා.
පළමුවෙන්ම, ඔබ දන්නා පරිදි, විදේශ කටයුතු අමාත්‍ය ගරු මංගල සමරවීර මැතිතුමා මේ මස 17 සිට 20 යන දිනයන්හි ජපානයේ නිල සංචාරයක යෙදුණා.
එතුමාගේ වැඩසටහන සම්බන්ධයෙන් තොරතුරු අපි ඔබට ගිය සතියේ බදාදා ලබා දුන්නා.
එමෙන්ම එතුමාගේ නිල සංචාරය පවත්වාගෙන යන අතරතුරදී විටින් විට එතුමා පැවැත්වූ සාකච්ඡා පිළිබඳව තොරතුරු අපි ඔබට ලබා දුන්නා. ජූනි මාසයේ 20 වන දින එතුමා සම්මන්ත්‍රණයකට සහභාගී වුණා. මේ සම්මන්ත්‍රණයට සහභාගී වුනේ ජපානයේ විදේශ අමාත්‍ය Fumio Kishida මහතාගේ ආරාධනාව මත. එම සම්මන්ත්‍රණයේ තේමාව වුණේ, ආසියාවේ සාමය ගොඩනැගීම, ජාතික සංහිඳියාව සහ ප්‍රජාතන්ත්‍රීකරණය යන තේමාව. එහිදී විදේශ කටයතු ඇමතිතුමා කළ කථාව අපි මාධ්‍ය වෙත ඉරිදා ලබා දුන්නා. මේ විස්තර ලබා ගැනීමට කැමති කෙනෙක් සිටීනම්, ඒ කියන්නේ කාට හරි ලැබිලා නැත්නම් මේ අමාත්‍යාංශයේ වෙබ් අඩවියෙන් www.mea.gov.lk වෙත පිවිසිලා එම තොරතුරු ලබා ගන්න පුළුවන්.
අපි පසුගිය සතියේදී කියා සිටි පරිදි, ජනාධිපති මෛත්‍රීපාල සිරිසේන මැතිතුමාගේ රජයේ විදේශ කටයුතු ඇමතිවරයා ජපානයේ කළ පළමුවෙනි නිල සංචාරය මෙයයි. මෙහිදී අවධානය යොමු වූ වැදගත්ම අරමුණ තමයි දෙරට අතර තිබෙන ඉතාමත් කිට්ටු මිත්‍රශීලිත්වය සහ සම්බන්ධතාත් වඩාත් තහවුරු කර ගැනීම.
ඔබ දන්නා පරිදි ශ්‍රී ලංකාවත් - ජපානයත් අතර පවතින සම්බන්ධතාවය ඵෙතිහාසික, සංස්කෘතික සහ ආගමික කරුණු මත පදනම්වූත්, ගොඩනැංවූත් ශක්තිමත් සම්බන්ධතාවයක්.
ජපාන රටේ ජනතාව, ශ්‍රී ලාංකික ජනතාවගේ පැරණිතම සහ සමීපතම මිතුරන් අතර ඉහළ තත්වයකින් සලකනු ලබන බව ඔබ සැමදෙනාම දන්නා කාරණයක්.
මෑත කාලයේදී අප රටවල් දෙක අතර සම්බන්ධතා තත්කාලීන අවශ්‍යතා මත පවත්වාගෙන යනු ලබන සහයෝගිතා ව්‍යාපෘති හරහාත් අපේ ආර්ථික හා සමාජ දියුණුව සඳහා ජපානයෙන් ලැබුණු විශාල දායකත්වයත් මත තහවුරු වී ශක්තිමක් වී තිබෙනවා.
ශ්‍රී ලංකා හා ජපාන විදේශ කටයුතු ඇමතිවරු දෙදෙනා අතර සාකච්ඡාවලදී දෙරටට අදාල සියළු දේශපාලන සහ ආර්ථික කරුණු සම්බන්ධයෙන්ද, බහු පාර්ශ්වීය වේදිකාවලට අදාල කරුණු සම්බන්ධයෙන්ද අදහස් හුවමාරු කිරීමක් සිදුවී තිබෙනවා.
එමනේම ජපාන රජය විසින් ශ්‍රී ලංකාවේ ජනාධිපතිතුමා සහ රජය විසින් දියත් කරන ලද සංහිඳියාව සහ සාමය සඳහා ගනු ලබන සියළු පියවර සඳහා ඔවුන්ගේ අඛණ්ඩ සහයෝගය ලබාදෙන බව ප්‍රකාශ කර තිබෙනවා.
මේ වසරේ මාර්තු මස ජපාන අගමැති Shinzo Abe මහතා විසින් ජනාධිපති මෛත්‍රීපාල සිරිසේන මැතිතුමාට ජපානයේ නිල සංචාරයක යෙදීමට ආරාධනාවක් කර තිබෙනවා. විදේශ ඇමතිතුමාගේ සංචාරයේදී, ජනාධිපතිතුමා, දෙපාර්ශ්වයටම පහසු අවස්ථාවක මෙම සංචාරයේ නියැලීමට අදහස් කරන බව ජපාන රජයට දැනුම් දී තිබෙනවා.
