Remarks to Media in Sinhala
මිත්‍රවරුණි,
ඔබ දන්නා පරිදි මෙම අමාත්‍යාංශයේ මාධ්‍ය හමුවීම් සාමාන්‍යයෙන් පවත්වන්නේ බදාදා දිනවල.
නමුත් මේ සතියේ මාධ්‍යවේදීන් කිහිප දෙනෙක් අපෙන් ඉල්ලා හිටියා, මේ සතියේ මාධ්‍ය අවධානය යොමු කළ යුතු මාධ්‍ය රැස්වීම් කිහිපයක්ම සහ වැදගත් සිදුවීම් රාශියක් තියෙන නිසා බදාදා හැර වෙනත් දිනක මේ අමාත්‍යාංශයේ මාධ්‍ය හමුවීම පවත්වන්න කියලා. ඒ නිසා අපි මේ සතියේ බ්‍රහස්පතින්දා මෙම මාධ්‍ය හමුව තියන්න තීරණය කරා.
විශේෂයෙන් මේ දිනවල පවතින මහ මැතිවරණයට අදාළ ප්‍රචාරක කටයුතු හේතුවෙන් මාධ්‍යඅවධානය යොමු කළ යුතු විවිධ අවස්ථා හදිසියේ පැන නැගෙන්න පුළුවන්. එවැනි අවස්ථාවල මෙම අමාත්‍යාංශයේ මාධ්‍ය හමුවීම් කල් දැමීමට සිදුවෙන්නත් පුළුවන්. එමනිසා අපි එවන් අවස්ථාවල ඔබට ඒ ගැන දැනුම් දෙන්න ක්‍රියා කරනවා.
නමුත් මම ඉල්ලා හිටින්න කැමතියි කරුණාකරලා අපේ වෙබ් අඩවියේ මීඩියා බ්‍රීෆිංස් (MEDIA BRIEFINGS) කියන කොටස යටතේ කරන නිවේදන සහ ටිවිටර් (TWITTER) මඟින් කරන නිවේදනවලටත් ඔබගේ අවධානය යොමු කරන්න කියලා. මොකද අපේ පාලනයෙන් බැහැර හේතූන් නිසා අපිට මේ මාධ්‍ය හමුවීම් කල් දැමීමට සිදුවෙන්න පුළුවන්.

පසුගිය සතිවල ජූනි 24 සහ ජූලි මස 8 සහ 22 දිනවල පැවති මාධ්‍ය හමුවීම්වල දී ශ්‍රී ලංකා මහ කොමසාරිස් කාර්යාල සහ තානාපති කාර්යාල 33 ක මහ කොමසාරිස් සහ තානාපති ධූරවලට නම් කෙරුනු 19 දෙනෙකුගේ තොරතුරු අපි ඔබට ලබාදුන්නා. මේ වන විට තව පත්වීම් 3 ක් සම්බන්ධයෙන් අදාළ රටවලින් අපිට අනුමැතිය ලැබිලා තියෙනවා. මෙම පත්වීම් 3 පිළිබඳව තොරතුරු මං දැන් ඔබට ලබා දෙන්නම්.
- ඉන්දියාවේ මීළඟ ශ්‍රී ලංකා මහ කොමසාරිස් වශයෙන් ඇසල වීරකෝන් මහතා පත් කර තිබෙනවා.
1988 වසරේ ශ්‍රී ලංකා විදේශ සේවයට බැඳුණු එතුමා ප්‍රංශය, එක්සත් රාජධානිය, මලයාසියාව, ඔස්ට්‍රේලියාව, ජපානය සහ ඇමරිකා එක්සත් ජනපදය යන රටවල්වල ශ්‍රී ලංකා තානාපති ලෙස.... ශ්‍රී ලංකා තානාපති කාර්යාල සහ මහ කොමසාරිස් කාර්යාලවල සේවය කරලා තිබෙනවා. එතුමා ඕස්ට්‍රේලියාවේ ශ්‍රී ලංකා නියෝජ්‍ය මහ කොමසාරිස් ලෙසත්, ඇමරිකා එක්සත් ජනපදයේ ශ්‍රී ලංකා නියෝජ්‍ය තානාපති ලෙසත් ක්‍රියා කෙරූ අතර, නෝර්වේ රාජ්‍යයේ ශ්‍රී ලංකා තානාපති ලෙසත් සේවය කරලා තිබෙනවා. වර්තමානයේ එතුමා නිවාස සහ සමෘද්ධි අමාත්‍යාංශයේ අතිරේක ලේකම් ලෙස කටයුතු කරනවා.
- මීළඟට, පිලිපීනයේ ශ්‍රී ලංකා තානාපති ලෙස අරුණි රණරාජා මහත්මිය පත් කර තිබෙනවා.
