ඔබ සැම දෙනා සාදරයෙන් පිළිගන්නවා. අද මෙම මාධ්‍ය හමුවට මෙම අමාත්‍යාංශයේ නැගෙනහිර ආසියා සහ පැසිෆික් අංශයේ නිලධාරීන් සහ බටහිර අංශයේ නිලධාරිනියක් සහභාගි වෙනවා.
පළමුවෙන්ම, නැගෙනහිර ආසියා සහ පැසිෆික් අංශයේ වැඩබලන අධ්‍යක්ෂ අමීර් අජ්වාඩ් මහතා, ජනාධිපති මෛත්‍රිපාල සිරිසේන මැතිතුමාගේ තායිලන්ත සංචාරය පිළිබඳව කරුණු සහ විස්තර ලබාදීමට නියමිතයි.
ඉන්පසුව, පොන්නම්පෙරුම මහත්මිය, ශ්‍රී ලංකාව open Government partnership රාජ්‍ය ප්‍රතිපත්ති පිළිබඳ විවෘතභාවය සඳහා ක්‍රියාකරන විවෘත ආණ්ඩු හවුල්කාරිත්වයෙහි සාමාජිකත්වය ලබාගැනීම පිළිබඳවත්, වොෂිංටන් නගරයේ මෑතකදී නියෝජ්‍ය අමාත්‍ය හර්ෂ ද සිල්වා මහතා පැවැත්වූ සාකච්ඡා සම්බන්ධයෙනුත් ඔබට තොරතුරු ලබාදෙනු ඇති.
ඔවුන් එම තොරතුරු ලබාදුන් පසු, ඔබට යම්කිසි ප්‍රශ්නයක් අසන්නට අවශ්‍ය නම්, කරුණාකරලා අත ඔසවලා දැනුම් දෙන්න. ඊට පසු මයික්‍රෆෝනය ඔබ වෙත ලබා දෙන තෙක් පොඩ්ඩක් ඉවසීමෙන් ඉඳලා, ඔබගේ නම සහ ඔබ නියෝජනය කරන මාධ්‍ය ආයතනය කුමක්ද කියලා හඳුන්වාදීමෙන් පසුව ප්‍රශ්න යොමු කරන ලෙස කරුණාවෙන් ඉල්ලා සිටින්න කැමතියි.
මෙයට ප්‍රධාන හේතුව තමයි මෙම මාධ්‍ය හමුවීම්වල හඬපටයට පසුව සවන්දෙන පුද්ගලයන් සහ වීඩියෝ පටය නරඹන පුද්ගලයන් අපිට කියා සිටින දෙයක් තමයි හැමතිස්සෙම ඒගොල්ලන්ට බොහෝ අවස්ථාවලදී යොමු කරන ප්‍රශ්න ඇහෙන්නෙ නැහැ කියලා. ඒ වගේම අපේ අමාත්‍යාංශයේ මේ මාධ්‍ය හමුවීම්වල transcript එක, එහෙම නැත්නම් පිටපත සකස් කරන නිලධාරීන් හැමතිස්සෙම අපිට කියන දෙයක් තමයි ඒගොල්ලන්ටත් ශබ්දය ඇහෙන්නෙ නැහැ කියලා. ඉතින් ඒක හින්දා කරුණාකරලා මයික්‍රෆෝනය ඔබට ලැබෙනකන් ඉඳලා මාධ්‍ය ආයතනය සහ ඔබගේ නම හඳුන්වලා දීලා ඊට පස්සෙ ප්‍රශ්න යොමු කරන්න.

Thank you Mahishini for giving me the floor. Good afternoon everybody here and then as we briefed you last media briefing, His Excellency the President of Sri Lanka under took an official visit to Thailand from 01st – 04th November 2015 at the invitation of the Hon. Prime Minister of Thailand. As we briefed at the last briefing, of course we gave you the programme of His Excellency the President . At this briefing, of course I will give you brief on the mostly with particular focus on the outcome of the visit.