ඔබ සැමදෙනා දන්නා පරිදි, ගිය වසරේ සැප්තැම්බර් මස ජපාන අගමාති Shinzo Abe මැතිතුමා මෙරට නිල සංචාරයක යෙදුණා. එහිදී දෙරට අතර "අන්තර් රාජ්‍ය ආර්ථික ප්‍රතිපත්ති සාකච්ඡාවක්" ආරම්භ කිරීමට අවබෝධතා ගිවිසුමකට අත්සන් තබනු ලැබුවා.
මෙම සාකච්ඡා ආරම්භ කිරීමට අවශ්‍ය ආකෘතිය නිර්මාණය කිරීමට විදේශ කටයුතු ඇමතිතුමාගේ සංචාරයේදි එකඟවී තිබෙනවා. මෙසේ ක්‍රමාණුකූලව සහ යම් ව්‍යුහයක් තුල මේ සම්බන්ධයෙන් සාකච්ඡා කිරීම වැදගත් වන්නේ එවිට රටවල් දෙක අතර ද්විපාර්ශ්වීය වෙළඳ, ආයෝජන සහ ආර්ථික කටයුතු සම්බන්ධව වැඩි අවධානයක් යොමු කරමින් කටයුතු කිරීමට ඉඩ ප්‍රස්තාව සැලසෙන නිසා.
එමෙන්ම රටවල් දෙකේ විදේශ අමාත්‍ය‍වල ජ්‍යෙෂ්ඨ නිලධාරී මට්ටමින් සාකචඡා ආරම්භ කිරීම පිළිබඳවද මේ සංචාරයේදී අවධානය යොමු වී තිබෙනවා. දෙරට විදේශ අමාත්‍යවරු ගිවිසුම් දෙකකට අත්සන් තැබුවා.
එකක් තමයි, "ජාතික විදුලි සම්ප්‍රේෂණය සහ බෙදා හැරීමේ ජාල සංර්වධනය හා කාර්යක්ෂමතා වැඩි දියුණු කිරීමේ ව්‍යාපෘති ගිවිසුම"
යෙන් ණය පිළිබඳ ව ව්‍යාපෘතියට අදාල සටහන් අමාත්‍යවරුන් දෙදෙනා විසින් අත්සන් කරනු ලැබුවා. ව්‍යාපෘතියට අදාල ගිණුම ජපාන යෙන් මිලියන 24,930 ක් දක්වා වෙනවා.
ශ්‍රී ලංකාව පුරාම ස්ථාවරව විදුලිය සැපයිය හැකිවන ආකාරයෙන් මුළු රටේම විදුලි රැහැන් වැඩි දියුණු කොට උසස් තත්වයකට පැමිණවීමට මෙම ව්‍යාපෘතියේ අරමුණ වෙනවා.
ජපන් යෙන් මිලියන 500 ක ව්‍යාපෘති ප්‍රදාන නොවන ආධාර පිළිබඳ සටහන් හුවමාරුව දෙවැනි ... දෙවැනුවට අත්සන් තැබුව සටහන වෙනවා.
ප්‍රදාන ආධාර ලබා දෙන්නේ ශ්‍රී ලංකා රජය විසින් දුම්රිය මාර්ග ජාලය සඳහාත් කෘෂිකාර්මික පහසුකම් සැලසීම සඳහාත් යන්ත්‍රසූත්‍ර සහ භාණ්ඩ මිලදී ගැනීම පිණිසයි.
අමාත්‍යවරයා සිය සංචාරයේ දී ශ්‍රී ලංකාවේ විදේශ ප්‍රතිපත්තිය පිළිබඳ අදහස් ප්‍රකාශ කළ බවට ජපන් මුද්‍රිත හා විද්‍යුත් මාධ්‍යවල වාර්තා පළ වූ අතර එම වාර්තා දේශීය මාධ්‍යවල ද පළ වී තිබුණා.
මේ සම්බන්ධයෙන් අපි කියන්න කැමතියි, කිසිම රටකට අදාලව ශ්‍රී ලංකාවේ විදේශ ප්‍රතිපත්තිය සමාලෝචනය කරන බවට සඳහනක් සිය සංචාරයේ දී, මාධ්‍ය සමඟ කටයුතු කිරීමේ දී, අමාත්‍යවරයා විසින් නොකරන ලද බව. ඒ සම්බන්ධයෙන් අපේ අමාත්‍යාංශයෙන් ජුනි 20 වැනි දා අප විසින් ප්‍රකාශයක් කරනු ලැබුවා.
අදාල ජපන් මාධ්‍ය වාර්තා වැරදි ලෙස ගෙන හැර දක්වා තිබීම ... තිබුණ මෙම කාරණය සම්බන්ධයෙන් ජපානයේ තිබෙන ශ්‍රී ලංකා තානාපති කාර්යාලය මගින් ද ජපාන මාධ්‍ය වෙත දැනුම් දීලා තිබෙන බව කියන්න කැමතියි.
