• සුභ උදෑසනක් මිත්‍රවරුණි.

• ඔබ සියලු දෙනා නැවත  මෙහි පැමිණ සිටීම ගැන ඉතාමත් සතුටු වන අතර, ඔබ හැමදෙනා මෙම අමාත්‍යාංශය වෙත ලබාදෙන සහයෝගයටත්, මෙම තොරතුරු ලබාදීමේ ප්‍රයත්නයට කරන දිරිගැන්වීමටත් අපි ඉතාමත් අගය කරනවා.

• අද ඔබට තොරතුරු ලබාදීමට කරුණු හයක් අපි හඳුනාගෙන තිබෙනවා.

• පළමුවෙනි කාරණය තමයි, ඔබ දන්නා පරිදි, එක්සත් ජාතීන්ගේ සංවිධානයේ මහ ලේකම්, බන් කී-මූන් මහතා, ගිය සතියේ බ්‍රහස්පතින්දා දින, එනම් ජූනි මස 4 වන දින ජනාධිපති මෛත්‍රිපාල සිරිසේන මැතිතුමා සමඟ දුරකථන සාකච්ඡාවක නිරත වූවා.

• ජනවාරි 8 වන දා පවත්වනු ලැබූ ජනාධිපතිවරණයෙන් ජයගෙන ජනාධිපති වශයෙන් දිවුරුම් දුන් දින සිට ජනාධිපතිතුමා සාර්ථකව ඉෂ්ට කරන ලද ජයග්‍රහණ පිළිබඳව මහ ලේකම්තුමා ජනාධිපතිතුමාට ප්‍රශංසා කර සිටියා.

• 19 වන ව්‍යවස්ථා සංශෝධනය සම්මතවීම  එතුමාගේ විශේෂ පැසසුමට ලක්වූ අතර ජනාධිපතිතුමාගේනායකත්වයත්, සභාග ආණ්ඩුවක් තුළින් සාර්ථකව ප්‍රතිසංස්කරණ සිදුකිරීමත් එතුමාගේ ප්‍රශංසාවට ලක් වුණා.

• රට තුළ මානව හිමිකම් ආරක්ෂා කිරීමට ගනු ලබන පියවර අගය කරන බව මහ ලේකම්වරයා කියා සිටියා. එමෙන්ම එක්සත් ජාතීන්ගේ සංවිධානයේ සාමය ගොඩනැගීමේ අරමුදල තුළින්, ලංකාවේ සංහිඳියාව සඳහා ගන්නා ක්‍රියාමාර්ගවලට සම්පත් ලබාදීමට කටයුතු කරන බවත් ප්‍රකාශ කර සිටියා.

• එක්සත් ජාතීන්ගේ සංවිධානයේ හැත්තෑවෙනි සංවත්සරය සම්බන්ධයෙන් සැප්තැම්බර් මාසයේදී, නිව්යෝර්ක් නගරයේ එක්සත් ජාතීන්ගේ සංවිධාන මූලස්ථානයේ පැවැත්වීමට නියමිත සමුළුවෙහි දී ජනාධිපතිතුමා මුණගැසී, වැඩිදුර සාකච්ඡා පැවැත්වීමට බලාපොරොත්තුවෙන් සිටින බව, මහ ලේකම්තුමා පැවසුවා.

• තමා දුරකථනයෙන් ආමන්ත්‍රණය කරලා අදහස් ප්‍රකාශ කිරීම සම්බන්ධයෙන් ජනාධිපතිතුමා මහ ලේකම්තුමාට ස්තුතිය ප්‍රකාශ කළ අතර ජනාධිපතිතුමා මහ ලේකම්තුමා මෙතෙක් සපයන ලද සහයෝගිතාවය අගය කරන බව කියා සිටියා.

• අපේක්ෂිත 20 වන ව්‍යවස්ථා සංශෝධනය සම්බන්ධ තොරතුරු ජනාධිපතිතුමා මෙහිදී මහ ලේකම්තුමාට විස්තර සහිතව දැනුම් දුන්නා.ඒ සමගම වර්තමාන දේශපාලන සංස්කෘතියේ ප්‍රගතිශීලී වෙනසක් ඇති කිරීමට හැකිවනු ඇතැයි ද යහපාලනය ඇති කිරීමට ද මෙම සංශෝධනය උපකාර වනු ඇති බව ජනාධිපතිතුමා කියා සිටියා.

• මානව අයිතිවාසිකම් ආරක්ෂා කිරීමටත්, සංහිඳියාව ස්ථාපිත කිරීමටත් ගනු ලබන ක්‍රියාවලිය සාකච්ඡාවට පත්වූ අතර, උතුරේ සහ උතුරු-නැගෙනහිර ප්‍රදේශවල ඉඩම් ආපසු ජනතාව වෙත ලබාදීම ගැනත් මහ ලේකම්තුමාව දැනුවත් කර සිටියා.

• ව්‍යවස්ථාවේ 20 වන සංශෝධනය මේ සතියේ කැබිනට් මණ්ඩලය විසින් සම්මත කිරීමට බලාපොරොත්තු වන බව සහ ඉන්පසුව එය ඉක්මනින් පාර්ලිමේන්තුව වෙත ඉදිරිපත් කිරීමට ක්‍රියා කිරීමට අදහස් කරන බවත් ජනාධිපතිතුමා මහ ලේකම්වරයාට දැනුම් දුන්නා.

• නව රජයක් සැප්තැම්බර් මාසය වන විට ස්ථාපිත කරනු ඇතැයි ද, එම මාසයේ ඔහු නිව්යෝර්ක් නගරයට යෑමට අදහස් කරන බවත් ජනාධිපතිතුමා කියා සිටියා.

• මහ ලේකම්තුමා දුරකථනයෙන් මෙසේ වැදගත් කරුණු සම්බන්ධයෙන් සාකච්ඡා කිරීම පිළිබඳ ජනාධිපතිතුමා ඔහුට ස්තුතිය ප්‍රකාශ කළා.

• ජනාධිපතිතුමාගේ ප්‍රතිසංස්කරණ ක්‍රියාවලියට මහ ලේකම්තුමා ඔහුගේ සුභ පැතුම් ද ප්‍රකාශ කර සිටියා.

• මෙම සංචාරයේ දී, සමරවීර ඇමතිතුමා, ප්‍රධාන වශයෙන් සාකච්ඡා පැවැත්වීමට නියමිතව තිබෙන්නේ ජපාන විදේශ කටයුතු ඇමතිතුමා සමඟ.

