Proceedings of Moscow Conference on International Security MCIS 2019 published by Russian Ministry of Defence includes Ambassador Jayatilleka’s Speech

The Russian Ministry of Defence has issued the MCIS 2019 Conference proceedings covering the results of the Forum which encompassed the issues of utmost significance in terms of exchanging and shaping views on regional and global security, modern military challenges and threats.

Ambassador of Sri Lanka to the Russian Federation Dr. Dayan Jayatilleka participated in the 3-day conference on the personal invitation of the Deputy Minister of Defence of the Russian Federation Colonel General Alexander Fomin and was one of the main speakers at the Special Session dedicated to “”Color” Revolutions and “Hybrid” Warfare: General and Specific Features” moderated by Andrey Ilnitskiy, the Adviser to the Minister of Defence Sergey Shoygu.

The Conference took place on April 23-25, 2019 in Moscow. It was organized by the Ministry of Defence of the Russian Federation and gathered more than 1000 participants from 111 countries represented by 77 delegations, 55 of which are of the highest level with 35 Ministers of Defence.

All proceedings include the message of the President of the Russian Federation Vladimir Putin and speeches by the Secretary of the Security Council of the Russian Federation Army General Nikolai Patrushev, Minister of Defence of the Russian Federation Army General Sergey Shoygu, Minister of Foreign Affairs of the Russian Federation Sergey Lavrov, Chief of the General Staff of the Armed Forces of the Russian Federation, First Deputy Minister of Defence Army General Valery Gerasimov, SCO Secretary-General Vladimir Norov. The presentations of the main speakers at the Plenary Sessions and Round Tables are compiled and published in the journal.