දෙවනුව, ඉන්දියාවේ හිටපු ජනාධිපති ශ්‍රී අබ්දුල් කලාම් මැතිතුමාගේ සංචාරයට අදාල ඇතැම් අමතර විස්තර අප සතුව දැන් තිබෙනවා. මේ සම්බන්ධයෙන් දැන් අපි ... දැන් සති දෙකකට පමණ කලින් ඔබට දැනුම් දුන්නා.
ජුනි 26 වන දින කොළඹ හිල්ටන් හෝටලයේ දී පැවැත්විමට නියමිත සිම්පෝසියම් එකකට සහභාගීවීම සඳහා විදුලිබල සහ බලශක්ති පිළිබඳ අමාත්‍ය, ගරු චම්පික රණවක මැතිතුමාගේ ආරාධනයෙන් 2015 ජුනි 25 සිට 27 යන දින වල ඉන්දියාවේ හිටපු ජනාධිපති ශ්‍රී අබ්දුල් කලාම් මැතිතුමා ශ්‍රී ලංකාවෙහි සංචාරය කරනවා.
ඔහු ප්‍රධාන ආරාධිතයා වශයෙන් මේ සිම්පෝසියම් එකට සහභාගීවීමට අමතරව ජුනි 26 වන දින ජනාධිපති මෛත්‍රිපාල සිරිසේන මැතිතුමා හමුවීමට අපේක්ෂිතයි.
එදිනම අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මහතා දිවා භෝජන සංග්‍රහයක් ඔහු වෙනුවෙන් පවත්වනු ඇත.
ජුනි 26 වන දින පෙරවරු 11.30 ට එතුමා බණ්ඩාරනායක අනුස්මරණ ජාත්‍යන්තර සම්මන්ත්‍රණ ශාලාවේ දී, “ශ්‍රී ලංකාවේ අනාගත නායකයින්" යන තේමාව යටතේ පවත්වනු ලබන වැඩසටහනකට සහභාගි වීමට නියමිත යි. ආචාර්ය කලාම් මැතිතුමා පාසල් ශිෂ්‍යයින් සහ විශ්ව විද්‍යාල ශිෂ්‍යයින් 1500 ට වැඩි පිරිසක් මේ වැඩසටහනේ දී අමතනු ලබනවා.
මෙම වැඩසටහන සියලුම මාධ්‍ය වලට විවෘතව තිබෙන බව අප වෙත දැනුම් දී තිබෙනවා. සජීවී හෝ වෙනත් ආකාරයකින් මෙම අවස්ථාව ආවරණය කිරීමට උනන්දුවක් දක්වන කිසියම් මාධ්‍යවේදියෙක් සිටිනවා නම් විදුලි බල හා බලශක්ති අමාත්‍යාංශයේ මාධ්‍ය ඒකකයේ කුෂාන් සමීර මහතා සමග සම්බන්ධ වෙන්න කියලා අපි දැනුම් දෙන්න කැමතියි.
තෙවනුව, ජූනි 25, ඒ කියන්නේ හෙට පැවැත්වීමට නියමිත, නේපාල රජය විසින් “නැවත නේපාලය ප්‍රකෘති තත්ත්වයට පවත්වන්න ... පැවැත්වීම සඳහා සම්මන්ත්‍රණයක් පැවැත්වීමට නියමිතයි. මේ ජාත්‍යන්තර සමුළුව ගැන මං හිතන්නේ මේ සැමෝම දන්නවා ඇති.
මෙම සමුළුවේ අරමුණ වන්නේ, අප්‍රියෙල් 25 වැනි දින නේපාලයේ භූමි කම්පාවෙන් පසු හා ඊට පසු ඇති වූ කම්පනවලන් පසුව නැවත ගොඩනැගීමේ ප්‍රයත්නවල නියැලී සිටින පාර්ශ්ව, රජයන් හා සංවිධාන අතර සම්බන්ධීකරණ කටයුතු සිදු කිරීමය.
ජාත්‍යන්තර නියෝජිතායතනවල නියෝජිතයන් ඇතුලුව රටවල් විශාල සංඛ්‍යාවක් මෙම සමුළුවට සහභාගිවන බවට ස්ථිර වශයෙන් ප්‍රකාශ කර තිබෙනවා.
ගරු ආපදා කළමනාකරණ අමාත්‍ය ඒ.එච්.එම්.ෆවුසි මහතා මෙම සමුළුවේදී ශ්‍රී ලංකාව නියෝජනය කරමින් මෙම සමුළුවට සහභාගි වීමට නියමිත යි.
මෙම ආපදාවෙන් පසුව ශ්‍රී ලංකාව සහන සහ විපතට පත්වූවන් බේරා ගැනීමේ මෙහෙයුම් වලට ක්‍රියාකාරීව සහභාගි වූ බව ඔබ දන්නවා.
