NPC funds lie idle

The Northern Provincial Council (NPC), which is administered by the Tamil National Alliance (TNA), has failed to utilize at least 30 per cent of its capital allocations in the annual budget, an opposition politician charged yesterday.

The Government had allocated Rs.5,831 million to the NPC which was constituted last year for its capital expenditure. NPC Opposition Leader Joseph Thavarajah told Daily Mirror that the inefficiency of most elected members of the ruling party had led to this situation.

“They have no proper plan to disburse these funds for the development of the area. I have raised this matter in the Council as well and if given the chance, I will show how to make full use of the allocations,” he said.  

NPC Chairman C.V.K. Sivagnanam said though Rs.5,831 million had been allocated to the North, only Rs.1,876 had been channeled through the NPC.

“The balance is being handled by various authorities. Therefore, this allegation is not true,” he said.  

Nine months have lapsed after the Council constituted. It has so far approved three financial statutes and had referred them to the Governor for his concurrence.
