The Government has today, 1 June 2016, issued a circular ending the restrictions placed in March 2011 on the issuance of passports to Sri Lankan citizens resident abroad who, at different times, were compelled to leave Sri Lanka due to conflict or political reasons.
The Government has today, 1 June 2016, issued a circular ending the restrictions placed in March 2011 on the issuance of passports to Sri Lankan citizens resident abroad who, at different times, were compelled to leave Sri Lanka due to conflict or political reasons.
In March 2011, instructions had been issued to all Sri Lanka Missions abroad to refrain from issuing passports to those who had applied and gained refugee status or asylum in another country unless they have renounced their refugee and/or asylum status. These instructions constituted a violation of citizen’s rights and resulted in hardship and difficulty to many Sri Lankans who were forced to leave the country for political reasons and denied a Sri Lankan travel document.
The Government of Sri Lanka is committed to uphold the right of all Sri Lankan citizens to have a passport and ensure their freedom of movement and travel irrespective of their political beliefs, which will now be guaranteed as per the new instructions issued today.
In recent times, there has been increased interest among Sri Lankans living abroad to both visit and invest in Sri Lanka as a result of the good governance and reconciliation efforts of the present Government. Ending the restrictive practice that prevailed previously will further facilitate the ability and opportunity for Sri Lankan citizens overseas to visit the country and also return to Sri Lanka, contributing thereby to the country’s development and reconciliation processes.

ශ්රී ලාංකික පුරවැසියන්ට විදේශ ගමන් බලපත්ර නිකුත් කිරීමේ තහනම ඉවතට
රටේ පැවති අර්බුද අවස්ථා හෝ දේශපාලනිකමය හේතුමත විවිධ කාලවලදී රට හැර යාමට සිදුවීම හේතුවෙන් දැනට විදේශගතව වාසය කරන ශ්රී ලාංකිකයන් වෙත විදේශ ගමන් බලපත්ර නිකුත් කිරීම සම්බන්ධයෙන් 2011 මාර්තු මස සිට පනවා තිබු සීමා ඉවත් කරමින් 2016 ජුනි 01 වැනි දින, එනම් අද දින රජය විසින් චක්රලේඛයක් නිකුත් කර තිබේ.
සරණාගතයින් ලෙස වෙනත් රටක වාසය කිරීමට ඉල්ලුම්කර ඇති හෝ එම පහසුකම ලබාගෙන ඇති ශ්රී ලාංකිකයින් සිය සරණාගතභාවය ප්රතික්ෂේප කර නොමැත්තේ නම් ඔවුන් වෙත විදේශ ගමන් බලපත්ර නිකුත් කිරීම අත්හිටුවන ලෙස 2011 මාර්තු මාසයේ දී සියලුම ශ්රී ලාංකික දූත මණ්ඩලවලට උපදෙස් ලබා දී තිබිණි. මෙමගින් පුරවැසි අයිතීන් උල්ලංඝණය වීමක් සිදු වූ අතරම, ශ්රී ලංකාවේ වලංගු සංචාරක බලපත්රයක් නොමැතිව දේශපාලනික හේතු මත බලහත්කාරයෙන් රට හැර යාමට සිදු වූ ශ්රී ලාංකිකයන් බොහෝ දෙනෙකුට අසීරුතාවයන්ට හා ගැටලුවලට මුහුණ දීමට සිදුවිය.
පෞද්ගලික දේශපාලන මතිමතාන්තර නොසළකා, විදේශ ගමන් බලපත්රයක් ලබා ගැනීමට ශ්රී ලාංකික පුරවැසියන්ට ඇති අයිතිය සුරැකීමටත් නිදහසේ සංචාරය කිරීමට ඔවුන් සතු අයිතිය තහවුරු කිරීමටත් ශ්රී ලංකා රජය බැඳී සිටින අතර, අද දින නිකුත් කරන ලද නව උපදෙස් මගින් එම අයිතීන් සුරක්ෂිත කිරීමේ වගකීම සහතික කෙරෙනු ඇත.