මෙම සමුළුවේ දී, විනාශයට පත් වූ පෞරාණික විහාරස්ථාන දෙකක් නැවත ඉදිකිරීමට ශ්‍රී ලංකාව භාර ගෙන තිබෙනවා. මේ සම්බන්ධයෙන් වැඩි තොරතුරු ඇමතිතුමා මේ සම්මන්ත්‍රණයේ දී කියන්න නියමිත යි. “ආනන්දකුටි විහාර්” හා “ රාටෝ මැක්ක්‍රීන්ස්ඩ්‍රානාත් හින්දු ටෙම්පල්“ කියන විහාරස්ථාන දෙක නැවත ප්‍රතිසංස්කරණය කිරීමට ශ්‍රී ලංකා රජය විසින් භාරගන්නවා කියලා ඇමතිතුමා දැනුම්දෙන්න නියමිත යි.
අපි ... මැයි 27 වැනි දින පවත්වන ලැබූ මාධ්‍ය හමුවේ දී ඔබට කියා සිටියා ශ්‍රී ලංකා මහ කොමසාරිස් කාර්යාලවල හා තානාපති කාර්යාලවල පුරප්පාඩු වී ඇති දූත මණ්ඩල ප්‍රධානී තනතුරු පිරවීමට 33 දෙනෙකු නම් කර තිබෙන බව.
මෙම නම් කරනු ලැබූ පුද්ගලයන් 33 දෙනා දැනට බණ්ඩාරනායක ජාත්‍යන්තර රාජතාන්ත්‍රික පුහුණු මධ්‍යස්ථානය (BIDTI) සංවිධානය කරන ලද අනුස්ථාපන වැඩසටහනට සහභාගි වෙමින් ... වැඩසටහනකට සහභාගි වෙමින් පවතිනවා. මං හිතන්නේ මෙතැන ඉන්න මාධ්‍යවේදීන් කිහිප දෙනෙක් ඒකේ ... අනුස්ථාපන වැඩසටහනේ සමාරම්භක උත්සවයට සහභාගි වෙන්න ඇති, සඳුදා.
මේ අනුස්ථාපන වැඩසටහන මගින් දූත මණ්ඩල ප්‍රධානියෙකුගේ කාර්ය කටයුතු වල විවිධාකාර පැතිකඩවල් ආවරණය කරනු ඇති. බණ්ඩාරනායක ජාත්‍යන්තර රාජතාන්ත්‍රික පුහුණු මධ්‍යස්ථානය, අදාල රජයේ අමාත්‍යාංශ, දෙපාර්තමේන්තු සහ නියෝජිතායතන නිලධාරීන් සමඟ එක්ව මෙම වැඩසටහන සංවිධානය කරලා තිබෙනවා. දූත මණ්ඩල ප්‍රධානියෙකුට අදාල වන බොහෝ අංශ එනම්, පරිපාලන සහ මූල්‍ය කරුණු, කොන්සියුලර් කටයුතු, ප්‍රතිසන්ධානය හා සංවර්ධනය උදාකර ගැනීමේ ද්විත්ව (Sorry) සංහිඳියාව හාසංවර්ධනය උදාකර ගැනීමේ ද්විත්ව අරමුණු මුදුන්පත් කරගැනීම අරමුණු කර ගත් වර්තමාන රජයේ ප්‍රතිපත්ති ක්‍රියාත්මක කිරීම සහ වෙළෙඳ සහ ආයෝජනය පිළිබඳ කරුණු මේ වැසටහනේදී ආවරණය වෙනවා. සංචාර සහ විවිධාකාර වූ නියෝජිතායන් සමඟ ද අන්‍යෝන්‍ය වශයෙන් කටයුතු කරන සැසිවාර පැවැත්වෙන අතර කලින් ගැටුම්වලින් විනාශයට පත් වූ ප්‍රදේශවල සංචාර ද ... සංචාරය කිරීමට නියමිතයි.
අපි ඔබට 27 වෙනිදා දැනුම් දුන්නා අපේ ... මහ කොමසාරිස් කාර්යාල හා තානාපති කාර්යාල වල තානාපතිවරු හැටියට 33 දෙනෙක් නම් කරලා තිබෙන බව. ඒ 33 දෙනාගේ නම් ඒ අවස්ථාවේ දී අපි ඔබට දැනුවත් කරන්න ... හැකියාවක් අපිට තිබුණේ නැහැ. ඒ මොකද, රාජ්‍යතාන්ත්‍රික සබඳතා පිළිබඳ වියනා සම්මුතියේ 4 (1) වගන්තිය යටතේ අපි බැඳිලා ඉන්නවා ඒ ... ඒ තානාපති වරු පිළිගන්න රටවල් වලින් ඒ... ඒ තානාපති කෙනෙක් පත්වීම සම්බන්ධයෙන් අනුමැතිය ප්‍රකාශ කරනකම් අපිට ඒ තානාපතිවරුන්ගේ නම් ප්‍රකාශ කිරීමට බැහැ. නමුත් දැන් රටවල් 09 ක ... ඒ වුනාට අපි ඒ අවස්ථාවේ දී කිව්වා, අපිට අනුමැතිය ලැබෙනකොට අපි ඔබලාට ඒ නම් පිළිබඳ තොරතුරු ලබා දෙන්නම් කියලා.