And so, as you are aware, the visits coincides with the 60th Anniversary of the establishment of diplomatic relations between Sri Lanka and Thailand which falls this year. The sacred relics of Lord Buddha enshrined in the Mahiyangana Raja Maha Viharaya was taken by His Excellency the President for exposition of at Puttamonthon in Thailand to commemorate this special occasion. His Excellency the President also presented a Buddha Statue to the Government of the People of Thailand as a special gift. This Buddha Statue, of course, was placed in Dharmarama Temple in Ayodhya where Pra Upali Thero lived before bringing Upasampada to Sri Lanka nearly 2600 years ago. So, that was the significance of the place and then the Buddha Statue has been placed there now, the gift which was presented by His Excellency the President.
Pirith chanting ceremony was held by 60 Sri Lankan Buddhist Monks to mark this occasion. And also exchanged of commemorative stamp to mark this 60th Anniversary of diplomatic relations was also held. During the visit, His Excellency the President was granted the audience with Her Royal Highness Crown Princess Maha Chakri Sirindhorn His Excellency the President and the Prime Minister of Thailand held bilateral talks on wide range of matters of mutual interest which was covering political and economic, cultural and religious cooperation and people to people to contact. During the high level discussions, it was agreed to hold the next round of Joint Commission between the two governments as soon as possible in Thailand during the first quarter of 2016. That is one of the main outcomes the decision of the visit. So, this meeting, of course, the last Joint Commission was held in Colombo.
So reciprocally, the next Joint Commission meeting will be held in Bangkok. Also the two sides agreed to hold the Joint Commission to further enhance cooperation in the areas of the mutual interest. Particularly, in economic cooperation, including technical cultural and religious cooperation, security cooperation, and cooperation in agriculture, fisheries and tourism sectors. Another highlights of the visit as we briefed you at the last briefing, His Excellency the President addressed the Thai Sri Lanka business forum jointly organized by the Ministry of Foreign Affairs of Thailand and the Joint Standing Committee on Commerce Industry and Banking of Thailand. Sri Lanka and Thailand business delegation participated at this business forum. A large number of participants including CEO’s of Private Companies in Thailand and the high level of officials from Thai business and industries sectors participated at this forum . During the business forum, His Excellency the President also met with CEOs of selected companies in the sectors of tourism sector, hospitality sector, sugar industry and bio-energy, import and export , food processing, manufacturing, especially, electric and electronic appliances and auto spare parts etc.
Thai Companies showed keen interest to invest in Sri Lanka given the current favorable business environment in the country. His Excellency the president instructed the officials to arrange a programme to process their investment initiatives. The Thai investment initiatives in Sri Lanka in the consultation with the BOI and other relevant agencies. Also as another one of the outcome of the visit was, it was agreed, the Deputy Prime Minister of Thailand to undertake a visit to Sri Lanka in early 2016. Particularly, to visit religious places of importance with the view to promote tourism cooperation between the two countries. He will be accompanied by a media group in order to cover the places of worship in Sri Lanka. This is to educate Thai people about the religious places which are worshiped in Sri Lanka to increase tourists arrival, in that particular sector, from Thailand to Sri Lanka, especially, on spiritual tourism to promote spiritual tourism. That is one of the main outcomes of this visits by His Excellency the President.
It was also agreed that two governments will work out programmes on research and development as well as transfer of technologies in the agricultural sector especially, in food processing and post harvest investments etc. This was another decision taken during this high level visit. It was also agreed that Thai government will increase number of scholarships provided to Sri Lanka specially in the areas of agriculture, public health, renewable energy, rural development and etc. Also two sides discussed about the possible assistance or cooperation by the Thai government for establishing a hospital for the care of the Buddhists Priests in Sri Lanka . That proposal also was discussed between the two leaders. The another outcome of the visit, of course, this outcomes this visit was reflected long standing relationship between the two countries and people’s based on shared historical religious and cultural affinities. The outcomes of the visit by his Excellency the President is considered as a new journey in the relations between Thailand and Sri Lanka.