• ජපානය සහ ශ්‍රී ලංකා රජයන් අතර තිබෙන සමීප සම්බන්ධය සැලකීමේ දී මෙම සංචාරයේ දී අන්‍යෝන්‍ය වැදගත්කමකින් යුත් කරුණු      රාශියක් මෙම සංචාරයේ දී සාකච්ඡා කෙරෙනු ඇතැයි බලාපොරොත්තු වෙනවා. උදාහරණ වශයෙන් ද්විපාර්ශ්වික සාකච්ඡාවලදී දේශපාලනමය, ආර්ථික සහ සංස්කෘතික ක්ෂේත්‍රවල සහයෝගිතාවය ප්‍රවර්ධනය කිරීමත් බහුපාර්ශ්වීය වැදගත්කමකින් යුත් කාරණා ද සාකච්ඡා කරනු ඇත.

• ශ්‍රී ලංකාව අනුගමනය කරන සංහිඳියා පිළිවෙත සම්බන්ධයෙන් ද සාකච්ඡා කිරීමට නියමිතයි.
• කිෂීඩා ඇමතිතුමාගේ ආරාධනාව පිළිගෙන, සමරවීර මැතිතුමා, ටෝකියෝ නගරයේ ජූනි 20 වන දින පැවැත්වීමට නියමිත සාමය ගොඩනැගීම, ජාතික සංහිඳියාව සහ ආසියාවේ ප්‍රජාතන්ත්‍රීකරණය සම්බන්ධයෙන් පැවැත්වීමට නියමිත සම්මන්ත්‍රණයක් ඇමතීමට ද නියමිතයි.

• මෙම සංචාරය එතුමා විදේශ කටයුතු ඇමති ලෙස පත්වීමෙන් පසු ජපානයට කරන පළමුවන නිල සංචාරයයි. මේ පිළිබඳ වැඩිදුර තොරතුරු ඉදිරි කාලයේදී, වැඩසටහන තහවුරු වූ වහාම ඔබට දැනුම්දීමට ක්‍රියාකරනවා.

• ඊළඟ කාරණාව ඔබ කිහිපදෙනෙක් ගිය සතියේ සහ පසුවූ දින කිහිපය තුළ අපෙන් තොරතුරු විමසූ  සිද්ධියක් පිළිබඳවයි.

• එනම් නැගෙනහිර ඉන්දුනීසියාවේ රෝට් අයිලන්ඩ් හි අතරමංවූ ශ්‍රී ලාංකිකයන් කිහිපදෙනෙක් පිළිබඳ වාර්තා ගැන ඔබ අපෙන් තොරතුරු විමසා සිටියා.

• මේ පිළිබඳව මෙම අමාත්‍යාංශය, ඔස්ට්‍රේලියාවේ කැන්බරා නගරයේ පිහිටි ශ්‍රී ලංකා මහ කොමසාරිස් කාර්යාලය සමඟත්, ඉන්දුනීසියාවේ ජකර්තා නගරයේ පිහිටි ශ්‍රී ලංකා තානාපති කාර්යාලය සමඟත්, ඉන්දියාවේ නව දිල්ලි නගරයේ පිහිටි නවසීලන්ත මහ කොමසාරිස් කාර්යාලය සමඟත්, ලංකාවේ එක්සත් ජාතීන්ගේ සරණාගතයින් සම්බන්ධ මහ කොමසාරිස් කාර්යාලයේ නියෝජිතයන් සමඟත් සම්බන්ධවූවා.

• ඔස්ට්‍රේලියාවේ පිහිටි ශ්‍රී ලංකා තානාපති කාර්යාලය ඔස්ට්‍රේලියානු රජයේ නිලධාරීන් සමඟ මේ සම්බන්ධයෙන් විමසූ අතර, ඉන්දුනීසියාවේ පිහිටි ශ්‍රී ලංකා තානාපති කාර්යාලය එහි ආගමන නිලධාරීන් සමඟ සාකච්ඡා ඇරඹූවා.

• දැනට අප සතුව තිබෙන තොරතුරු මෙලෙස ඔබට පිළිගැන්විය හැකියි:

-          ශ්‍රී ලාංකික සම්භවයක් ඇති පුද්ගලයින් 54 ක් මේ සිද්ධියට සම්බන්ධව ඇති බව ඉන්දුනීසියාවේ ආගමන බලධාරීන්ට විශ්වාස බව ඔවුන් පවසා තිබෙනවා.

පිරිමි 46 කුත්,  ගැහැණු       4 දෙනෙකුත්, ළමයි 3 දෙනෙකුගෙනුත් මේ කණ්ඩායම සමන්විත කියා තිබෙනවා.

-    ඔවුන් සැමදෙනාම යහපත් ශරීර සෞඛ්‍යයෙන් සිටින බවට දැනුම් දී ඇති අතර, දැනට තාවකාලිකව ඔවුන් හෝටලයක, ආගමන විගමන නිලධාරීන්ගේ රැකවරණය යටතේ පසුවෙනවා.

• නිසි බලධාරීන් ඔවුන් සමඟ සාකච්ඡා පවත්වා, ඔවුන්ගෙන් තොරතුරු ලබාගනිමින් වාර්තාගත කරමින් පවතිනවා.

• අපට දැනගන්න ලැබුණු තොරතුරුවලට අනුව, මෙම පුද්ගලයින්ගෙන් බහුතරයක් එක්සත් ජාතීන්ගේ සරණාගතයන් සම්බන්ධ මහ කොමසාරිස් කාර්යාලයෙන් නිකුත් කරන ලද හැඳුනුම්පත් තිබෙන අය.

• මෙයින් පැහැදිලිවනුයේ මෙම පුද්ගලයන් ශ්‍රී ලංකාවේ සිට ගමන් ආරම්භ නොකළ බවයි.

• දැනට විශ්වාස කරනුයේ ඔවුන් ඉන්දුනීසියාවේ බටහිර ජාවා වෙරළ ප්‍රදේශයෙන් පිටත්වූ වගයි.

• ඔවුන් මුහුදු අනතුරට පත්වූ කළ ඔස්ට්‍රේලියානු බලධාරීන් මේ සම්බන්ධයෙන් ක්‍රියාත්මකවී මානුෂීය හේතූන් මත, ආරක්ෂාව සහිතව නැවත ඉන්දුනීසියාවට ප්‍රවාහනය කරනු ලැබූ බව අපට ඔස්ට්‍රේලියානු සහ ඉන්දුනීසියානු නිලධාරීන් දැනුම්දී තිබෙනවා.