මෙතුමිය 1996 වසරේ ශ්‍රී ලංකා විදේශ සේවයට බැඳුණු නිලධාරිනියක්. රණරාජා මහත්මිය මීට පෙර බෙල්ජියමේ, තායිලන්තයේ, රුසියාවේ සහ ඉතාලියේ ශ්‍රී ලංකා තානාපති කාර්යාලවල සේවය කර තිබෙනවා. වර්තමානයේ එතුමිය මෙම අමාත්‍යාංශයේ අප්‍රිකා අංශයේ අධ්‍යක්ෂ ජනරාල් ලෙස කටයුතු කරනවා.
- මීළඟට රුසියාවේ ශ්‍රී ලංකා තානාපති ලෙස වෛද්‍ය සමන් වීරසිංහ මහතා පත් කර තිබෙනවා.
එතුමා මොස්කව් වෛද්‍ය විද්‍යාලයෙන් වෛද්‍ය විද්‍යාව පිළිබඳ උපාධියක් දරණ අතර රුසියාව සහ ශ්‍රී ලංකාව අතර ආර්ථික සහ සමාජ සහයෝගීතාවය වර්ධනය කිරීමට ක්‍රියා කරලා තිබෙනවා. රුසියා - ශ්‍රී ලංකා මිත්‍රත්ව සංගමයේ උප සභාපති ලෙසත්, ක්‍රියාකර ඇති මෙතුමා වර්තමානයේ ශ්‍රී ලංකා - රුසියා මිත්‍රත්ව සංගමයේ ලේකම් ලෙස කටයුතු කරනවා.
මෙතුමාට රුසියානු රජය විසින් පිළිගන්වන ඕඩර් ඔෆ් ඔනර් ඔෆ් ද රෂියන් ෆෙඩරේෂන් (Order of Honour of The Russian Federation) යන රුසියානු ගෞරවණීය සම්මානය සහ සම්මාන කිහිපයකික් පිදුම් ලබලා තිබෙනවා. දැනට මොස් ලංකා හෝල්ඩින්ස් (Mos-Lanka Holdings) සමූහ ව්‍යාපාරයේ සභාපති ලෙස මෙතුමා කටයුතු කරනවා.
තානාපති සහ මහ කොමසාරිස් කාර්යාල හැරුණු විට, ඔබ දන්නා පරිදි විවිධ රටවල්වල ශ්‍රී ලංකා කොන්සල් ජනරාල් කාර්යාල ගණනාවක් තිබෙනවා. එම කොන්සල් ජනරාල් කාර්යාල පහකට අළුතින් කොන්සල් ජනරාල්වරු පත් කරලා තිබෙනවා.
පළමුවෙන්, චීනයේ ගොන්ජෟ (Guangzhou) නගරයේ කොන්සල් ජනරාල් ලෙස ශානිකා දිසානායක මහත්මිය පත් කර තිබෙනවා. 1998 වසරේ විදේශ සේවයට බැඳුණු එතුමිය මීට පෙර ජර්මනිය, මලයාසියාව සහ ඊශ්‍රායල්හි ශ්‍රී ලංකා තානාපති කාර්යාලවල සේවය කර තිබෙන අතර වර්තමානයේ එතුමිය මෙම අමාත්‍යාංශයේ ආර්ථික කටයුතු අංශයේ වැඩ බලන අධ්‍යක්ෂ ජනරාල් වශයෙන් සේවය කරනවා.
දෙවනුව, චීනයේ ෂැංහයි (Shanghai) නගරයේ කොන්සල් ජනරාල් වශයෙන් ලක්ෂිත රත්නායක මහතා පත් කර තිබෙනවා. 1998 වසරේ විදේශ සේවයට බැඳුණු එතුමා මීට පෙර ජර්මනිය සහදකුණු කොරියාවේ ශ්‍රී ලංකා තානාපති කාර්යාලවලත්, මුම්බායි නගරයේ කොන්සල් ජනරාල් කාර්යාලයේ ද සේවය කරලා තිබෙනවා. වර්තමානයේ එතුමා මෙම අමාත්‍යාංශයේ විදේශ දූතමණ්ඩල අංශයේ අධ්‍යක්ෂක කෙනෙක් ලෙස කටයුතු කරමින් සිටිනවා.