Additionally, Hon. Minister of Foreign Affairs Mangala Samaraweera also met with his counterpart, Thai counterpart, on the sidelines of the visit and discussed ways and means to promote cooperation and to take follow up action on those areas which were discussed during the meeting of the two leaders. And specially on the follow up actions on the programmes to be designed or to be devised to promote these cooperation in those areas discussed between the two leaders. So, that is the brief of account that His Excellency the President visit to Thailand. I think I’ll take questions after my colleague Mr. Suranga Algewatte gives what I said in Sinhala language.

ස්තුතියි. සුභ සැන්දෑවක් ඔබ සැමට. පසුගිය මාධ්‍ය හමුවේදී ද අප ඔබට විස්තර කළ ආකාරයට තායිලන්ත අග්‍රාමාත්‍ය ජෙනරාල් ප්‍රයුට් චාන්-ඕ-චා (Prayut Chan-O-Cha) මැතිතුමාගේ ආරාධනයකට අනුව අපගේ අතිගරු ජනාධිපති මෛත්‍රිපාල සිරිසේන මැතිතුමා ප්‍රමුඛ දූත පිරිසක් නොවැම්බර් 01 දා සිට 04 දා දක්වා තායිලන්තයේ නිල සංචාරයක යෙදුණා. 2015 වසරට යෙදී ඇති තායිලන්ත-ශ්‍රී ලංකා රාජ්‍යතාන්ත්‍රික සම්බන්ධතාවල 60 වන සංවත්සරය සැමරීමට සමගාමීව තමයි මෙම සංචාරය සිදුවුණේ. මෙම විශේෂ අවස්ථාව සැමරීම සඳහා ජනාධිපති මෛත්‍රිපාල සිරිසේන මැතිතුමා විසින් ඓතිහාසික මහියංගන රජමහා විහාරයේ තැන්පත් කර ඇති ගෞතම සම්බුද්ධරජාණන් වහන්සේගේ ශ්‍රී සර්වඥ ධාතූන් වහන්සේලා තායිලන්තයේ පුත්තමොන්තොන් විහාරස්ථානයේ ප්‍රදර්ශනය කිරීම සඳහා වැඩම කෙරෙව්වා.
තවද එම ධාතූන් වහන්සේලා එහිදී මේ මාසයේ 02 වෙනිදා සිට 16 වෙනිදා දක්වා ප්‍රදර්ශනය කෙරෙනවා. තායිලන්ත රජය හා ජනතාව වෙත විශේෂ තිළිණයක් ලෙස බුද්ධ ප්‍රතිමාවක් ද අතිගරු ජනාධිපතිතුමා විසින් තායිලන්ත රජයට සහ ජනතාවට ප්‍රදානය කළා. මෙම බුද්ධ ප්‍රතිමාව තායිලන්තයේ ශ්‍යාමෝපාලි තෙරුවන් වැඩ විසු ඓතිහාසික ධර්මාරාම පන්සලේ තැන්පත් කළා. උන්වහන්සේ තමයි මීට වසර 260 කට පමණ ඉහත දී ශ්‍රී ලංකාවට සියම් දේශයේ සිට උපසම්පදාව රැගෙන පැමිණියේ. ඒ වගේම ශ්‍රී ලංකා බෞද්ධ භික්ෂූන්වහන්සේලා 60 නමක් සහභාගි වූ පිරිත් දේශනා පුත්තමොන්තොන් නගරයේ සහ අයෝධ්‍යා නගරවලදී පැවැත්වීමත් මෙම සංචාරය අතරතුර සිදුවුණු විශේෂ අවස්ථාවන් වෙනවා. තවද, මෙම සංචාරය අතරතුර අතිගරු ජනාධිපතිතුමා තායිලන්තයේ රාජකීය කුමරිය වන මහා චක්‍රී ස්‍රින්ඩ්‍රොන් කුමරිය සමග හමුවක් ද පැවැත්වුණා. නොවැම්බර් 02 වැනිදා අතිගරු ජනාධිපතිතුමා, තායිලන්තයේ අග්‍රාමාත්‍යතුමා අතර ද්විපාර්ශ්වික සාකච්ඡා පැවැත්වූවා.
