Consular Affairs Division

  • The Consular Affairs Division provides consular and other services to the general public and caters to consular and other needs of Sri Lankans who intend to travel abroad for employment, studies etc. and also to foreigners as appropriate.
  • The Consular Affairs Division channels its services under categories such as Online Attestation System of Documents, Repatriation of Stranded and Destitute Sri Lankans Abroad, Repatriation of Human Remains of Sri Lankans, Securing Compensation and Other Entitlements on behalf of Deceased and Injured Sri Lankans Abroad and Miscellaneous Services.
  • At present, the attestation process of documents, submitted to the Consular Affairs Division, is carried out through an innovative digital platform, based on cloud computing through e-DAS, aimed at improving and streamlining the service, with speedy verification process which is linked in real-time with Sri Lanka Missions abroad, Missions based in Colombo as well as other government institutions.
  • As per the government policy, the Consular Affairs Division strives to take delivery of services to people in need both in Sri Lanka as well as abroad, in an efficient and effective manner, through digitalization of services and establishment of regional consular offices in Jaffna and Matara opened in 2017 and 2019 respectively and also by conducting mobile services both in Sri Lanka and foreign cities.

Regional Consular Office – Jaffna

As per the government policy, Ministry opened its First Regional Consular Office (RCO) in Jaffna on 26 January 2017 with the intention to take delivery of services to people in the Northern Province and adjacent districts without travelling to Colombo.

RCO provides the general public with a range of consular services including attestation of birth, marriage and death certificates, educational, legal and other official documents for their use abroad through digitalization of services, matters of Sri Lankan fishing vessels and crew apprehended abroad, requests for Police Clearance Certificates from foreign authorities,  assistance to family members of Sri Lankans stranded abroad, seeking redress and facilitation of redress and compensation claims of families of migrant workers and repatriation of human remains from abroad to Sri Lanka, among a range of services.

Regional Consular Office – Matara

The Second Regional Consular Office was opened in Matara on 15th February 2019 to bring the services to door steps of the people living in the Southern province and adjacent without travelling to Colombo.

With the opening of the Regional Consular Office, the general public is able to obtain consular services including attestation of birth, marriage and death certificates and other legal documents for their use abroad through digitalization of services, assistance to family members of Sri Lankans stranded abroad, facilitation of redress and compensation claims of families of migrant workers and repatriation of human remains from abroad, among a range of services.

Regional Consular Office -Kandy

The Third Regional Consular Office was opened in Kandy on 05th February 2021.

The opening of the Consular Office will allow the general public in the Central Province and adjacent areas to obtain a range of consular services, without having to travel to the Consular Affairs Division of the Foreign Ministry in Colombo.

Consular services to be extended to the public would include attestation of birth, marriage and death certificates, educational and other legal documents for their use abroad, extending assistance to family members of Sri Lankans stranded abroad, facilitation of redress and compensation claims of families of migrant workers, and the repatriation of human remains from abroad.

Regional Consular Office -Trincomalee

Regional Consular Office in Trincomalee opened on Saturday, 13 March 2021 to give impetus to the National Policy Framework of the Government, ‘Vistas of Prosperity and Splendour’ by strengthening the productivity of providing services to the public.

The opening of the Consular Office will allow the general public in the Eastern Province and adjacent areas to obtain a range of consular services, without having to travel to the Consular Division of the Foreign Ministry in Colombo.

With the establishment of the Regional Consular Office, the general public will be able to obtain a range of consular services such as attestation of birth, marriage and death certificates as well as educational certificates for their use abroad; extending assistance to family members of Sri Lankans who may be stranded abroad; facilitation of redress and compensation claims of families of migrant workers; and repatriation of human remains from abroad.

Regional Consular Office -Kurunegala

This is the latest Regional Consular Office opened by the Ministry in order to provide consular services through a network of regional offices across the island, enabling the public to receive such services without travelling to Colombo, especially during this pandemic period.

Regional Consular Office in Kurunegala opened on 27 July, 2021. It will cater to the public in the North Western Province and neighboring regions providing a range of consular services such as attestation of birth, marriage and death certificates as well as educational certificates for overseas use; authentication of export documents and related certificates; extending assistance to family members of Sri Lankans stranded abroad; processing of compensation claims and other forms of redress to affected migrant workers, and repatriation of human remains of deceased Sri Lankans from abroad.
