Statement by the Democratic Socialist Republic of Sri Lanka

Item 7: ID with SR on Occupied Palestinian Territory

Madam President,
Sri Lanka takes note of the report presented by Mr. Michael Lynk, Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967.
Sri Lanka associates itself with the statement delivered by Azerbaijan on behalf of the NAM.
We share the concerns raised by the UN Secretary General, the High Commissioner for Human Rights, UN Special Committee to Investigate Israeli Practices and the Special Rapporteur, on the planned annexation by Israel which would constitute a grave breach of international law, including the UN Charter, relevant Conventions as well as Security Council and General Assembly resolutions.
Further, we note the concerns raised by the Special Rapporteur that this annexation plan would potentially have negative impacts on the human rights of Palestinians living in the occupied West Bank and the Jordan Valleyand lead toforcible displacement of thousands of Palestinians.
Madam President,
Sri Lanka has consistently and steadfastly held the principled position of the legitimate and inalienable right of the people of Palestine to statehood and to the natural resources in their territory.
While recognizing the legitimate and sensitive security concerns of both the Palestinian and the Israeli peoples, Sri Lanka is of the view that the proposed annexation plan will only contribute to further deepening the crisis and jeopardize hopes of both the Palestinian and the Israeli peoples to achieve real progress towards sustainable peace.
In the above context, Sri Lanka joins the international community in its call on the Government of Israel to comply with international law and abandon the planned annexation and urges all parties to continue the dialogue towards peace.
In conclusion,
Sri Lanka reiterates the importance of the early implementation of the UN General Assembly resolutions regarding the inalienable rights of the Palestinian people to statehood and the attainment of a two-State solution on the basis of the 1967 borders.

1967 වසරේ සිට අල්ලා ගෙන සිටින පලස්තීන භූමියේ මානව හිමිකම් තත්ත්වය පිළිබඳ විශේෂ වාර්තාකරු මයිකල් ලින්ක් මහතා විසින් ඉදිරිපත් කරන ලද වාර්තාව කෙරෙහි ශ්‍රී ලංකාවේ අවධානය යොමු වේ.
නොබැඳි ව්‍යාපාරය වෙනුවෙන් අසර්බයිජානය විසින් කරන ලද ප්‍රකාශය සමඟ ශ්‍රී ලංකාව හවුල් වෙයි.
එක්සත් ජාතීන්ගේ ප්‍රඥප්තිය, අදාළ සම්මුතීන් මෙන්ම ආරක්ෂක මණ්ඩල හා මහා මණ්ඩල යෝජනාවලීන් ඇතුළු ජාත්‍යන්තර නීතිය බරපතල ලෙස උල්ලංඝනය කිරීමක් වන ඊශ්‍රායලය විසින් සැලසුම් කර ඇති භූමිය ඈඳා ගැනීම සම්බන්ධයෙන්, එක්සත් ජාතීන්ගේ මහලේකම්වරයා, මානව හිමිකම් මහ කොමසාරිස්වරිය, ඊශ්‍රායල පරිචයන් විමර්ශනය කිරීමේ එක්සත් ජාතීන්ගේ විශේෂ කමිටුව සහ විශේෂ වාර්තාකරු විසින් මතු කරන ලද කරුණු පිළිබඳව අපගේ අවධානය යොමු වේ.
තවද, මෙම ඈඳා ගැනීමේ සැලැස්ම, අල්ලා ගෙන සිටින බටහිර ඉවුරේ හා ජෝර්දාන් මිටියාවතේ වෙසෙන පලස්තීන ජාතිකයන්ගේ මානව හිමිකම් කෙරෙහි අහිතකර ලෙස බලපානු ඇති අතර, පලස්තීන ජාතිකයන් දහස් ගණනක් බලහත්කාරයෙන් අවතැන්වීමට තුඩු දෙනු ඇතැයි විශේෂ වාර්තාකරු විසින් මතු කරන ලද සැළකිල්ලට භාජනය විය යුතු කරුණු කෙරෙහි අපි අවධානය යොමු කරමු.

පලස්තීනයේ ජනතාවට සිය රාජ්‍යත්වයට සහ ඔවුන්ගේ භූමියේ ඇති ස්වාභාවික සම්පත්වලට ඇති නීත්‍යානුකූල හා අහිමිකළ නොහැකි අයිතිය පිළිබඳ ප්‍රතිපත්තිමය ස්ථාවරයෙහි ශ්‍රී ලංකාව අඛණ්ඩව හා ස්ථිරව පිහිටා සිටී.
පලස්තීන සහ ඊශ්‍රායල් ජනයාගේ නීත්‍යානුකූල හා සංවේදී ආරක්ෂක අවශ්‍යතා හඳුනා ගන්නා අතරම, මෙම යෝජිත ඈඳා ගැනීමේ සැලැස්ම මඟින්, මෙම අර්බුදය තවදුරටත් වැඩිදියුණු කිරීමට සහ පලස්තීන සහ ඊශ්‍රායල් ජනතාවගේ තිරසාර සාමය උදෙසා සත්‍ය ප්‍රගතියක් කිරීම පිළිබඳ සැබෑ අපේක්ෂාවන් අඩපණ කිරීමට දායකවීමක් පමණක් සිදුවනු ඇති බව ශ්‍රී ලංකාවේ අදහසයි.
ඉහත සන්දර්භය තුළ, ජාත්‍යන්තර නීතියට අනුකූල වන ලෙසත්, සැලසුම්ගත භූමිය ඈඳා ගැනීම අත්හරින ලෙසත්, සාමය සඳහා වන සංවාදය දිගටම කරගෙන යන ලෙසත්, ශ්‍රී ලංකාව ජාත්‍යන්තර ප්‍රජාව සමඟ එක්ව, සියලු පාර්ශ්වයන්ගෙන් ඉල්ලා සිටී.
අවසාන වශයෙන්,
පලස්තීන ජනතාවට සිය රාජ්‍යත්වය සඳහා ඇති අහිමිකළ නොහැකි අයිතිවාසිකම් සහ 1967 දී පැවති දේශසීමාවල පදනම මත රාජ්‍ය-දෙකක විසඳුමක් ලබා ගැනීම සම්බන්ධයෙන් එක්සත් ජාතීන්ගේ මහා මණ්ඩල යෝජනා ඉක්මනින් ක්‍රියාත්මක කිරීමේ වැදගත්කම ශ්‍රී ලංකාව යළිත් අවධාරණය කරයි.