 

මේ සම්බන්ධයෙන් සාරාංශය මෙසේ දැක්විය හැකියි:

-          අදාළ පුද්ගලයින්ට ශ්‍රී ලාංකික සම්භවයක් ඇතැයි කියන නමුත් ඔවුන් මෙම ගමන ආරම්භ කර ඇත්තේ ශ්‍රී ලංකාවෙන් නොවන බව පැහැදිලියි.

-          පුද්ගලයින් පිළිබඳව විස්තර ඉන්දුනීසියාවේ බලධාරීන් විසින් සටහන් කර ගැනීම දැනට සිදුකරගෙන යනවා. එයින් බහුතරයක් සරණාගතයින් බව අපට දැනුම් දී තිබෙනවා.

• ඊළඟ කාරණාව ඔබ විසින් අප වෙත යොමු කරනු ලැබූ ශ්‍රී ලාංකීය ඩයස්පෝරා සාමාජිකයන් සමඟ කරනු ලබන අන්තර්ක්‍රියා සම්බන්ධවයි.

• ඔබ සියලු දෙනා දන්නා පරිදි, උගත් පාඩම් සහ ප්‍රතිසන්ධාන කොමිසම නැත්නම් Lessons Learnt and Reconciliation Commission (LLRC) වාර්තාවේ, නිර්දේශ අතරින් නිර්දේශ ගණනාවකින් කියා සිටියේ ශ්‍රී ලංකාව තුළ අර්ථවත් සහ කල්පවතින සාමය, ප්‍රතිසන්ධානය සහ සංවර්ධනය ඇතිවීමට නම් ඩයස්පෝරාවත් සමඟ අන්තර් ක්‍රියාවන් පැවැත්වීම වැදගත් බවයි. එම වාර්තාවේ 9.259 වගන්තියේ සිට 9.263 වගන්තිවල මේ සම්බන්ධයෙන් නිර්දේශ අන්තර්ගත වෙනවා.

• ජනාධිපතිතුමාගේත්, රජයේත් අභිප්‍රායවන්නේ අප රටේ දිගුකාලීන සාමය සහ සංවර්ධනය ඇතිකිරීමයි. මෙම අරමුණ සාක්ෂාත් කරගැනීමට නම් මේ රටේ නැවතත්, පසුගිය වසර 30 ක පමණ කාලයක් තිස්සේ සිදුවුණු අවාසනාවන්ත ප්‍රචණ්ඩත්වය සහ ලේ වැගිරීම නැවත සිදුවීමට ඉඩ නොතැබීම වැදගත් වෙනවා.

• මේ සම්බන්ධයෙන් ජාතීන් අතර සංහිඳියාව ඇති කිරීමේ වැදගත්කම, බිඳුණු හදවත් සහ සිත්සතන් සුව කිරීම, එමෙන්ම යටිතල පහසුකම් සහ සංවර්ධනයේ අවශ්‍යතාව, නීතියේ ආධිපත්‍යය තහවුරු කිරීමේ වැදගත්බව, යහපාලනය ස්ථාපිත කිරීම, ආයතන ශක්තිමත් කිරීම, සියලු පුද්ගලයන්ගේ මානව අයිතිවාසිකම් සුරැකීම යන අංගයන්වල අත්‍යවශ්‍යභාවය ජනාධිපතිතුමා විසින් නැවත නැවතත් පෙන්වා දී තිබෙනවා. එමෙන්ම මේ රටේ පුරවැසියන් සහ සිවිල් සංවිධාන සාමාජිකයන් මේ පිළිබඳව, එනම් සංහිඳියාවේ වැදගත්කම වටහාගෙන තිබෙනවා.

• මේ සඳහා රට තුළ වෙසෙන සියලු ජාතීන් අතර සංහිඳියාව ඇති කළ යුතු අතර මේ සඳහා සියලු ජාතීන් අතර සාකච්ඡා සහ විශ්වාසය ගොඩනැගීමේ පියවර ගැනීම ද වැදගත් වෙනවා.

• එමෙන්ම, සියලු ජන කොටස් සමඟ දීර්ඝ ලෙස සාකච්ඡා පැවැත්වීමෙන් පසුව, උගත් පාඩම් සහ ප්‍රතිසන්ධාන කොමිසම විසින් කරන ලද නිර්දේශවල කියා සිටි පරිදි, රටින් පිට සිටින ඩයස්පෝරා සංවිධාන සහ සාමාජිකයන් අතර ද, සාකච්ඡා සහ විශ්වාසය ගොඩනැගීමේ පියවර ගැනීම අත්‍යවශ්‍ය වෙනවා.

• ශ්‍රී ලංකාවේ ප්‍රතිසන්ධාන ක්‍රියාවලියට දායකත්වයක් කිරීමට හැකියාව ඇති විශාල පිරිසක් රටින් පිට ජීවත්වෙනවා. ඒ අතරින් සමහර පුද්ගලයින් නැවත ලංකාවට පැමිණ ජීවත්වීමට කැමැත්තෙන් සිටිනවා.

• සමහරු විවිධ ක්ෂේත්‍රවල අතිශයින් දක්ෂවන අතර විද්‍යා, කලා,ගණිත,ක්‍රීඩා, වෛද්‍ය, සංගීත සහ බොහෝ අංශවල විශිෂ්ට දක්ෂතා සහ කුසලතා හෝ හැකියාවන් ඇති පුද්ගලයින් වෙනවා.

• මොවුන්ට ප්‍රතිසන්ධාන ක්‍රියාවලියටත්, සංහිඳියාව සඳහා සහායවන නිවාස, පාසැල්, සෞඛ්‍ය, ජීවනෝපාය යන ආර්ථික සහ ජනතාවගේ සුභ සිද්ධියට අදාළ අංශවලට දායකත්වයක් දැක්වීමටත් හැකියාවක් තිබෙනවා.

• එමෙන්ම ශ්‍රී ලංකා රජය විසින් ප්‍රතිසන්ධානය සහ සංවර්ධනය සඳහා ගනු ලබන පියවර සඳහා ඔවුන් ජීවත්වන රටවල්වල රජයන් සහ සංවිධානවල සහාය යම්තාක් දුරට ලබාගැනීමට ක්‍රියාකිරීමට ඔවුන්ට හැකියාවක් තිබෙනවා.