දැනට අපිට රටවල් නවයකින් අනුමැතිය ලැබිලා තිබෙනවා. මම ඔබලාය ඒ රටවල් වලට අදාල තානාපති වරුන්ගේ නම් දැන් කියන්නම්.
ජනරාල් ජගත් ජයසූරිය (විශ්‍රාමික) මහතා බ්‍රසීලය සඳහා මිළඟ ශ්‍රී ලංකා තානාපතිවරයා ලෙස පත්කොට තිබෙනවා. ජනරාල් ජයසූරිය මහතා ශ්‍රී ලංකා යුද හමුදාවේ අණ දෙන නිලධාරී තනතුර 2013 වසරේ දී හැර දැමීමෙන් පසු ව ආරක්ෂක මාණ්ඩලික ප්‍රධානියා ලෙස පත් කෙරුණා. එතුමා ශ්‍රී ලංකා යුධ හමුදාවේ 19 වැනි අණදෙන නිලධාරියා වුනා. මෙතුමා පදක්කම් සහ සම්මාන විශාල ප්‍රමාණයක් ලැබූවෙක් වෙනවා. මදුරාසි විශ්ව විද්‍යාලයේ විද්‍යාපති උපාධියක් හිමි මෙතුමා “ ජෝන් එෆ් කෙනඩි රාජ්‍ය පාසලේ සහ හාවඩ් විශ්ව විද්‍යාලයෙහි” හි ජාතික හා ජාත්‍යන්තර ආරක්ෂක වැඩසටහන සම්පූර්ණ කරපු නිලධාරියෙක්.
වයි.කේ.ඒ.රෝහනජිත් මහතා ඉරානය ... ඉරානයේ මීළඟ ශ්‍රී ලංකා තානාපතිවරයා ලෙස පත් කරලා තිබෙනවා. රෝහනජිත් මහතා ශ්‍රී ලංකා විදේශ සේවයේ ... සේවයට 1994 බැඳුනු නිලධාරියෙක්. එතුමා කෙන්යාව, පකිස්තානය සහ ඉරානය යන රටවල් වල පිහිටි ශ්‍රී ලංකා දූත මණ්ඩලවල සේවය කර තිබෙන නිලධාරියෙක්. එමෙන්ම, කත්මණ්ඩු හි සාක් ලේකම් කාර්යාලයේ අධ්‍යක්ෂවරයෙක් ලෙස ද සේවය කරලා තිබෙනවා. මීට ප්‍රථමයෙන් මෙතුමා, ඉරානයේ පිහිටි ශ්‍රී ලංකා තානාපති කාර්යාලයේ නියෝජ්‍ය දූත මණ්ඩල ප්‍රධානියා ලෙස කටයුතු කරලා තිබෙනවා.
ඊශ්‍රායලයේ මීළඟ ශ්‍රී ලංකා තානාපතිවරයා ලෙස පී. සෙල්වරාජ් මහතා පත් කර තිබෙනවා. එතුමා ශ්‍රී ලංකා විදේශ සේවයට 1994 බැඳුණු නිලධාරියෙක්. එතුමා රුසියාව, ජිනීවා, ඇමෙරිකා එක්සත් ජනපදය සහ ඔස්ට්‍රේලියාවේ පිහිටි ශ්‍රී ලංකා තානාපති කාර්යාලවල සේවය කර තිබෙනවා.
ඊළඟට නෙදර්ලන්තයේ මීළඟ ශ්‍රී ලංකා තානාපතිවරයා ලෙස ඒ.එම්.ජේ. සදීක් මහතා පත් කර තිබෙනවා. එතුමා ශ්‍රී ලංකා විදේශ සේවයේ ... 1988 වර්ෂයේ ශ්‍රී ලංකා විදේශ සේවයට බැඳුණු නිලධාරියෙක්. එතුමා කුවේට්, ප්‍රංශය, පකිස්තානය හා ජෙඩා වල තිබෙන තානාපති කාර්යාලවල සේවය කරලා තිබෙනවා. සෞදි අරාබියේ හා බ්‍රසීලයේ ශ්‍රී ලංකා තානාපතිවරයා ලෙසත් කටයුතු කරලා තිබෙනවා. වර්තමානයේ අමාත්‍යාංශයේ අතිරේක ලේකම්වරයෙකු ලෙස සේවය කරනවා. එතුමා නැගෙනහිර ආසියා හා පැසිපික් අංශය හා පොදු සන්නිවේදන අංශයත් භාරව කටයුතු කරමින් සිටිනවා.

Remarks to Media: (In English)
Good afternoon friends. Thank you for joining us here today for this media briefing despite the change in time. There are four issues on which we would like to share information with you today.
First, as you are aware, the Minister of Foreign Affairs, Hon. Mangala Samaraweera, visited Japan from 17-20 June 2015 on an official visit, at the invitation of his counterpart, the Minister of Foreign Affairs of Japan, Hon. Fumio Kishida.