තුන්වනුව, කැනඩාවේ ටොරොන්ටෝ (Toronto) නගරයේ කොන්සල් ජනරාල් ලෙස යූ.එල්.එම්.ජවුහර් මහතා පත් කර තිබෙනවා. 1996 වසරේ විදේශ සේවයට බැඳුණු එතුමා මීට පෙරඇමරිකා එක්සත් ජනපදයේ වොෂිංටන් නගරයේ පිහිටි ශ්‍රී ලංකා තානාපති කාර්යාලයේත්, පකිස්තානයේ ශ්‍රී ලංකා මහ කොමසාරිස් කාර්යාලයේත්, ජිනීවා හි එක්සත් ජාතීන්ගේ සංවිධානයට සම්බන්ධ ශ්‍රී ලංකා නිත්‍ය දූත මණ්ඩල කාර්යාලයේත් සේවය කරලා තිබෙනවා. දැනට එතුමා මෙමඅමාත්‍යාශයේ විදේශ දූත මණ්ඩල අංශයේ අධ්‍යක්ෂ ජනරාල් ලෙස කටයුතු කරනවා.
මීළඟට ඕස්ට්‍රේලියාවේ මෙල්බර්න් (Melbourne) නගරයේ කොන්සල් ජනරාල් වශයෙන් ඩබ්.ජී.එස්.ප්‍රසන්න මහතා පත් කර තිබෙනවා. 1998 වසරේ විදේශ සේවයට බැඳුණු එතුමාසිංගප්පූරුවේ සහ එක්සත් රාජධානියේ ශ්‍රී ලංකා මහ කොමසාරිස් කාර්යාලවලත් කත්මන්ඩු නගරයේපිහිටි සාර්ක් ලේකම් කාර්යාලයෙත් සේවය කරලා තිබෙනවා. මේ අවස්ථාවේදී එතුමා මෙමඅමාත්‍යාංශයේ නියෝජ්‍ය සන්ධාන ප්‍රධානී ලෙස කටයුතු කරනවා.
ඊළඟට ඉතාලියේ මිලාන් (Milan) නගරයේ කොන්සල් ජනරාල් වශයෙන් ප්‍රදීපා සේරම් මැතිණිය පත් කරලා තිබෙනවා. 1998 වසරේ විදේශ සේවයට බැඳුණු එතුමිය, මීට පෙර සේවය කර තිබෙන්නේ අබුඩාබි සහ ජර්මනියේ ශ්‍රී ලංකා තානාපති කාර්යාලවල සහ එක්සත් රාජධානියේ ශ්‍රී ලංකා මහ කොමසාරිස් කාර්යාලයේ. වර්තමානයේ එතුමිය මෙම අමාත්‍යාංශයේ කොන්සියුලර් අංශයේ වැඩබලන අධ්‍යක්ෂ ජනරාල් වශයෙන් සේවය කරනවා.

අපි ඊළඟ කරුණ වෙත අවධානය යොමු කරමු. ඔබ සැම දෙනා දන්නා කාරණයක් තමයි“මහජනතාවගේ ජනාධිපති” ලෙස ඉන්දීය ජනතාවගේ ගෞරවය දිනාගත් ඉන්දියාවේ එකළොස්වැනි ජනාධිපති ඒ.පී.ජේ.අබ්දුල් කලාම් මහතා මේ සතියේ සඳුදා අභාවප්‍රාප්ත වුණා.
හරියටම මාසයකට පෙර එතුමා ශ්‍රී ලංකාවේ විදුලිබල සහ බලශක්ති අමාත්‍ය ගරු චම්පික රණවක මැතිතුමාගේ ආරාධනාව පිළිඅරගෙන කොළඹ පැවැත්වූ බලශක්ති සමුළුවකට ප්‍රධාන ආරාධිතයා ලෙස සහභාගිවීමට ශ්‍රී ලංකාවට පැමිණියා.
එතුමාගේ නිහතමානීකම සහ සේවය සඳහා තිබුණු කැපවීම නිසා එතුමා ඉන්දියාවේ සහ ශ්‍රී ලංකාවඇතුළු මුළු ලෝකයේම ජනතාව අතර විශේෂයෙන්ම ප්‍රසිද්ධියට පත් වූ පුද්ගලයෙක්. එතුමා මීට පෙර2012 වසරේ දී ශ්‍රී ලංකාවට පැමිණ ත්‍රිවිධ භාෂා වැඩසටහන දියත් කිරීමට සහභාගි වුණා. එම වැඩසටහනේ පරමාර්ථය වූනේ ශ්‍රී ලංකාවේ පුරවැසියන් සියල්ලටම සිංහල, දෙමළ සහ ඉංග්‍රීසි යන භාෂා තුනම පිළිබඳව දැනුම ඇති කිරීම. සංහිඳියාව සඳහා එවන් වැඩසටහනක වැදගත්කම ගැන අවධානය යොමු කළ එතුමා රටක ජනතාවගේ විවිධත්වය සැමරිය යුතු කරුණක් බවත්, විවිධත්වය ගැටුම්කාරී තත්ත්වයන්ට හේතු නොවිය යුතු බවත් එම සංචාරයේ දී කියා සිටියා. එම සංචාරයේ දී එතුමා යාපනයේ හින්දු විද්‍යාලයේ වැඩසටහනකට ද සහභාගි වුණා.