• මෙම සන්දර්භය තුළ රජය, සියලු රටවල් සහ පුද්ගලයින් හෝ පක්ෂ විසින් ශ්‍රී ලංකා ඩයස්පෝරාවත් සමඟ මේ සම්බන්ධයෙන් කරනු ලබන සාකච්ඡා අගය කරනවා.

• ආගම්, ජාති, වර්ග භේදවලින් තොරව සියලු ප්‍රජාවන්ට අයත් ශ්‍රී ලංකා ඩයස්පෝරාව වැදගත් වෙනවා.

• ශ්‍රී ලංකාවේ ස්වෛරීභාවය සහ භෞමික අඛණ්ඩතාවය රැකෙන පරිදි, ස්වෛරීභාවය සහ භෞමික අඛණ්ඩතාවයට ගෞරව කරමින් රටේ සංවර්ධනයට දායකවන ඩයස්පෝරා කණ්ඩායම්වල හා පුද්ගලයින්ගේ දායකත්වය අගය කොට සලකනවා.

• එමෙන්ම, මෑත කාලයේදී ශ්‍රී ලංකා රජය විසින් ආරම්භ කරන ලද ප්‍රතිසන්ධාන ක්‍රියාවලියට අර්ථවත් සහ ඵලදායී ලෙස තමන්ගේ අදහස් ලබාදීමට ප්‍රයත්න දැරූ පුද්ගලයන්ගේ ද, කණ්ඩායම්වල ද දායකත්වය රජය අගය කරනවා.

• සමහර පුද්ගලයින් විසින් සම්ප්‍රේක්ෂණය කරනු ලබන පරිදි ශ්‍රී ලංකා රජය වෙනත් රජයකට හෝ පුද්ගලයෙකුට ශ්‍රී ලංකා රජය සහ ඩයස්පෝරා කණ්ඩායම් අතර මැදිහත්කරුවෙක් ලෙස ක්‍රියා කිරීමට පත් කරලා නොමැති බව ඔබට පැහැදිලි කරන්න කැමතියි.

• ඩයස්පෝරා සාමාජිකයන් ශ්‍රී ලංකාව තුළ ක්‍රියාත්මක වන ප්‍රතිසන්ධාන ක්‍රියාවලියට සහ ඊට අදාළ අංශවලට සහභාගිවීමට දිරිමත් කිරීම සඳහා ඩයස්පෝරා උත්සවයක් මේ වසර අග භාගයේදී පැවැත්වීමටකටයුතු කිරීමට විදේශ කටයුතු ඇමතිතුමා සැලසුම් කිරීමට උත්සාහ කරන්න තීරණය කර තිබෙනවා. මෙවන් උත්සව වාර්ෂිකව පැවැත්වීමට තිබෙන යෝග්‍යතාවය පිළිබඳව ද සලකා බැලීමට ද තීරණය කර තිබෙනවා. මෙවන්  ක්‍රියාවලියක් තුළින් ඔවුන්ගේ දැනුම, කුසලතා, විශේෂඥ දැනුම ආදියෙන් මෙරටට ප්‍රයෝජනයක් කරගත හැකි වනු ඇති බව විශ්වාස කරනවා.

ඊළඟ කාරණය. 

• විවිධ පුද්ගලයින් විසින් මාධ්‍ය හරහා මෙම අමාත්‍යාංශය, මේ වසරේ මාර්තු මස 24 වන දින එක්සත් ජාතීන්ගේ සංවිධානයේ පස්වෙනි කාරක සභාවේ, එහෙමත් නැත්නම් පස්වෙනි කමිටුවෙන් ගනු ලැබූ තීරණයක් සම්බන්ධව එක්තරා මතයක් ප්‍රකාශ කරමින්, කරුණු විකෘති කිරීමක් කරන්නට ප්‍රයත්න දරන ආකාරය අපගේ අවධානයට යොමු වෙලා තිබෙනවා.

• මේ පිළිබඳව කරුණු පැහැදිලි කිරීමක් කළ යුතු බව අපට වැටහී තිබෙනවා.

• ඔබ සැම දන්නා පරිදි, එක්සත් ජාතීන්ගේ සංවිධානයේ පස්වන කමිටුවේ කාර්යභාරයවන්නේ එම සංවිධානයේ මුල්‍යමය සහ පරිපාලන කටයුතු පිළිබඳව වගකීම් ඉටු කිරීමයි.

• පසුගිය වසරේ ජූනි මස 26 වන දින, එක්සත් ජාතීන්ගේ සංවිධානයේ වත්මන් මහ ලේකම්වන බන් කී-මූන් මහතා, එම ආයතනයේ මාණ්ඩලික රෙගුලාසි සහ සංවිධානයේ නීති අනුව එම සංවිධානයේ ක්‍රියා කරන සේවකයින්ට හිමි වරප්‍රසාද සහ දීමනා සම්බන්ධයෙන් චක්‍රලේඛනයක් නිකුත් කරනු ලැබුවා.

• මෙම චක්‍රලේඛනය මීට වසර 10 කට පෙර, 2004 වසරේ ජනවාරි මස 20 වන දින කොෆි අනන් මහලේකම්තුමා නිකුත් කරන ලද, සේවකයින්ගේ වරප්‍රසාදසම්බන්ධ චක්‍රලේඛනයට අදාළ වූවා.

Good morning friends. It is a pleasure to see all of you here today and it is nice to see faces that are now becoming familiar to me. Thank you for your words of encouragement for the Ministry, as we continue these weekly sessions.

There are six issues that we wish to cover today, after which, I will answer any questions that you may have.

As you are aware, the Secretary-General of the United Nations, Mr. Ban Ki-moon, telephoned the Hon. President, Mr. Maithripala Sirisena, last week, on Thursday 4^th June 2015.

The Secretary-General congratulated the President on his achievements since his election on the 8^th of January. The Secretary-General was especially pleased about the adoption of the 19^th amendment to the Constitution and expressed his admiration for the leadership of the President and his ability to carry out reforms successfully in a coalition government.

Welcoming steps being taken towards upholding human rights in the country, the Secretary-General stated that additional resources would be made available through the UN Peacebuilding Fund, for reconciliation efforts in the country. He said that he looks forward to meeting the President in New York in September this year, during the observation of the 70^th anniversary of the UN.