විශේෂයෙන්ම මෙම සාකච්ඡා දේශපාලනික, ආර්ථික, සංස්කෘතික හා ආගමික සහයෝගිතාවය ඇති කිරීම හා දෙරටේ ජනයා සමීප කරවීම පිළිබඳ අවධාන යොමු කරමින් සිදුවුණා. මෙම සාකච්ඡා ඉතා උණුසුම් හා මිත්‍රශීලී විධියට සිදු කෙරුණා. දෙරට අතර මෙම හමුවේදී ඇතිවෙච්ච එකඟතාවයකට අනුව, දෙරට අතර මීළඟ ඒකාබද්ධ හමුව හැකි ඉක්මණින්, ඒ කියන්නෙ බොහෝ වේලාවට ලබන අවුරුද්දේ පළමු කාර්තුව ඇතුළත පැවැත්වීමටත්, මෙම ඉහළ රාජ්‍යතාන්ත්‍රික සාකච්ඡාවල ප්‍රතිඵලයක් ලෙස එකඟවුණා. අවසාන වශයෙන් රටවල් දෙක අතර ඒකාබද්ධ හමුවක් පැවැත්වෙලා තියෙන්නෙ 2013 මැයි මාසෙ කොළඹ දී. ඒ අනුව එතනදී එකඟවෙච්ච පරිදි ඊලඟ ඒකාබද්ධ හමුව බැංකොක් නගරයේදී පැවැත්වීමටත් තීරණය කළා. දෙරට අතර මෙම හමුවේදී ඇත්තටම බලපොරාත්තුවෙන්නේ අන්‍යෝන්‍ය අභිවෘද්ධිය සඳහා විශේෂ ක්ෂේත්‍රයන් වන ආර්ථික, තාක්ෂණික සහ සංවර්ධන සහයෝගිතාවද ඇතුළුව සංස්කෘතික හා ආගමික සහයෝගිතාව, ආරක්ෂක සහයෝගිතාව, කෘෂිකාර්මික ධීවර සහ සංචාරක ක්ෂේත්‍රයන්හි සහයෝගිතාව ද තවදුරටත් වැඩිකිරීම සඳහා මෙම හමුවේ දී රාජ්‍යයන් දෙක අතර සාකච්ඡා පැවැත්වීමට බලාපොරොත්තු වෙනවා. ජනාධිපතිතුමා විසින් මෙම සංචාරය අතරතුර දී තායිලන්තයේ ශ්‍රී ලංකා ව්‍යාපාරික සංසදය ඇමතුවා.