එතුමාගේ රාජ්‍ය ගෞරව සහිත අවමංගල්‍යය, එතුමාගේ උපන්ගම වන රාමේශ්වරම් හි අද උදෑසන පැවැත්වුණා. ඒ සඳහා ජනාධිපති මෛත්‍රිපාල සිරිසේන මැතිතුමාගේ විශේෂ නියෝජිත වශයෙන් නැවත පදිංචි කිරීම, ප්‍රතිසංස්කරණය යන හින්දු ආගමික කටයුතු පිළිබඳ අමාත්‍ය ගරු ඩී.එම්.ස්වාමිනාදන් මහතා සහභාගි වුණා.

මීළඟට ඔබ දන්නා පරිදි මේ මස 26 සහ 27 යන දිනයන්හි මෛත්‍රිපාල සිරිසේන ජනාධිපතිතුමා මාල දිවයිනේ 50 වැනි නිදහස් දින සැමරීමේ උත්සවයේ ප්‍රධාන ආරාධිතයා ලෙස සහභාගි වුණා. මෙසේ ඔහු සහභාගි වුනේ මාලදිවයිනේ ජනාධිපති අබ්දුල්ලා යමීන් මැතිතුමාගේ ආරාධනය මත, එම සංචාරය ස්වර්ණ ජයන්ති නිදහස් සංවත්සරය සම්බන්ධයෙන් කෙරුණු සංචාරයක් වුව ද මාලදිවයින් රජය විසින් එය රාජ්‍ය සංචාරයක් ලෙස, එහෙම නැත්නම් ස්ටේට් විසිට් එකක් (State Visit) ලෙස නම් කරණු ලැබුවා.
නිදහස් දිනය සැමරීම පිණිස පැවැත්වූ ප්‍රධාන රාජ්‍ය උත්සවයට සහභාගි වූ ජනාධිපතිතුමාමාලදිවයිනේ ජනාධිපතිතුමා සමග දෙරට අතර පවතින සම්බන්ධතා වැඩි දියුණු කරගැනීමට ගත හැකි ක්‍රියාමාර්ග පිළිබඳව සාකච්ඡා කළා.
අධ්‍යාපන, සෞඛ්‍ය සහ මානව සම්පත් සංවර්ධනය යන අංශවල දැනට පවත්නා සම්බන්ධතා පිළිබඳව සාකච්ඡා කෙරූ අතර, මාලදිවයිනේ සමාජීය සහ ආර්ථික සංවර්ධනය සඳහා ශ්‍රී ලංකාවේ ස්ථාවර සහයෝගය ලබා දෙන බවට ජනාධිපතිතුමා ප්‍රකාශ කර සිටියා.
මුදල් අමාත්‍ය ගරු රවි කරුණානායක මැතිතුමා ද මෙම සංචාරයට එක්වූ අතර දෙරට අතර සංචාරකව්‍යාපාරය සහ ආයෝජනය පිළිබඳව ද සාකච්ඡා කරලා තිබෙනවා. කලාපීය ආර්ථික සංවර්ධනයට නව ජීවයක් ලබාදීමේ අවශ්‍යතාවය ගැන අවධානය යොමු කළ ජනාධිපතිතුමා මේ සඳහා ස්වාභාවික සම්පත් සුරැකෙන ආකාරයෙන් සංවර්ධන ක්‍රියාවලිය කරගෙන යාම සඳහා නව තාක්ෂණය භාවිතා කිරීමේ වැදගත්කම ගැන අවධාරණය කරලා තිබෙනවා. ඒ වගේම කලාපීය නායකයන් මත්ද්‍රව්‍ය උවදුර තුරන් කිරීමට එක්ව කටයුතු කිරීමේ වැදගත්කම පිළිබඳවත් අවධාරණය කරලා තිබෙනවා.

මීළඟට අගෝස්තු මස 17 වන දාට නියමිත මහ මැතිවරණයේ විදෙස් මැතිවරණ නිරීක්ෂකයින් සම්බන්ධයෙන් ප්‍රශ්න කිහිපයක් පසුගිය සතිවල මෙම අමාත්‍යාංශය වෙත මාධ්‍යවේදීන් විසින් යොමු කර තිබෙනවා.