President Sirisena thanked the Secretary-General for his comments and expressed appreciation for his support. The President also informed the Secretary-General about the envisaged 20^th amendment to the Constitution which will help reform the prevailing political culture in the country and facilitate good governance. The President also briefed Mr. Ban Ki-moon regarding the steps being taken to foster reconciliation and uphold human rights including the return of land in the North and the North-East to their original owners.

The President also informed the Secretary-General that he hoped that the draft 20^th amendment to the Constitution would be approved by Cabinet this week and presented to Parliament soon thereafter. President Sirisena said that a new government will be in place by September and that he would also visit the UN in September.

The Secretary General thanked the President for the conversation and expressed his good wishes for the success of the reform measures planned by the President.

Next, we have an announcement to make: 

Minister of Foreign Affairs, Hon. Mangala Samaraweera, will visit Japan from 17^th to 20^th June as a Guest of the Minister of Foreign Affairs of Japan, the Hon. Fumio Kishida.

During the visit, Minister Samaraweera will hold bilateral discussions with Minister Kishida on issues of mutual interest including promoting cooperation in the political, economic and cultural spheres, in regional and multilateral fora, and, in the reconciliation process in Sri Lanka.

On the invitation of his Japanese counterpart, Minister Samaraweera will also deliver a speech on peacebuilding and national reconciliation based on the Sri Lankan experience, at the ‘High-Level Seminar on Peacebuilding. National Reconciliation and Democratization in Asia’ to be held in Tokyo on 20 June.

Further information regarding this visit will be shared with you closer to the date of the visit, once the Programme has been formulated. 

Moving on to the next issue:

Some of you made inquiries last Wednesday and thereafter as well, regarding reports of Sri Lankans stranded in Rote Island in Eastern Indonesia.

The Ministry has been in contact, in this regard, with the Sri Lanka High Commission in Canberra, the Sri Lanka Embassy in Jakarta, the High Commission of New Zealand in New Delhi, UNHCR in Colombo and relevant officials of the Sri Lanka Navy.  The Sri Lanka High Commission in Canberra has been in contact with relevant authorities in Australia, and, similarly, the Sri Lanka Embassy in Jakarta has been in contact with the relevant Indonesian authorities.

The information we have right now is as follows:

The Immigration authorities in Indonesia have confirmed that there are 54 persons of Sri Lankan origin:

-46 males, 4 females and 3 children stranded in Rote Island.

All of them are in good health, and they are being accommodated, according to information available, in a hotel, at the moment, under the care of Immigration authorities. The authorities are in the process of speaking to them and recording their information. This process, from what we know, has not concluded.

According to available information, it is confirmed that most of these individuals are refugees, and, that they are in possession, of UNHCR identification documents. This makes it clear that these individuals have not departed on this journey, from Sri Lanka.

Reports that we have received, indicate, that the vessel concerned, had departed from Indonesia’s West Java coastal area and that the vessel, which had faced danger out at sea, had sought assistance. At that point, Australian authorities have intervened to help and transport the people safely back to Indonesia. It is reported that there had been a total of 71 people on board including crew members.

To summarise, the individuals concerned are supposedly of Sri Lankan origin but this particular journey had clearly not originated from Sri Lanka. The details of the individuals are currently in the process of being recorded by authorities in Indonesia, and, according to information available, most of them are supposedly holders of UNHCR identity papers.

The next issue on which we would like to present some details to you relates to the many questions that we have been receiving on engagement with the Sri Lankan diaspora. 

As you all know, the Lessons Learnt and Reconciliation Commission, made several recommendations, in their Report, pertaining to the important requirement, for Sri Lanka, to engage with the Sri Lankan diaspora, to achieve meaningful and lasting reconciliation in the country. These Recommendations can be found in paragraphs 9.259 to 9.263 of the Commission’s Report.

The aim of the President, and the aim of the Government, is to naturally, achieve, long-term progress and development of the nation. And, to achieve this, take steps to ensure that the country would not, ever again, plunge into the nature of violence that we have witnessed for almost 30 years.

The need for reconciliation among communities, the need to mend and heal broken hearts and minds, the need for infrastructural development, the need for rule of law and good governance, the need for strong and democratic institutions, the need to uphold and protect the human rights of all citizens, in this journey, has been emphasized, re-emphasized and re-iterated by the President, and the Government. Citizens, civil society organisations and all sections of the population, have recognized this, as well.  

To achieve reconciliation, dialogue and confidence building measures, among all sections and communities within the country, is essential. At the same time, as the LRRC, after holding consultations with a wide cross section of people, from all parts of the country, recommended, dialogue and confidence building measures between communities outside Sri Lanka is also important.

There are some expatriates who want to return to Sri Lanka and live, and work, here. There are some, who are extremely skilled and have excelled, in their respective fields – sports, arts, music, academia, medicine, science, and a variety of other fields.  There is much that Sri Lankan communities overseas can do, to support Sri Lanka’s reconciliation efforts, and also assist, in housing, schooling, healthcare, livelihood activities and many other areas. They also possess the capacity to obtain for Sri Lanka, the assistance of the Governments and organisations of the countries in which they live and work.

In this context, the Government appreciates all efforts taken by the international community, all countries, individuals and parties, in discussing issues with the diaspora. Not only the Tamil diaspora but all Sri Lankan diaspora, irrespective of ethnicity and religion, belonging to all communities.

Such efforts, in discussing matters of interest and importance with a view to encouraging diaspora members, to contribute to the steps that are presently underway in Sri Lanka, and measures that can be taken in future, to foster reconciliation, to develop the economy, and to assist in matters pertaining to the welfare of the people of the country, are appreciated by the Government.

There is no official mediation role that has been accorded in this regard to any Government as some have been speculating. Nor has any mediation role been accorded to any individual.

The Government is interested in harnessing the tremendous capacity and goodwill that exists among the diaspora communities, of Sri Lankan origin, in the world, in contributing meaningfully and constructively to efforts in their country of origin, which is Sri Lanka, while safeguarding the sovereignty and territorial integrity of the country.

The Government also welcomes some of the meaningful and constructive comments made in recent times by certain individuals in the diaspora and by diaspora groups, in favour of reconciliation. In fact, the Government has a policy of welcoming all Sri Lankan diaspora, irrespective of ethnicity or religion, to consider, how they can support this country’s reconciliation efforts, as well as capacity-building and welfare of the people.