මේ සඳහා දෙරටේ බොහෝ ව්‍යාපාරික ප්‍රජාවන්, බොහෝ සංඛ්‍යාවක් ව්‍යාපාරික ප්‍රජාවන් එක්වී සිටියා. ජනාධිපතුමා මෙම ව්‍යාපාර හමුව අතරතුර තෝරාගත් ව්‍යාපාරික සාමාජිකයන් ඒ කියන්නේ, සංචාරක, හෝටල් ක්ෂේත්‍රයේ සීනි කර්මාන්තය, ජෛව බලශක්ති, ආනයනය සහ අපනයන, ආහාර සැකසුම්, විදුලිය හා විද්‍යුත් නිෂ්පාදන, බැංකු කටයුතු, වාහන අමතර කොටස් ආදි ක්ෂේත්‍රයන්වල නියෝජිතයන් සමග වෙනමම සාකච්ඡා පැවැත්වුවා. මෙම ව්‍යාපාරික නියෝජිතයන් ලංකාවේ ආයෝජනය කිරීම සඳහා ඉතා ඉහළ උනන්දුවක් දැක්වුවා. ඒ අනුව මෙම ආයෝජකයන් දිරිගැන්වීම සඳහා වැඩසටහන් සැකසීම සඳහා ආයෝජන මණ්ඩලයට සහ අදාළ ආයතන වලට ජනාධිපතිතුමා උපදෙස් දුන්නා. ජනාධිපතිතුමාගේ සංචාරයේ ප්‍රතිඵලයක් ලෙස තායිලන්තයේ නියෝජ්‍ය අග්‍රාමාත්‍යතුමා ලංකාවට පැමිණිමට නියමිතයි දෙදහස්.. ලබන අවුරුද්දේ මුල් කාර්තුවේදී. එතුමාගේ මෙම සංචාරයේ දී මෙරට වැදගත් ආගමික ස්ථාන නැරඹීමටත්, එමගින් දෙරට අතර සංචාරක සංවර්ධන ප්‍රවර්ධනය කිරීමටත් අදහස් කරනවා. එතුමා සමඟ මාධ්‍ය කණ්ඩායමක් පැමිණෙන අතර එමගින් ලංකාවේ ආගමික ස්ථාන පිළිබඳ තායිලන්ත ජනතාව දැනුවත් කිරීමට හා ඒ හරහා මෙරටට පැමිණෙන තායි සංචාරකයන් ඉහළ නැංවීමටත් අදහස් කරනවා.
තවද, මෙම සාකච්ඡා අතරතුරදී රටවල් දෙකේ කෘෂිකාර්මික සංවර්ධනය සඳහා වැඩසටහන් ආරම්භ කිරීමටත්, විශේෂයෙන්ම තාක්ෂණික හුවමාරු වැඩටසටහන් දියත් කිරීමටත් අදහස් හුවමාරු වුණා. මෙම සාකච්ඡාවල දී තායිලන්ත රජය විසින් ලංකාවට ප්‍රදානය කරන, ශිෂ්‍යත්ව ප්‍රදානයන් වැඩි කිරීමටත් එකඟවුණා. විශේෂයෙන්ම මහජන සෞඛ්‍යය, කෘෂිකර්මය, පුනර්ජීවන බලශක්ති සහ ග්‍රාමීය සංවර්ධනය යන ක්ෂේත්‍රයන් ආවරණය වන පරිදි මෙම ශිෂ්‍යත්ව ප්‍රදානය කිරීමට එකඟවුණා. ඒ වගේම තවත් කාරණයක් ගැන කථා වුණා. තායිලන්ත රජයේ ආධාර ලබාගැනීමට, සංඝයාවහන්සේලා සඳහාම වෙන් වූ රෝහලක් ඉදි කිරීමට, ඒ පිළිබඳවත් ඔවුන්ගේ අවධානය යොමුවුණා. අවසාන වශයෙන් මෙම සංචාරයේ ප්‍රතිඵල මගින් දෙරට අතර දිගුකාලීන සම්බන්ධතා හා පොදු ඓතිහාසික, ආගමික හා සංස්කෘතික බැඳියාවන් ඉතා හොඳින් පිළිබිඹුවීමක් වෙන ගමන්ම දෙරටේ සම්බන්ධතා නව මාවතකට යොමුවීමක් පිළිබිඹු වුණා. මෙම සංචාරය අතරතුර ජනාධිපතිතුමාගේ සාකච්ඡාවලට අමතරව අපගේ විදේශ කටයුතු අමාත්‍ය මංගල සමරවීර... ගරු මංගල සමරවීර මැතිතුමා ද තායිලන්තයේ විදේශ කටයුතු ඇමතිතුමා සමග හමුවෙලා දෙරටේ නායකයන් අතර සාකච්ඡා කළ කරුණු පිළිබඳ තවදුරටත් වැඩිපුර සාකච්ඡා කිරීමක් කළා.