1967 முதல் ஆக்கிரமிக்கப்பட்டுள்ள பலஸ்தீனிய பிரதேசத்திலான மனித உரிமைகளின் நிலைமை தொடர்பில் சிறப்பு அறிக்கையாளர் திரு. மைக்கேல் லிங்க் முன்வைத்த அறிக்கையை இலங்கை கவனத்தில் கொள்கின்றது.
அணிசேரா இயக்கம் சார்பாக அஸர்பைஜான் வழங்கிய அறிக்கையுடன் இலங்கை தன்னையும் இணைத்துக் கொள்கின்றது.
ஐக்கிய நாடுகள் சாசனம், சம்பந்தப்பட்ட சாசனங்கள் மற்றும் பாதுகாப்பு சபை, பொதுச் சபை ஆகியவற்றின் தீர்மானங்கள் உள்ளிட்ட சர்வதேச சட்டங்களின் கடுமையான மீறலாக அமையும் இஸ்ரேலின் திட்டமிட்ட இணைப்பு தொடர்பாக ஐ.நா. பொதுச்செயலாளர், மனித உரிமைகள் உயர் ஸ்தானிகர், இஸ்ரேலிய நடைமுறைகளை விசாரணை செய்வதற்கான ஐ.நா. விஷேட குழு மற்றும் சிறப்பு அறிக்கையாளர் ஆகியோர் எழுப்பியுள்ள கவலைகளை நாங்கள் பகிர்ந்து கொள்கின்றோம்.
மேலும், இந்த இணைப்புத் திட்டமானது, ஆக்கிரமிக்கப்பட்ட மேற்குக் கரையிலும் ஜோர்தான் பள்ளத்தாக்கிலும் வாழும் பலஸ்தீனியர்களின் மனித உரிமைகளில் எதிர்மறையான தாக்கங்களை ஏற்படுத்தக்கூடும் என்றும், ஆயிரக்கணக்கான பலஸ்தீனியர்கள் வலுக்கட்டாயமாக இடம்பெயர்வதற்கு வழிவகுக்கும் என்றும் சிறப்பு அறிக்கையாளர் எழுப்பியுள்ள கவலைகளை நாங்கள் சுட்டிக்காட்டுகின்றோம்.
தலைவர் அவர்களே,
அரசு ஒன்றிற்கான பலஸ்தீன மக்களின் உரிமை மற்றும் அவர்களது பிரதேசத்திலுள்ள இயற்கை வளங்களுக்கான நியாயமான மற்றும் தவிர்க்கமுடியாத உரிமையின் கொள்கை ரீதியான நிலைப்பாட்டை இலங்கை தொடர்ந்தும் உறுதியுடன் பேணி வருகின்றது.
பலஸ்தீனிய மற்றும் இஸ்ரேலிய மக்களின் நியாயமான மற்றும் முக்கியமான பாதுகாப்பு சார்ந்த விடயங்களை அங்கீகரிக்கும் அதே வேளையில், முன்மொழியப்பட்ட இணைப்புத் திட்டம் நெருக்கடியை மேலும் ஆழமாக்குவதற்கும், நிலையான அமைதியை நோக்கி முன்னேறுவதற்கான பலஸ்தீனிய மற்றும் இஸ்ரேலிய மக்களின் உண்மையான நம்பிக்கையை பாதிப்படையச் செய்வதற்கும் மட்டுமே பங்களிக்கும் என இலங்கை கருதுகின்றது.
மேற்கண்ட சூழலில், சர்வதேச சட்டத்திற்கு இணங்குமாறும், திட்டமிடப்பட்ட இணைப்பைக் கைவிடுமாறும் இஸ்ரேல் அரசாங்கத்திடம் அழைப்பு விடுத்துள்ள சர்வதேச சமூகத்துடன் இலங்கை இணைந்து கொள்வதுடன், அமைதியை நோக்கிய உரையாடலைத் தொடருமாறு அனைத்து தரப்பினரையும் கேட்டுக்கொள்கின்றது.
இறுதியாக,
பலஸ்தீன மக்களின் அரசு ஒன்றிற்கான தவிர்க்க முடியாத உரிமைகள் மற்றும் 1967ஆம் ஆண்டு எல்லைகளின் அடிப்படையில் இரு அரசுகளுக்கான தீர்வை அடைந்து கொள்வது தொடர்பான ஐ.நா. பொதுச் சபைத் தீர்மானங்களை விரைவாக நடைமுறைப்படுத்துவதற்கான முக்கியத்துவத்தை இலங்கை மீண்டும் வலியுறுத்துகின்றது.