In order to encourage diaspora members to engage and contribute to efforts in Sri Lanka, the Minister of Foreign Affairs is keen to organize a diaspora festival later this year. It is believed that such an event, which could even take the form of a regular annual event, to connect Sri Lanka, to its diaspora, will enable the communities in the country to benefit from their knowledge, capacity, expertise and skills. 

The next issue relates to speculation that we have seen in the media, with regard to the position adopted by the Ministry, on the vote that took place in the 5^th Committee of the United Nations on the 24^th of March this year.

As you all know, the 5^th Committee of the UN is the Committee of the General Assembly that is tasked with responsibilities for administrative and budgetary matters of the UN. On the 26^th of June 2014, the current Secretary-General of the United Nations, Mr. Ban Ki-moon, issued an administrative order, or staff bulletin, pertaining to entitlements of UN staff, under the Staff Regulations and Rules of the Organisation.

This bulletin that was issued related to a previous bulletin issued by the former Secretary-General, Mr. Kofi Annan, ten years ago, on the 20^th of January 2004. Contrary to speculation in the media, instigated by certain political personalities, the matter that was considered in the 5^th Committee of the UN, on the 24^th of March 2015, did not relate to any substantive issue.

It was purely on the matter of whether the Secretary-General of the United Nations, has the authority, to issue regulations pertaining to the entitlements of the staff of the Organisation.  The position adopted by Sri Lanka and a majority of the member States of the United Nations, at the vote that took place on this issue, on the 24^th of March, was that,

-Article 97 of the Charter of the United Nations recognizes the Secretary-General as the Chief Administrative Officer of the Organisation.

-Accordingly, as the Chief Administrative Officer, whoever who holds the position of Secretary-General, has the authority vested in him, through the Charter, to decide and determine on matters pertaining to entitlements of the staff of the Organisation.

-In fact, the Sri Lanka delegation made a statement in the 5^th Committee, explaining its vote, and stated that, recognizing the Charter principle that the Secretary-General is the Chief Administrative Officer of the Organisation, Sri Lanka would not support a decision that would circumscribe the role expected of the Secretary-General by the membership of the United Nations. It was further stated that the position that Sri Lanka adopts on the matter which is an administrative matters, is without prejudice to any substantive elements that may be related to the Resolution concerned.

We also have another announcement to make.

The Minister of Power and Energy Hon Champika Ranawaka visited New Delhi on the 8^th and 9^th of June and the objective of his visit was to meet the former Pres of India Hon. A.P.J. Abdul Kalam and invite him to visit Sri Lanka to participate as the Chief Guest at an Energy Symposium, which is to be held in Colombo on the 26^th and 27^th of June. Last evening we were informed that the Hon. Abdul Kalam has accepted the invitation and that he has agreed to visit and participate as the Chief Guest at this event. That’s the information we have right now.

The objective of the Symposium is to facilitate an exchange of knowledge among energy policy makers, researchers, academia, and industry; who seek solutions to problems of energy economy, sustainability of resources, and effectiveness of energy use in the economy. This is expected to enable the Ministry to formulate programmes and projects on the basis of evidence collected systematically for implementation of policies. Further information in this regard, will be shared with you in the coming days.

Q: US has raised concerns about a possible Iranian Oil shipment and that it may damage the relations with Sri Lanka. Is it true? And what is the situation?

A: Well, we have also seen the reports that appeared in a newspapers this morning and what we would like to say is that this story that is carried in a newspaper today is completely misleading and inaccurate.

Q: What is the actual situation? If it is inaccurate, what is the actual situation? Has  US complained? Have you accepted the Oil or have you rejected it?

A: Well, what I can tell you right now is that Sri Lanka has always complied with the sanctions and we have information that a vessel, under the name of, a vessel of the name "F- Whale" under Panama Flag had entered the Colombo Port on the 05^th of June to obtain bunkering services and the vessel had not been carrying any oil for the CPC and no cargo had been unloaded from the said ship. The ship was suspected to be carrying Iranian Oil cargo but it can be confirmed that it was not carrying supplies for the CPC and did not unload any cargo. So the news report which tries to say that there are problems between the US and Sri Lanka on this issue, are completely misleading.

පිළිතුර : මම කෙටියෙන් ...ඔය ප්‍රශ්නයට කෙටි උත්තරයක් දීමට හරිම අපහසුයි. මම උත්සාහ ගන්නම් ලබන සතියෙ දීර්ඝ වශයෙන්.. තොරතුරු ඔබලාට ලබා දෙන්න. නමුත් කෙටියෙන් දැනට කියන්න තියන්නෙ මෙපමණයි මේ රජය බලයට පත්වුනේ ජනවාරි මස 9 වෙනිදා කැබිනට් මණ්ඩලය පත්වුනේ 12 වෙනිදා මේ වාර්තාව ඉදිරිපත් කරන්න කියලා මානව හිමිකම් මහ කොමසාරිස්වරයාට Human Rights කවුන්සලයෙන් මානව හිමිකම් කවුන්සලයෙන් නිර්දේශ කළේ ගිය අවුරුද්දෙ මාර්තු මාසෙ වෙන රජයක කාලයක. එතන ඒ resolution එකට කලින් තව resolutions දෙකක් තිබුණා. දැන් මේ සම්බන්ධයෙන් බලන්න ඕන ඒවත් සමග. ඉස්සෙල්ලා රජයෙන් ඉල්ලා සිටියෙ Lessons Learnt and Reconciliation Commission එකේ නිර්දේශ පිළිපදින්න කියලා. ඒක අපේම Commission එකක්. වෙන කවුරුත් පත් කරපු එකක් නෙවෙයි. ඒ වගේ ප්‍රශ්න හුඟක් තිබුනා. 18 වන සංශෝධනය. ඒ වගේම මේ රටේ නීතිය සම්බන්ධ.. එක එක ප්‍රශ්න. උතුරේ ජනතාව මුහුණ දීපු ප්‍රශ්න සහ ඒ ප්‍රශ්නවලට සංවේදීව උත්තර... පිළිතුරු හොයන්න බැඳිලා නොතිබුනු බවක් සම්බන්ධයෙන්. දැන් එමනිසා මේ රජය පත් වූ වහාම එම .. ඒ පිළිබඳ වාර්තාවක් මාසයක් හෝ මාස එකහමාරක් ඇතුළත ඉදිරිපත් කරන කොට රජයට යම්කිසි අපහසුතාවයකට මුහුණපාන්න සිදුවන බව තේරුම් අරගෙන, ඒ කියන්නෙ ඒකට පිළිතුරු දෙන්න අමාරු නිසා මේ රජය ප්‍රතිපත්ති implement කරන්න කාලයක් ලබාදෙන මෙන් ඉල්ලා සිටියා. එතකොට මහ කොමසාරිස්තුමා එකඟවුණා සැප්තැම්බර් මාසය දක්වා ඒ වාර්තාව ඉදිරිපත් කිරීම කල් දාන්න. දැන් මේ ජනවාරි 8 වෙනිදා ඉඳලා මේ රටේ යම්කිසි වෙනසක් තිබෙන බව අන්තර්ජාතික සමාජය පිළි අරගෙන තියෙනවා. ඒක මේ රටට පැමිණෙන විදේශ රටවල... විදේශ කටයුතු පිළිබඳ අමාත්‍යවරු, ඒ වගේම රාජ්‍ය නායකයන් පිළිඅරගෙන තියෙනවා. මේ රටට එන්න කියලා හිතන්නවත් බැරි එක්සත් ජනපදයේ විදේශ කටයුතු අමාත්‍ය ජෝන් කෙරී පැමිණියා. ඉතින් මේ සම්බන්ධව බලන්න ඕන ඒ ව්‍යුහය තුළ, යම්කිසි එක දෙයක් ක්‍රියාත්මක කිරීම පමණක් මත නෙවෙයි. ඒක හින්දා එක ක්‍රියාදාමයක් පිළිබඳව විතරක් හැමවිටම මාධ්‍ය විසින් තොරතුරු සොයනව මෙහෙම ක්‍රියාදාමයක් කරනවාද? කරලා තියනවාද? කියලා. මම හිතන්නෙ නම් රටේ සම්පූර්ණයෙන් වෙලා තියෙන ප්‍රතිසංධානය බලන්න ඕන කියන එක තමයි අපේ හැඟීම. ඒක වෙන ජාත්‍යන්තර ප්‍රජාවත් ඒ ස්ථාවරයේම සිටිනවා.

