Construction of the Colombo Port City Development Project (CPCDP) is to begin in September and the initial work for the project had already got underway, the Sri Lanka Ports Authority (SLPA) said yesterday.
The entire investment for the Port City project is estimated at US $ 15 billion. The private sector has already committed to invest approximately US $ 3 billion in the port city project and other development that is going to be carried on. They (CPCDP) had almost completed the documentary work on this project. Now CPCDP have initiated their ground work.
The Chief Engineer Susanth Abayasiriwardhne said “the infrastructure work of the port city could be completed within 3 years; but to complete the whole project it will take some time, around 15 years”.
Although SLPA said accordingly a plot of land of 233 hectares was earmrked to complete this project. This Port City will include Head Quarters for shipping and logistics institutions and related enterprises, roads, electricity, communication facilities, luxury hotels and apartment complexes, shopping malls, space for modern offices, leisure and recreational activities will also be developed and constructed. Also the CPRD said this project would include a new formula racing track that extended up to Gampaha.
Accordingly, this proposal was primarily submitted to the Standing Cabinet Appointed Review Committee (SCARC) through the Dept. of Public Finance for approval. On the instructions of the SCARC, Sri Lanka Ports Authority (SLPA) has also entered into a Memorandum of Understanding (MoU) with CCCC and obtained the detail proposal which was expressed at the Technical Evolution Committee (TEC) appointed by the SLPA to evaluate the project proposal. On March 10th the final approval has been granted to develop the Colombo Port City project.
Discussing the Colombo Port expansion project, SLPA said the first terminal, the South Container Terminal (SCT) was already under operational and it was maintained by the Colombo International Container Terminal (CICT).
And the second terminal, the East Container Terminal Stage-1(ECT) is now under construction level. They had already completed 25% of work from the yard. Altogether physical progress is 43.2%. The financial progress, work done at end of April was 34% and they (SLPA) are going to complete it in December.
The ECT stage-1 is approximately covering a 260,000m²area. “As a special feature, the green port technology is incorporated in this terminal”, SLPA said.