Last Wednesday, we shared with you, details of the Minister’s Programme in Japan. And since then, while the visit was underway, we released information to the media, regarding his meetings and we also released the text of his remarks at the High-Level Seminar on Peacebuilding, National Reconciliation and Democratisation in Asia, at which the Minister participated on the 20th of June. If anyone has missed out on this information, you can access all this on our website www.mea.gov.lk
As we said last week, this was the first official visit to Japan by the Minister of Foreign Affairs of President Sirisena’s Government. The visit focused on renewing the existing friendship and good relations between the two countries. And as you are aware, relations between Sri Lanka and Japan are built on firm historic, cultural and religious bonds. The people of Sri Lanka consider the people of Japan among our oldest, closest and dearest of friends. In recent times, our relations have been strengthened and reinforced through cooperation in a multitude of areas including Japanese aid for our economic and social development.
Discussions between the two Foreign Ministers touched on the entire range of issues of relevance to the two countries – political and economic issues and matters related to cooperation in multilateral fora. The Japanese Government had specifically reiterated its continued support for the peace and reconciliation efforts in Sri Lanka.
The Prime Minister of Japan has extended an invitation to President Maithripala Sirisena to visit Japan and the Minister of Foreign Affairs, during this visit, conveyed the intention of the President to avail of this invitation to visit, at a mutually convenient time.
As you are aware, during Prime Minister Abe’s visit to Sri Lanka in September last year, a MoU was signed to initiate an ‘Intergovernmental Economic Policy Dialogue’. During Minister Samaraweera’s visit, there was discussion on convening the first meeting of this Policy Dialogue at an early date and it was agreed that the two sides will work in the coming days to decide on the format of this Dialogue. This Dialogue will help structure discussions in a focused manner on measures for expanding bilateral trade, investment and economic engagement between the two countries.
It was also decided that formal Foreign Ministry level consultations at Senior Official Level between the two countries should commence at an early date.
The Foreign Ministers of Sri Lanka and Japan signed two agreements during the visit.
One was on the "National Electricity Transmission and Distribution Network Development and Efficiency Improvement Project"
The two ministers signed an Exchange of Notes on this Yen Loan project. The total account of the project is up to 24,930 million Japanese yen.
This project aims at developing and upgrading power lines nationwide so that electricity will be supplied in a stable manner throughout Sri Lanka. In this project, Japanese technologies will be applied to reduce loss of energy in power lines.
The second was an Exchange of Notes concerning Japan’s Non-Project Grant Aid amounting to 500 million Japanese yen (about 550 million Sri Lankan Rupees).
The Grant Aid will be utilized for the Government of Sri Lanka to purchase machinery and products to develop the railway network and for agricultural facilities.
Now as you all may know, there were some media reports in the Japanese print and electronic media during the Minister’s visit which were carried in the local media as well, where Minister was referred to have commented on Sri Lanka’s foreign policy.
On Saturday 20th June, we clarified that the Minister did not, at any point, refer to a review of Sri Lanka’s foreign policy pertaining to any country during his interactions with the media, during the visit. We clarified that, in response to questions raised during the series of media interactions that the Minister had, during his visit (Press Conference at the Japan National Press Club, interviews with the Yomiuri, Nikkei and Asahi Shimbum newspapers and NHK television), he had stated that Sri Lanka strives to win back friends who have been traditionally very close to Sri Lanka since Independence. With regard to investment projects, the Minister had clarified that all investment projects undertaken before 8 January are being reviewed on account of allegations that due procedures had not been followed in the process of awarding contracts for such projects. This, as you know, is in keeping with the Government’s undertaking to ensure transparency, accountability and good governance and aimed at building investor confidence.
I want to also inform you that Sri Lanka’s Embassy in Japan has raised this matter of misquoting the Minister with the relevant Japanese media.

Secondly, we have some additional details for you on the visit of the former President of India, Shri Abdul Kalam.
We informed you on a previous occasion that the former President will be visiting Sri Lanka from 25th to 27th June 2015, at the invitation of the Hon. Minister of Power and Energy, Mr. Champika Ranawaka, to participate in the Energy Symposium to be held at the Colombo Hilton on the 26th of June.
Apart from participating in the Energy Symposium as the Chief Guest, Shri Abdul Kalam is expected to meet the President on the 26th of June.
Prime Minister Ranil Wickremesinghe will host Dr Kalam to lunch on the same day.
At 11.30 a.m. on the 26th of June, he will participate in a programme titled ‘Future Leaders of Sri Lanka’ at the BMICH. At this programme, Dr. Kalam is scheduled to address over 1500 students from schools and universities.
We have been informed that this event is open to all media. Anyone interested in covering the event including LIVE coverage should contact Mr. Kushan Sameera at the Media Unit of the Ministry of Power and Energy.

Thirdly, I am sure all of you must be aware that there will be an international conference titled ‘Toward a Resilient Nepal’ organised by the Government of Nepal. This is scheduled to be held tomorrow, 25th June.
The purpose of this Conference is to coordinate efforts among partner governments and organisations involved in the reconstruction efforts following the 25th April earthquake and aftershocks in Nepal.
We understand that a large number of countries have confirmed their participation in this Conference including representatives of international agencies.