Q: I want a small clarification on that. Is there a local mechanism on the reconciliation? Because it's a government pledge to implement a local mechanism.

A: For reconciliation? Where has the government made a pledge to implement a mechanism for reconciliation? There are several mechanisms. Several things are being done by different Ministries. For instance, the Resettlement Ministry has undertaken the task of formulating a resettlement plan for the internally displaced. Last week, on Thursday, I believe they held a Donor Consultation to discuss their plan. So there are different Ministry handling different things. It is not one entity or one mechanism that implements all these different things.

Q: And also has there been any change of stance of the Sri Lankan Government on the Chinese investments, specially, after President attending a function yesterday which endorses the passage of Port City, Colombo Port City, which was suspended by the Government.

A: Well, as you know, there is a committee that has been appointed to review the project. So as far as I am aware, the Government is still awaiting the results of that committee’s results or outcome or findings and a decision will be made about Colombo Port City Project at that point.

Q: Excuse me. I have a question.  What is the present situation in South Korea after the MERS virus effect?

A: Yes. We have received a report from our Embassy in South Korea and according to the Embassy, they have received confirmation from South Korean Authorities that 87 people have been infected by the Middle East Respiratory Syndrome and 06 persons have passed away as a result of contracting this virus and more than 2508 people have been quarantined at  designated hospitals or ordered to stay at home without endangering others. But the embassy has informed us that there are no travel restrictions that have been imposed by the Korean Authorities at this stage and that there is absolutely no necessity at this point to evacuate any Sri Lankans. No Sri Lankans have contracted the virus and the Embassy has also issued MERS prevention and reporting guidance to the Sri Lankan community living there, as a precaution.

Q: I have question regarding the Udayanga Weeratunga case. I believe, last week you said that… your information was that no action.., Ukrainian authorities have said, no action could be taken till the investigation is over. Apparently, there are reports have, Ukraine Foreign Ministry has denied that there is any investigation… that there is no action filed according to a BBC report.

A: I have not seen that  report; neither has Ukrainian authorities have contacted us on that.

Q: Is there… there is no..?

A: What I presented to you last time, was the factual position of this Ministry’s interactions with the Ukrainian authorities through the Ambassador of Ukraine who is accredited to Sri Lanka, who is resident in New Delhi. And I have not seen the BBC report and obviously we do not respond or react to reports of that nature, but officially we have not received any intimation of the nature, that you mentioned.

Q: So has the Ukraine Ambassador confirmed to Sri Lanka, to Colombo that there is any investigation going on?

A:  I presented all this to you last week and the position remains same.

Q: Those 54 persons of Sri Lankans, did they depart from Indonesia?

A: That is the information that we have right now.

පිළිතුර: පළවෙනි කාරණාව සම්බන්ධයෙන් මේ... පරීක්ෂණයක් පවත්වලා නීතිමය ක්‍රියාමාර්ග අරගෙන තියෙනවා. අපි ඇත්තටම පොලිසිය යොදවලා පරීක්ෂණයක් කරලා තියනවා. ඒකට නීතිමය ක්‍රියාමාර්ග අරගෙන තියෙනවා. හරියටම තව විස්තර අවශ්‍ය නම් ඒ ගැන හොයලා ඔබට ලැබෙන්න සලස්වන්න පුළුවන්. දෙවැනි කාරණාව සම්බන්ධයෙන් අපි Public Service Commission එකේ නිලධාරියෙක් පත් කරලා තියෙනවා පරීක්ෂණයක් පවත්වන්න. එතුමා, මට ආරංචි විධියට මේ සතියේ මුල, නැත්නම් සඳුදා, එහෙම නැත්නම් අඟහරුවාදා පරීක්ෂණය අවසන් කරලා තියෙනවා කියලා අපිට දැනගන්න ලැබිලා තියනවා. ඒ සම්බන්ධයෙන් තොරතුරු අපිට තාම නැහැ.  නමුත් නිසි අවස්ථාවට ලබලා දෙන්නම්.

ප්‍රශ්නය: ඉන්දුනීසියාවේ ශ්‍රී ලාංකිකයින් 54  දෙනෙක් ඉන්නවා කියලා. නමුත් පිරිමි 46 ගැහැනු 04 යි ළමයි 03යි.53 යි. අනිත් කෙනා?