ඔබ දන්නා පරිදි මැතිවරණ නිරීක්ෂණ කටයුතු සම්බන්ධයෙන් කටයුතු කරන්නේ මැතිවරණ මහ කොමසාරිස්තුමා ගේ කාර්යලය. මේ සම්බන්ධයෙන් මෙම අමාත්‍යාංශයේ කාර්යය වන්නේ මැතිවරණ නිරීක්ෂකයින්ගේ වීසා ලබාදීම පිළිබඳව මැතිවරණ කොමසාරිස්තුමාගෙන් ඉල්ලීමක් ලැබුණු විට ඒ පිළිබඳව සොයා බලා අපගේ තානාපති කාර්යාල හරහා වීසා ලබාදීමට කටයුතු කිරීමයි.
අපට මෙතෙක් ලැබී ඇති තොරතුරුවලට අනුව පොදු රාජ්‍ය මණ්ඩලය සහ යුරෝපා සංගමය යනසංවිධානවලින් මැතිවරණ නිරීක්ෂකයින් සහභාගිවීමට ආරාධනාවල් කරලා තිබෙනවා. මැතිවරණ කොමසාරිස්තුමාගේ ආරාධනාව පිළිඅරගෙන පොදු රාජ්‍ය මණ්ඩලය විසින් කීර්තිමත් පුද්ගලයින් නව දෙනෙකුගෙන් සහ කාර්ය මණ්ඩල සේවකයින් පස් දෙනෙකුගෙන් සමන්විත කණ්ඩායමක් ලංකාවට එවීමට කටයුතු සූදානම් කර තිබෙනවා. මෙම කණ්ඩායම් ප්‍රධානියා හැටියට කටයුතු කරන්නේ මෝල්ටා රජයේ හිටපු ජනාධිපතිවරයෙකු වූ ආචාර්ය ජෝර්ජ් අබෙලා (Dr.George Abela)මැතිතුමා. මලයාසියාව, ඉන්දියාව, ඕස්ට්‍රේලියාව, එක්සත් රාජධානිය පකිස්තානය, කෙන්යාව, ට්‍රිනිඩෑඩ් සහ ටෝබේගෝ සහ නයිජීරියාව යන රටවල සාමාජිකයින් මේ කණ්ඩායම එක්වීමට නියමිතයි.
ඔබ දන්නා පරිදි ජනවාරි මස 8 වැනිදා පැවැත්වූ ජනාධිපති මැතිවරණයටත් පොදු රාජ්‍ය මණ්ඩලීය නිරීක්ෂකයින් සහභාගි වුණා. එම කණ්ඩායමේ නායකයා හැටියට ක්‍රියාකළේ ගයනා රාජ්‍යයේ හිටපු ජනාධිපතිකෙනෙක් වූ ආචාර්ය භාරත් ජග්ඩියෝ මැතිතුමා.(Dr.Bharat Jaghdio).
යුරෝපා සංගමයේ මැතිවරණ නිරීක්ෂකයින් මීට පෙර වසර 2000, 2001, 2004 සහ 2005 යන වසරවල ලංකාවේ පැවති මැතිවරණවලට සහභාගිවෙලා තිබෙනවා. මෙවර, සාමාජිකයින් 8 දෙනෙක් ජූලි මස 14 වන දා ලංකාවට පැමිණි අතර 18 දෙනෙක් 19 වන දා පැමිණියා. තව 28 දෙනෙක් අගෝස්තු මස 10 වනදා පැමිණීමට නියමිතයි. මෙම කණ්ඩායමේ නායකත්වය දරන්නේ යුරෝපීය පාර්ලිමේන්තුවේ රුමේනියාව නියෝජනය කරන ගරු ක්‍රිස්ටියාන් ඩැන් ෆ්‍රෙඩා මැතිතුමා (Christian Dan Freda).
අප විශ්වාස කරනවා මෙම කණ්ඩායම ජූලි මස 21 වන දින පැවැත්වූ මාධ්‍ය සාකච්ඡාවට ඔබලාසහභාගිවන්නට ඇති කියලා. මේ සම්බන්ධයෙන් වැඩිදුර විස්තර අවශ්‍ය නම් මැතිවරණ කොමසාරිස්තුමාගේ කාර්යාලය අමතන මෙන් ඉල්ලා සිටින්න කැමතියි.

ගිය සතියේ අපි මාධ්‍ය හමුවේ දී යුරෝපා සංගමය විසින් පනවන ලද ධීවර නිෂ්පාදිත සම්බන්ධ වාරණය ගැන තොරතුරු ලබා දුන්නා. මේ සම්බන්ධයෙන් තොරතුරු නොලැබුණු කෙනෙක් සිටී නම්, එම තොරතුරු අමාත්‍යාංශ වෙබ් අඩවියෙන් ලබාගන්න පුළුවන්.