Sri Lanka will be represented at this Conference by the Hon. Minister of Disaster Management, Mr. A.H.M. Fowzie.
As you all know that Sri Lanka participated actively in the relief and rescue operations following the disaster.
At the Conference, Sri Lanka will undertake to reconstruct two heritage temples that were damaged by the earthquake – the ‘Anandakuti Vihar’ and the ‘Rato Macchindranath Hindu Temple’.

We will now move on to the next issue:
Some of you would recall that at the first media briefing we held on the 27th of May, we informed that 33 persons have been nominated to fill vacant Heads of Mission posts in Sri Lanka’s High Commissions and Embassies overseas.
On a connected matter, some of you may have been present on Monday morning at the inauguration of the Programme of Orientation that the Bandaranaike International Diplomatic Training Institute (BIDTI) has organised for these 33 nominees.
The Orientation programme will cover various aspects of the work of a Head of Mission. Briefings and interactive discussions have been arranged by the BIDTI for these Heads of Mission nominees with officials from relevant government ministries, departments and agencies. The Programme which includes many areas of relevance to a Head of Mission will include administrative and financial issues; consular functions; implementation of current government policy aimed at achieving the twin objectives of ‘reconciliation and development’; and trade and investment issues. There will also be visits to and interactive sessions with different agencies, and visits to the former conflict affected areas, as well.
We informed you at the first briefing that we are bound by Article 4(1) of the Vienna Convention on Diplomatic Relations of 1961 with regard to the announcement of nominees for Heads of Mission posts, and that accordingly, we can only announce the names of appointments after the receiving state has granted agrément or acceptance of the sending country’s nominee to serve as Ambassador or High Commissioner.
As of now, we have received agrément for nominees from nine countries and we can formally announce these names today. They have also received the clearance of the Parliamentary Committee on High Posts. They are expected to take up their posts shortly, once they complete the Orientation programme and other formalities.
I will read out the names to you in alphabetical order of the countries.
1) Gen. Jagath Jayasuriya (Rtd) has been appointed as the next Ambassador of Sri Lanka to Brazil. General Jayasuriya was appointed the Chief of Defence Staff in 2013 on relinquishing the Command of the Sri Lanka Army. He was the 19th Commander of the SL Army. He is a recipient of a number of decorations and awards. He has a Master of Science degree from the University of Madras and has completed the National and International Security Programme at the John F. Kennedy School of Government at Harvard University.
2) Mr. Y.K.A. Rohanajith has been appointed as the next Ambassador of Sri Lanka to Iran. Mr. Rohanajith is a member of the Sri Lanka Foreign Service Batch of 1994. He has served in the Sri Lanka missions in Kenya, Pakistan and Iran and as Director at the SAARC Secretariat in Kathmandu. He was Sri Lanka’s Deputy Chief of Mission in Iran previously.
3) Mr. P. Selvaraj has been appointed the next Ambassador of Sri Lanka to Israel. Mr. Selvaraj is a member of the Sri Lanka Foreign Service Batch of 1994. He has served in the Sri Lanka Missions in Russia, Geneva, USA and Australia.
4) Mr. A.M.J. Sadiq has been appointed as the next Ambassador of Sri Lanka to The Netherlands. Mr. Sadiq is a member of the Sri Lanka Foreign Service Batch of 1988 and has served in the Sri Lanka Missions in Kuwait, France, Pakistan and Jeddah. He was also Sri Lanka’s Ambassador to Saudi Arabia and to Brazil previously. He is presently Additional Secretary of the Ministry and is in-charge of the East Asia & Pacific and Public Communications Divisions of the Ministry.
5) Gen. R.M.D. Ratnayake (Retd) has been nominated as the next High Commissioner of Sri Lanka to Pakistan. Gen. Ratnayake served as the Commander of the Sri Lanka Army from August 2013 until February 2015 and as Chief of Staff from January 2010 to July 2013. He has served as the Military Spokesperson from October 2004 to January 2006. He is a graduate of the National Defence University of China, the Defence Service Command and Staff College of Bangladesh and of the US Army Intelligence School.
6) Dr. W.M. Karunadasa has been nominated as the next Ambassador of Sri Lanka to Qatar. Dr. Karunadasa is a Counsel of the Bar and was recently a Commissioner of National Housing. He has been Senior Professor of History & International Relations at the University of Colombo and has authored a number of books in English and Sinhala on Sri Lanka's Foreign Policy and International Affairs. He has also served at the University of Kelaniya in developing the graduate and undergraduate programmes on International Studies.
7) Mrs. R.D. Rajapakse has been appointed as the next Ambassador of Sri Lanka to Sweden. Mrs. Rajapakse is a member of the Sri Lanka Foreign Service batch of 1994. She has served in the Sri Lanka Missions in the Maldives, Pakistan, Germany, Myanmar and the Republic of Korea. She has also served as Director at the SAARC Secretariat in Kathmandu. Her last assignment was as Deputy Chief of Mission to Sweden.