පිළිතුර : අපිට ලැබිලා තියෙන සංඛ්‍යාවන් තමයි ඒ. ඒගොල්ලො මම කිව්වා වගේ තාම සාකච්ඡා කරමින් පවතිනවා.ඒගොල්ලො … ශ්‍රී ලංකාවෙ ජනතාව කියලා … ඒ ගොල්ලො විශ්වාස කරන බව තමයි අපිට කියලා තියෙන්නෙ. නමුත් තාම සාකච්ඡා කරලා තොරතුරු වාර්තා කරමින් පවතිනව.

පිළිතුර: ඒගොල්ලො විශ්වාස කරන දේ සම්බන්ධව තමයි අපිට කියලා තියෙන්නේ.

එතකොට හරියටම ඇත්තටම ඔය 54 දෙනාම, එක්කො නැත්නම් 53 දෙනාම ශ්‍රී ලාංකිකයන් ද කියන  දේ සම්බන්ධයෙන් අපි දන්නේ නැහැ.අනිත් එක ඒගොල්ලන් UNHCR Identity document එකක් ලබාගත්තා කියන්නෙ ඒගොල්ලො Refugee status එකේ පවතින සරණාගතයන් බව Category  එකේ පවතින කට්ටිය. ඒ ගොල්ලන්ගෙ වාර්තාවන් ගත්තට පස්සෙ අපිට දැනගන්න පුලුවන් වෙයි. හරියටම කීදෙනෙක් මේ රටෙන් ගියපු කට්ටිය ද නැත්නම් මේ පුද්ගලයන් සමහර විට මේ රටෙන් ඉවත් වෙලා දීර්ඝ කාලයක් වෙන රටවල් වල හිටපු කට්ටිය වෙන්න පුලුවන්.

Q: GTF is a proscribed organization in Sri Lanka, right? So the government..

A: As you understand that there was a gazette notification that was issued last year and this gazette notification giving effect to regulations under UN resolution 1373 was initiated last year, I believe in June, and there were several organizations that were listed. But the regulation itself require that the competent authority has to undertake a review every year, at least every year.  Because the status of individuals and groups do not remain the same, across time. So there is, now this was initiated last year or the gazette notification was issued last year and now it has been one year since then and the Competent Authority which is the Ministry of Defense is already reviewing the listing.

Q: So, is it not proscribed?

A: Based on the current information, , see the review has to be done, as a part of the gazette notification or the regulations itself to reflect the current position because one cannot have proscribed individuals and organizations based on information ten years ago.

Q: What is the current situation of GTF? Is it a proscribed organization as of today?

A: They are still on the list, but the list is under review.

පිළිතුර: ඊළඟට ඒ නම් කරලා තිබෙන පුද්ගලයා පාර්ලිමේන්තුවේ High Post Committee එකට යන්න ඕන. ඊට ඉස්සෙල්ලා ඉන්දියානු රජයෙන් අනුමැතිය ලැබෙන්න ඕන. ඒ කාර්යයන් සම්පූර්ණ වුණාට පස්සෙ දැන් ඉන්න මහ කොමසාරිස්තුමා ලංකාවට පැමිණෙයි.

Q: Can you give an outline of the talks between the Foreign Minister and the Global Tamil Forum.  Can you just … I mean … can you give us the outcome or the outline of the talks held between the Foreign Minister.

A:I gave lengthy explanation earlier, so you may get a transcript.  All right ... I think …

Q: Sorry, I just have one question. In terms of the LLRC recommendations, now we know that we have to face the Geneva again at the meeting in September.

Spokesperson: Sorry I did not understand your question.

Q: About the LLRC recommendations, now, how far Sri Lanka government has gone in implementing the LLRC recommendations?

Spokesperson: Have,. Sorry…?

Q: How far have we gone in implementing the LLRC recommendations? Because now you said that even the previous government, though it was appointed by the previous government, this government also has pledged to implement the recommendations  of LLRC recommendations.  I think, it has been over and over again this government, also has been pledged to implement the recommendations of the LLRC. And secondly, have we started a mechanism? a local mechanism of finding out in any allegations of war crimes. Have we started the processA: Well, when you speak of LLRC recommendations, it is a large number of recommendations and it applies to various different areas.    Some of them, if you look at the report have already been implemented.  Some of them are in the process of being implemented and the LLRC report also says that, actually, it goes on to name certain incidents that have occurred and requests the government to investigate into those various incidents. And, as I said, some recommendations have already been implemented; some are in the process of being implemented; some are in the process of being discussed as to the appropriate means and ways and the best methods to implement them.  So it’s in three different stages and I do not want to go in to the practice of trying to put down in percentages, as was done, sometime back of saying that such and such a percentages have been achieved and so on.

Q: I know that you explained that (interruptions) … on the talks between the President … the Minister and the Global Tamil Forum .But if I can … you explained that the talk between the Minister and the Global Tamil Forum.

A: It was not talks between the Global Tamil Forum and the Minister.  As you would see there was a statement issued. If you have not got a copy I will make it available to you in some way.

Q: He met the Global Tamil Forum, right?

A: There were discussions between the GTF and the TNA and the Minister of Foreign Affairs was present.  It was not talks between the Minister of Foreign Affairs and any other party.

Q: Sorry, I should have phrased my question differently, but if I can, like, further elaborate, further go on this question… you know… did the Minister at the talks, give any assurance to the GTF with regard to the domestic war crimes probe.

A: Well, it’s very clear that those are not the issues that were discussed. And this has been stated by the GTF as well. And I think by the TNA and everyone concerned, that the issue that were discussed, as I explained as well, you will see when you receive the transcript, it was basically on measures that can be taken to address the welfare of the people of the country and measures that can be taken to assist in the reconciliation process and how the Diaspora can engage with government to help communities in Sri Lanka, in a constructive and meaningful manner. And I also went on to say that this Ministry, actually the LLRC implementation has been assigned to certain different Ministries and parts … the sections that come under the Diaspora- have been assigned to this Ministry. And we, as I mentioned, that we are also keen on looking at whether we could organize a Diaspora festival and also look at or explore ways of making it a regular feature  so that Diaspora members of different communities, of all different communities living overseas could participate and could look at how they can contribute to the processes that are underway in Sri Lanka.

Q:  But GTF had raised concern about transparency of the domestic probe. Right?.. The GTF?

A: I don’t know that. You will have to ask GTF.

Q: Is there a mechanism to enquire in to war crimes charges?  Have you set up one?

A: No.

Q: Not yet?

A: No. Ok.