වත්මන් රජයේ යහපාලන හා ප්රතිසන්ධාන ප්රයත්නවල ප්රතිඵලයක් ලෙස විදේශයන් හි වාසය කරන ශ්රී ලාංකිකයන්ට ශ්රී ලංකාවට පැමිණිමටත්, ශ්රී ලංකාවේ ආයෝජනය කිරීමටත් ඇති උනන්දුව වැඩි වී තිබේ. මීට පෙර පැවති සීමාකාරී ප්රතිපත්තිය ඉවත් කිරීම මගින් විදේශයන් හි වාසය කරන ශ්රී ලාංකික පුරවැසියන්ට ශ්රී ලංකාවට පැමිණ ආපසු යාමටත්, නැවත සියරට පැමිණීමටත් ඇති හැකියාව හා ඉඩ ප්රස්ථා තවදුරටත් පුළුල් වනු ඇති අතර එමගින් රටේ සංවර්ධනයට හා ප්රතිසන්ධාන ක්රියාවලීන්ට මහඟු දායකත්වයක් ලැබෙනු ඇත.

தங்களுடைய அரசியல் கொள்கை வேறுபாடுகள் காரணமாக வெவ்வேறு காலப்பகுதிகளில் இலங்கையை விட்டு வெளியேறுவதற்கு நிர்ப்பந்திக்கப்பட்டு வெளிநாடுகளில் வதிகின்ற இலங்கைப் பிரசைகளுக்கு கடவுச்சீட்டுகள் வழங்குவதை தடைசெய்து வரையறுக்கும் நடைமுறையை முடிவுறுத்துகின்ற சுற்றறிக்கையொன்றை அரசாங்கம் 2016 யூன் 01ஆந் திகதியாகிய இன்று வெளியிட்டுள்ளது.
முந்திய அரசாங்கம் 2011 மார்ச் மாதத்தில் அரசியல் கொள்கை வேறுபாடுகள் காரணமாக பிறிதொரு நாட்டில் அகதி அந்தஸ்தை அல்லது புகலிடம் கோரியவர்களுக்கு, அவர்கள் தங்களுடைய நிலை அல்லது அத்துடன் புகலிட அந்தஸ்து அவர்களினால் இரத்துச் செய்யப்பட்டிருந்தாலன்றி அவர்களுக்கு கடவுச்சீட்டு வழங்கும் பணியை நிறுத்துமாறு வெளிநாடுகளிலுள்ள சகல தூதரகங்களுக்கும் அறிவுறுத்துரைகள் விடுத்திருந்தது. இந்த அறிவுறுத்துரைகள் பிரசைகளின் உரிமைகளின் மீறுகையாகுமென்பதுடன் இது அரசியல் காரணங்களுக்காக இந்நாட்டை விட்டு வெளியேறுவதற்கு வலுக்கட்டாயப்படுத்தப்பட்ட அநேக இலங்கையர்களுக்கு இடர்ப்பாட்டையும் கஷ்டத்தையும் ஏற்படுத்தியுள்ளதுடன் அவர்கள் இலங்கையின் பிரயாண ஆவணமொன்று பெற்றுக் கொள்வதற்குமான வசதியையும் மறுத்துள்ளது.
இலங்கை அரசாங்கமானது இலங்கைப் பிரசைகளின் நம்பிக்கைகளைக் கவனத்திற்கு எடுத்துக் கொள்ளாமல் கடவுச்சீட்டு வைத்திருப்பதற்கான அவர்கள் அனைவரினதும் உரிமையை நிலைநிறுத்தி வைத்திருப்பதற்கும் அவர்களின் சுதந்திர நடமாட்டத்தை உறுதிப்படுத்துவதற்கும் பிரயாணம் செய்வதற்குமான பொறுப்பைக் கொண்டுள்ளது. இன்று வெளியிடப்படும் புதிய அறிவுறுத்துரைகளின் பிரகாரம் தற்போது இது உத்தரவாதப்படுத்தப்படும்.
தற்போதைய அரசாங்கத்தின் நல்லாட்சி மற்றும் நல்லிணக்க முயற்சிகளின் பயனாக சமீபத்திய காலங்களில் வெளிநாடுகளிலுள்ள இலங்கையர்களுக்கு இடையே இலங்கைக்கு விஜயம் செய்வதற்கும் இலங்கையில் முதலீடு செய்வதற்குமான கரிசனை அதிகரித்துள்ளது. முன்பு நிலவிய கட்டுப்பாட்டு நடைமுறையை முடிவுறுத்துவது வெளிநாடுகளிலுள்ள இலங்கைப் பிரசைகள் இலங்கைக்கு விஜயம் செய்வதற்கும் இங்கு திரும்பி வந்து இந்நாட்டின் அபிவிருத்திக்கும் நல்லிணக்க நடைமுறைகளுக்கும் பங்களிப்புச் செய்வதற்குமான வசதியை வழங்கும்.