8) Mrs. Kshenuka Senewiratne has been appointed as the next Ambassador of Sri Lanka to Thailand. Mrs. Senewiratne is a member of the Sri Lanka Foreign Service batch of 1985. She has served in the Sri Lanka Missions in New York, Belgium, and UK and has also been Sri Lanka’s High Commissioner to the United Kingdom as well. She served as Sri Lanka’s Permanent Representative to the UN in Geneva and also as the Secretary to the Ministry of Foreign Affairs. At present she serves as Addl. Secretary of this Ministry in-charge of the Economic Affairs Division.
9) Mrs. S.H.U. Dissanayake has been appointed as the next Ambassador of Sri Lanka to Vietnam. Mrs. Dissanayake is a member of the Sri Lanka Foreign Service batch of 1996. She has served in the Sri Lanka Missions in Japan, Sweden, Italy and as Consul General in Shanghai. She is presently the Actg. Director General of Middle East Division of this Ministry.
As promised, we will continue to announce other appointments as well as and when agrément is received from the respective receiving Governments.

That brings us to the end of the information that we have to share with you today and I will take any questions that you may have.
Questions and answers
Q: Ramakrishnan, The Hindu. Is it part of the practice, in the Ministry to have people who served in army, defence services- to send them as Ambassadors. Is it a new practice or is it… or part of precedence?
A: It is not a new practice. It has been precedence. There is a precedence to it.
Q: Sulochana, from Ceylon Today Newspaper. Well, recently we had news about TNA and the GTF and with the Foreign Minister had a discussion which is backdoor conversation or discussion. They say and now at the moment, the US report has come out stating that there is an active financial network going on between the LTTE and at this juncture. GTF is also is kind of trying to come into a conversation and having discussion with the government to do something. Will this entire process, whatever they are involved going to be hampered. The discussions they held and that is seems to be going to be working out in a positive way for Sri Lanka. That’s why the Government also got involved. But now this whole idea of the financial network that is being active and GTF is also kind of proscribed by the former Government as one of those LTTE networking organization. So with all this, will GTF have, what is the Government’s state on this whole affair?
A: Well Sulochana, you said a lot of things. Your question is that the US country report on terrorism is out and GTF…
Q: GTF is also talking with the Government. Is that going to be a kind of hamper the whole process or whatever they are trying to discuss have something for Sri Lanka?
A: Well, as you know, the country reports on terrorism and the patterns of global terrorism is a report which the US State Department is required by law to present every year to Congress and this is not a new report. I think this practice started way back in 2004 or something like that and if you compare the reports, the last year’s report, I mean if you don’t have it I can give it to you. The last year’s report, the report of the previous year and this year’s report, don’t say anything different about the LTTE financial networks. All these reports mentioned the same thing and nowhere in that report is the GTF mentioned either. And I explained at length, and Minister explained in parliament regarding the nature of the discussions that were held between the TNA and the GTF in London. I don’t see how these two connect in anyway.
Q: But, they are proscribed by the former Government?
A: They are not proscribed…they are not proscribed at all. They were listed under the Gazette Notification giving effect to resolution 1373 and as I have said last week and the week before as well, the Gazette Notification itself says or requires the relevant authorities of the Government to review the list every year, at least once a year. So it is not something that stands for all time. One has to look at intelligence reports and consider those reports, the content of those reports. As you know, I know there are lots of media reports and lot of opposition members of Parliament raising concerns about the US report. I don’t know what’s the excitement is all about because as I said this report’s content is similar to the content of the reports in the previous years, since the conclusion of the conflict.
Q: So is the new Government taking any action? Because this is coming up every year?
A: Under the previous Government, the concerned authorities maintained contacts with intelligence agencies and with foreign governments to work on these issues.
Q: And it will continue?
A: Those interactions have not ceased. We continue, and in fact think, that we are now in a better position to cooperate closely and actively with foreign governments and other agencies involved in these exercises. Because I see today the Government of Sri Lanka is cooperating more actively with foreign governments so obviously when relations between countries improve, the opportunities and the space to improve intelligence sharing and training opportunities and various other things improve as well.

Q : What about the Udayanga weeratunga’s case? What we hear is the Ukraine Government has given all the evidence of the details of the arms dealings. What is the Government trying to kind of, get him down? Arrest? Is there is something coming up?
A: Sulochana, the question is not very clear.
Q: The point is now, Udayanga Weeratunga’s case, about the arms dealing. Already the Ukraine Government came with the evidence, with a list of people whom he dealt and with all the names. So isn’t that a, good evidence to get him down or arrest?
A: Well, Sulochana, as I think I explained couple of briefings ago, the Ukraine Government brought this to our attention during the previous Government. That was towards the end of last year in November, if I recall. And, that was by a official diplomatic note.
The Government considering the seriousness of the issues sent two officers immediately in December to discuss matters with the Ambassador of Ukraine in New Delhi. Later, the Ambassador of Ukraine in April, visited Sri Lanka and held discussions with the Minister of Foreign Affairs. What we were told by the Ukrainian authorities is that they are investigating into this and that once the investigations conclude they will get back to us. So right now, that’s where it stands and this is what we have said previously as well.