First regarding the Sri Lanka joining the Open Government Partnership becoming the newest participating the country of Open Government Partnership. Sri Lanka endorsed the Open Government Declaration committing “to foster a global culture of open government that empowers and delivers for citizens , and advances the ideals of open and participatory 21st century government ,” The Open Government Partnership is a multi-lateral initiative launched in 2011 to provide an international platform for domestic reformers committed to make their governments more open, accountable , and responsive for citizens. From its initial 8 countries i.e Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, United States.
This partnership OGP has now grown to 69 participating countries, encompassing countries of both the developed and developing world. And OGP aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption and harness new technologies to strengthen governance. The Sri Lanka delegation was led by Minister of Justice Hon Wijeyadasa Rajapaksa. He was actually accorded the honour of being the First plenary speaker at the Inauguration presided over by Mexican President. And he has indicated that has Sri Lanka, during his speech the Hon. Minister has indicated that Sri Lanka joins the OGP, we recognized that threshold required to be a truly open government has been raised.
This makes Sri Lanka even more determined to walk this path together with participating states of the OGP and civil society members and, learning from their experiences, and obtaining expertise, whenever, necessary to build our own capacities, to reach the required benchmark. And as government has already, I mean in the path, and the delegation to OGP comprises of in addition to the Hon. Minister of Justice, the Deputy Minister of Foreign Affairs Dr. Harsha de Silva and Sri Lanka Ambassador to US Mr. Prasad Kariyawasam and officials from the US Embassy as well as Ministry of Justice.
ශ්‍රී ලංකාව විවෘත ආණ්ඩු හවුල්කාරිත්වය සඳහා සම්බන්ධවීම විවෘත ආණ්ඩුවක ගෝලීය සංස්කෘතිය වැඩිදියුණු කිරීමටකැපවෙමින්, ශ්‍රී ලංකාව විවෘත ආණ්ඩු හවුල්කාරිත්ව ප්‍රකාශයකට අත්සන් තැබුවා. මේ සඳහා දකුණු ආසියාවෙන් සම්බන්ධවන.... දැනට සම්බන්ධවන එකම රට ශ්‍රී ලංකාව. ඒ වගේම ආසියානු කලාපයේ ඉන්දුනීසියාව, මොංගෝලියාව පිලිපීනය සහ කොරියන් ජනරජයත් මේකට අත්සන් තබලා තිබෙනවා. 2011 වර්ෂයේ දි ඇමරිකා එක්සත් ජනරජය විසින් ආරම්භ කරපු බහුපාර්ශ්වික පියවරක් විධියට මේක පටන් ගත්තෙ, මෙහිදි පුරවැසියන් සඳහා ඔවුන්ගේ රජයන් වඩාත් විවෘත සහ වගකීමෙන් යුතු, පුරවැසියන්ට වගකියන ආණ්ඩු බවට පත් කිරීමටත්, ඒ වෙනුවෙන් කැපවුණු ප්‍රතිසංස්කරණ සිද්ධ කරන්නන්ට ජාත්‍යන්තර වේදිකාවක් තනාදීමත් මේකෙ අරමුණු. ඒ සඳහා මූලිකවුන රටවල් 8ක් තියෙනවා. බ්‍රසීලය, ඉන්දුනීසියාව, මෙක්සිකෝව, නොර්වේ, පිලිපීනය, දකුණු අප්‍රිකාව, එක්සත් රාජධානිය සහ ඇමරිකා එක්සත් ජනපදය.