අපි එහිදී කියා සිටියා යුරෝපා කොමිසමේ සමුද්‍ර සහ ධීවර කටයුතු පිළිබඳ අධ්‍යක්ෂ ජනරාල්කාර්යාලය විසින් තාක්ෂණික ඇගයීම් කණ්ඩායමක් මෙරටට එවීමට කැමැත්ත ප්‍රකාශ කරලා තිබෙන බව. මෙම සංචාරයේ පරමාර්ථය වනුයේ අප විසින් තහනම පැනවූ දින සිට මෙතෙක් තහනම ඉවත් කිරීම සඳහා ගෙන ඇති පියවර ඇගයීම සහ ඉදිරියේ දී ගැනීමට සැලසුම් කරන පියවර සම්බන්ධයෙන් සාකච්ඡා කිරීමයි.
ගිය සතියේ අපි කියා සිටියා එම සංචාරය සඳහා සුදුසු දින සම්බන්ධව සාකච්ඡා කෙරෙමින් පවතිනබව. දැන් එම දින සම්බන්ධව තීරණයක් අරගෙන ඇති බවට අපට තොරතුරු ලැබිලා තිබෙනවා. මෙම කණ්ඩායම ඔක්තෝම්බර් 5-9 යන දිනවල ලංකාවට පැමිණීමට නියමිතයි.

Good afternoon to all of you.
As you all know, we generally hold our regular media briefings on Wednesdays.
This week, we received several requests from media personnel to re-schedule the briefing due to a number of other press conferences and media related events that are also being held at other venues.
As a result of the election campaign that is currently underway, there could be an increasing number of parallel events of media interest in the coming weeks which may lead to this Ministry having to reschedule and postpone our briefings.
Therefore, I would like to urge you to keep checking our Ministry website under media briefings and our twitter account where we make announcements pertaining to date and time of our briefings.
And I also urge your understanding on this matter which is beyond our control.

During the last few weeks we have been providing you with information on the appointment of High Commissioners and Ambassadors to 33 of Sri Lanka’s Missions overseas, as and when we received agrément for such appointments from the receiving countries.
At the briefings held on 24th June, and 8th and 22nd July, we provided you details of 19 Envoys whose appointments received the concurrence of the receiving States.
Today, we have details of a further 3 appointments that have received the concurrence of the respective receiving States. I will read them out to you, in order of alphabetical order of the name of the country, that they would be resident in.
• Mr. Esala Weerakoon has been appointed as the next High Commissioner of Sri Lanka to India.
Mr. Weerakoon is a member of the Sri Lanka Foreign Service batch of 1988 and has served in the Sri Lanka Missions in France, UK, Malaysia, Australia, Japan and USA. He served as Deputy High Commissioner in Sri Lanka’s Missions in Australia and USA and as Ambassador in Norway. He is presently an Additional Secretary and is working on secondment at the Ministry of Housing and Samurdhi.
• Mrs. Aruni Ranaraja has been appointed as the next Ambassador of Sri Lanka to `the Philippines.
Mrs. Ranaraja is a member of the Sri Lanka Foreign Service batch of 1996 and has served in Sri Lanka’s Missions in Belgium, Thailand, Russia, and Italy. At present she is the Director General of the Africa Division of this Ministry.
• Dr. Saman Weerasinghe has been appointed as the next Ambassador of Sri Lanka to the Russian Federation.
Dr. Weerasinghe is a Doctor of Medicine from the Moscow Medical University. Dr. Weerasinghe has been closely associated with strengthening economic and social cooperation between Russia and Sri Lanka. He has held the post of Vice President of the Russia- Sri Lanka Friendship Society and is presently the General Secretary of the Sri Lanka – Russia Friendship Society and has been awarded the “Order of Honour of the Russian Federation*” and other awards for his work. Dr. Weerasinghe is presently the Chairman of the Mos-Lanka Holdings group of companies.
Accordingly, with the appointments that were just announced, 22 Heads of Mission designate have received agrément and concurrence of the respective receiving States. They are expected to take up their posts shortly.
Some of the Ambassadors and High Commissioners whose names have been announced previously are already at their respective stations, awaiting dates to present Credentials.
We would like to also announce the appointments of Five Consul Generals. I will read them out (in alphabetical order of countries):-
- Mr. W.G.S. Prasanne has been appointed as the Consul General in Melbourne, Australia.
Mr. Prasanne is a member of the Sri Lanka Foreign Service batch of 1998 and has served in Sri Lanka missions in Singapore and the United Kingdom and has served as Director in the SAARC Secretariat in Kathmandu. At present he is the Deputy Chief of Protocol in this Ministry.