මේ වනවිට සංවර්ධිතයි සහ සංවර්ධිත සහ සංවර්ධනය වෙමින් පවතින රටවල් 69 ක් මේකට සම්බන්ධ වෙලා තියෙනවා. විනිවිදභාවය වැඩිදියුණු කිරීම, පුරවැසියන් බලගැන්වීම, දූෂණයට එරෙහිව සටන් වැදීම, පාලනය ශක්තිමත් කිරීම සඳහා නව තාක්ෂණය වැඩිදියුණු කිරීමට රජය තුළ ඇති කැපවීම සහතික කිරීම මේකෙ සෙසු අරමුණු වෙනවා. නව සාමාජිකයෙක් ලෙස ශ්‍රී ලංකාව පිළිගත්ත OGP සමුළුවේ දී මෙහිදී නායකත්වය දැරුවේ ගරු අධිකරණ අමාත්‍ය විජයදාස රාජපක්ෂ මහතා.

Regarding the Hon. Deputy Minister of Foreign Affairs’ visit to Washington D.C, Deputy Minister following his visit to attend the Open Government Partnership Summit Mexico, he visited Washington D.C. on 30thOctober with a view to further promote United States Sri Lanka bilateral relations particular on economic and business matters.
During his visit, he met senior officials of the US State Department, US Department of Treasury, US Department of Commerce , Office of Millennium Challenge cooperation as well as World Bank.
During his discussion with US officials, Dr. Harsha de Silva emphasized the importance of further promoting economic and business relations with US in the light of path- breaking transformation taking place in Sri Lanka in terms of political reforms addressing accountability issues . He also visited to the newly opened Chancery building of the Embassy.

මේ හමුවල දී ඔහු එක්සත් රාජධානියේ රාජ්‍ය දෙපර්තමේන්තුවේ ජ්‍යෙෂ්ඨ නිලධාරීන් සමග සාකච්ඡා පැවැත්වුණා. එම නිලධාරින් අතර භාණ්ඩාගාර එක්සත් රාජධානියේ එක්සත් ..sorry එක්සත් රාජධානියේ රාජ්‍ය දෙපාර්තමේන්තුවේ භාණ්ඩාගාර නිලධාරීන්, වාණිජ දොපර්තමේන්තු නිලධාරීන්, ලෝක බැංකු නිලධාරීන් ද ඇතුළු වුණා. එහිදී පැවති සාකච්ඡාවල දී ඔහු වඩාත් අවධාරණය කළේ ආර්ථික සහ ව්‍යාපරික සම්බන්ධතා ප්‍රවර්ධනය කිරීම. විශේෂයෙන්ම මේ අවස්ථාවේ ශ්‍රී ලංකාවේ පවතින පරිවර්තනයේ දී දේශපාලන ප්‍රතිසංස්කරණ සහ වගකීම් පිළිබඳ කටයුතුවල දී ආර්ථික හා ව්‍යාපාරික සම්බන්ධතා ප්‍රවර්ධනය කිරීමේ වැදගත්කමත් අවධාරණය කෙරුණා. පසුව, මේ සාකච්ඡාවලින් පසුව නියෝජ්‍ය ඇමතිතුමා අළුතින් විවෘත කරන ලද තානාපති කාර්යාලයක පරිශ්‍රය තුළ චාරිකාවක නිරත වුණා. ස්තුතියි.
ප්‍රශ්න තියනවා නම් ඒ සම්බන්ධයෙන් යොමු කරන්න පුළුවන්
ඔබට මතක ඇති මේ වසරේ මැයි මාසයේ පැවතුනු මාධ්‍ය හමුවේ දී අපි ඔබට කියා සිටියා, බලහත්කාරයෙන් හෝ ස්වේච්ඡාවෙන් තොර අතුරුදහන් කිරීම් පිළිබඳ එක්සත් ජාතීන්ගේ ක්‍රියාකාරී කණ්ඩායම මේ වසරේ අගෝස්තු මාසයේ ශ්‍රී ලංකවේ සංචාරයක නිරතවීමට නියමිතව තිබුණු බව. ඒ අවස්ථාවේ අපි කියා සිටියා එම ක්‍රියාකාරී කණ්ඩායමට ශ්‍රී ලංකාවේ නිල සංචාරයක නිරතවීමට ආරාධනා කිරීමට තිරණය කරනු ලැබුවේ 2013 වසරේ ජනවාරි මාසයේ කියලා.