- Mr. U.L.M. Jauhar has been appointed as the Consul General in Toronto, Canada.
Mr. Jauhar is a member of the Sri Lanka Foreign Service batch of 1996 and has served in Sri Lanka’s missions in the United States, Pakistan and Geneva at the Permanent Mission. At present he is the Director General of the Overseas Administration Division of the Ministry.
- Mrs. S.S. Dissanayake has been appointed as the Consul General in Guangzhou, China.
Mrs. Shanika Dissanayake is a member of the Sri Lanka Foreign Service batch of 1998 and has served in Sri Lanka missions in Germany, Malaysia and Israel. At present she is the Actg. Director General of the Economic Affairs Division of this Ministry.
- Mr. L.P. Ratnayake has been appointed as the Consul General in Shanghai, China.
Mr. Ratnayake is a member of the Sri Lanka Foreign Service batch of 1998 and has served in Sri Lanka missions in Germany, India in Mumbai and South Korea. At present he is Director of the Overseas Administration Division of this Ministry.
- Mrs. S.A.P.P. Saram has been appointed as the Consul General in Milan, Italy.
Mrs. Saram is a member of the Sri Lanka Foreign Service batch of 1998 and has served in Sri Lanka missions in the United Arab Emirates, Germany and the United Kingdom. At present she is the Actg. Director General of the Consular Affairs Division of this Ministry.

As you are all aware, the 11th President of India, Dr APJ Abdul Kalam, who is hailed as the “People’s President”, passed away earlier this week.
Sri Lanka had the honour of hosting him exactly one month ago when he visited our country at the invitation of the Minister of Power and Energy, Hon. Patali Champika Ranawaka, to participate in the Energy Symposium. His humility and dedication to public service has served as an inspiration to many not only in India but all around the world including in our country.
On a previous occasion, in 2012, President Kalam visited Sri Lanka to launch the tri-lingual initiative, a programme which advocates the learning of the three main languages in this country, Sinhala, Tamil and English, by all citizens of Sri Lanka. He interacted with a wide range of persons including children during that visit and travelled to Jaffna as well, where he spoke at the Hindu College. He used this visit to articulate that Sri Lanka should celebrate its diversity and not allow its diversity to lead to divisions or conflict.
The State Funeral of President Kalam was held this morning in Rameswaram, and Hon. D.M. Swaminathan, the Minister of Resettlement, Reconstruction and Hindu Religious Affairs represented the President of Sri Lanka at the State Funeral as his Special Envoy.

On 26th and 27th July, President Maithripala Sirisena undertook a State visit to the Maldives to participate in the Golden Jubilee commemoration of the 50th Anniversary of Independence of the Maldives that was held on Sunday 26th July, in Male.
The President participated at the official ceremony as the Chief Guest on the invitation of the President of Maldives H.E. Abdulla Yameen Abdul Gayoom.
The President was accompanied by the Minister of Finance, Hon. Ravi Karunanayake and senior officials of the government.
During the visit, President Sirisena and President Gayoom held discussions on the need to further strengthen relations between the two countries. As you know, this is also the 50th anniversary of the establishment of diplomatic relations between Sri Lanka and the Maldives.
The two leaders briefly discussed various bilateral initiatives that are under way, particularly in the areas of health, education and human resource development.
The President assured Sri Lanka’s continued support for the socio-economic development of Maldives and discussions were held to strengthen the economic engagement between the two countries, including in investment and tourism.
President Sirisena also emphasized the need to invigorate the economic development in the region with the sustainable use of natural resources, and the use of innovation and technology to be the catalyst in the region’s development. Outlining some of the priorities for Sri Lanka such as food security, sustainable domestic food production, and eradicating the drug menace including narcotics smuggling and environmental protection and conservation, the President had emphasized that all South Asian leaders should work in unison to eradicate the drug menace which is a threat to the entire region.

Now, the Ministry received some queries regarding the deployment of observers for the forthcoming Parliamentary Elections.
As you know, this is a matter that rests under the purview of the Commissioner of Elections.
Whenever this Ministry receives requests from the Office of the Commissioner of Elections, for visas to be facilitated for the travel of Election Observers to Sri Lanka, the Ministry ensures that this facility is provided through Sri Lanka’s Missions overseas.
From information that we have received so far, Observers have been invited from the Commonwealth and the European Union.
Commonwealth
On the invitation extended by the Commissioner of Elections, the Commonwealth will deploy an Observer Group that would consist of nine eminent persons from across the Commonwealth and a staff team of five members.
The Commonwealth Group is led by Dr. George Abela, former President of Malta and comprises of members from Malaysia, India, Australia, the United Kingdom, Pakistan, Kenya, Trinidad and Tobago and Nigeria.
As you are aware, a Commonwealth Group headed by Dr. Bharrat Jagdeo, former President of Guyana was present in Sri Lanka to observe the Presidential Elections held in January this year.
European Union
The European Union will also deploy an Observer Mission for the forthcoming elections. EU Election Observers have been present in Sri Lanka previously at the elections held in the years 2000, 2001, 2004 and 2005.
Eight members of the International Experts of the EU Election Observer Mission (EOM) arrived in Sri Lanka on the 14th of July, 18 arrived on 19th of July and 28 observers will arrive on the 10th of August.
The Chief Observer of the EU EOM, Hon. Cristian Dan Preda, Member of the European Parliament from Romania, arrived in Sri Lanka last week on the 20th of July. I believe some of you may have attended their Press Briefing, held on the 21st of July.
Any further information in this regard could be obtained from the office of the Commissioner of Elections.

I have one matter to update you on.
This is with respect to the issue of the EU ban on Sri Lankan fishery products.
As you would recall, we provided extensive details last Wednesday, 22nd July, on the status of the ban and steps being taken to address issues which led to the ban. For any of you who missed the briefing who may be interested, the transcript is available online on the Ministry website.
We mentioned at that briefing, that there will be a Technical Evaluation Team visiting Sri Lanka in October. But the dates for the visit at that point in time, had not been finalised. Now the dates have been decided on and the visit is scheduled to take place from the 5th to the 9th of October. They will engage in technical discussions to regarding measures that have been put in place and future steps for the revocation of the EU ban on fishery products.

A: Mahishini Colonne and welcome to the Ministry of Foreign Affairs.
Q: Thank you very much.. In several news papers there was speculation that a senior politician has been assigned to take Ambassadorship in China. Anything to comment about this?
A: Well, there is a tradition that we abide by when it concerns appointments of Ambassadors. We are bound by the Vienna Convention (Vienna Convention on Diplomatic Relations 1961) and I think I have mentioned this several briefings before. Article 4.1, if I believe I am right, of the Vienna Conventionrequires, that a country should not announce the names of Ambassadors until the concurrence of the receiving state is granted for such an appointment. So, therefore, the Ministry of Foreign Affairs would not be in a position to comment on this matter.

Q: Dharisha from Daily FT. There has been a report on Channel 4 about a leaked document with details of a some kind of agreement between the Sri Lankan government and the UN regarding a domestic inquiry and UN support for domestic inquiry. Can you confirm if that's an authentic document? Or have you anything to say about that report ? Have you seen it?
A: I have seen the Channel 4 report. But, I do not want to comment on something that is reported on Channel 4.
Q: Can you confirm if there is such an agreement with the UN? Is the ……. ?
A: I don’t believe there is any agreement of the nature that the Channel 4 portrays. But you might recall that when the Under Secretary General of the UN Political Affairs Department visited Sri Lanka in March, he said, and I have his statement herewith me, that UN is ready to help Sri Lanka. He said as requested by Sri Lanka, the United Nations is committed to assisting in the process of accountability and reconciliation through the peace building fund and other facilities as appropriate. But it is first and foremost for Sri Lankan themselves to shape how to address issues of the past in order to find a common future.
So, the Government of Sri Lanka is, I believe, I mean from the time President Sirisena was appointed and even before that, even in his election campaign and in the 100 days work programme it was stated that Sri Lanka would take certain steps to strengthen human rights, the rule of law, good governance and so on and that Sri Lanka remains ready to be engaged with the International Community, with countries, with International Organizations and so on, in carrying out this task.
Because it is not something that we can do quickly as some people expect and it is also not something that we can alone. We are party to certain conventions of the United Nations and we have acceded to those conventions, in our own right as a Sovereign State, not because any pressure excerted by anyone. And even on the questions of accountability, the 100 days work programme, I think under point 93 states that since we are not a party to the ICC Rome Statute, the matter of justice and accountability and so on, rest with the country concerned- with the Sri Lankans. And whether we are engaged with the UN, discussing about funding through the peace building fund, yes we are. In fact, they have already had discussion with the Ministry of Resettlement, in assisting those persons who are being resettled in the northern province in their own lands; extending welfare measures that are necessary for immediate resettlement and so on. So we are in discussion. But as what Channel 4 says, and the comment made by the Chief Minister and so on, which the Channel 4 focused on, we have no comment. Because that was essentially remarks, they focused on remarks made by the Chief Minister, and that was remarks made by the Chief Minister in relation to the UN. So we do not to get involved in commenting on that.
Q: Just ask one follow-up, is there any funding coming through for any kind of transitional justice mechanism or accountability mechanism?
A: As far as I am aware, nothing of that nature has been discussed.