නමුත් ඒ අවස්ථාවේදි සංචාරයට අදාළ දින නියමිතව තිබුණේ නැහැ. ඒ සම්බන්ධයෙන් තීරණයක් අරගෙන තිබුණේ නැහැ. ඉන්පසුව මේ වසරේ දින නියම කරනු ලැබුවා අගෝස්තු මාසයේ සංචාරයකට නිරත වෙන්න. නමුත් අගෝස්තු මාසයේ පැවති මහ මැතිවරණය හේතුවෙන් එම සංචාරය කල් දැමීමට සිදුවුණා. දැන් එම සංචාරය සඳහා නිශ්චිත වශයෙන් දින තීරණය කරලා තිබෙනවා. ඒ අනුව සාමාජිකයින් 05 දෙනෙකුගෙන් යුත් කණ්ඩායමක් නොවැම්බර් මස 09 වෙනිදා සිට 18 වන දිනයන්හි දින 10 ක සංචාරයක යෙදීමට නියමිතයි. එම ක්‍රියාකාරී කණ්ඩායමේ නායකත්වය දරන්නේ, එම ක්‍රියාකාරී කණ්ඩායමේ උප සභාපතිධූරය දරන බර්නාඩ් ඩුහෙයිම් මහතා.
මෙම බලහත්කාරයෙන් හෝ ස්වේච්ඡාවෙන් තොර අතුරුදහන් කිරීම් පිළිබඳ එක්සත් ජාතීන්ගේ ක්‍රියාකාරී කණ්ඩායම පිහිටුවනු ලැබුවේ 1980 වසරේ. ඔවුන් අපරාධ පරීක්ෂණ වැනි ක්‍රියාකාරකම්වලට සහභාගි වෙන්නෙ නැහැ. ඔවුන් කටයුතු කරන්නෙ මානුෂීය මූලධර්ම පදනම් කරගෙන. අදාළ රජයන් සහ අතුරුදහන්වූවන් ගේ පවුල් අතර සන්නිවේදන නාලිකාවක් වශයෙන් විසඳුම් සොයාදීම අරමුණු කරගෙන. දැන් ඔවුන් මෙම සංචාරයේ.... කියන්නෙ උදාහරණයක් වශයෙන් ගත්තහම යම්කිසි පුද්ගලයෙක් අතුරුදහන් වුණා කියලා ඔවුන්ට ලිඛිතව දැනුම්දීමක් කෙරුවම ඒ අදාළ විස්තර ඔවුන් එම අදාළ රජයට ලබා දීලා රජය විසින් එම පුද්ගලයා පිළිබඳව සොයා බලා නැවතත් එම ක්‍රියාකාරී කණ්ඩායම වෙත දැනුම් දෙන ලෙස ඔවුන් ඉල්ලා සිටිනවා. ඔවුන්ගේ මූලික පරමාර්ථය වන්නේ රජයන් සමග ක්‍රියාකරමින් රජය සහ අදාළ පවුල් සමග සාකච්ඡා මාර්ගයෙන් විසඳුම් ලබාදීම. ඒ වගේම ඉදිරියේ දී, එහෙම නැත්නම් අනාගතයේ දී බලහත්කාරයෙන් හෝ ස්වේච්ඡාවෙන් අතුරුදහන්වීම් නැවත සිදුනොවීමට වැඩ පිළිවෙලක් ක්‍රියාත්මක කිරීමට අදහස් හුවමාරු කරගැනීම.
ඒ වගේම බලහත්කාරයෙන් අතුරුදහන් කරවීමෙන් සියලු පුද්ගලයන් ආරක්ෂා කිරීමේ පනතට අනුකූලව ක්‍රියාකරන ආකාරය ගැනත් රජයත් සමග සාකච්ඡා කරලා නිසි ක්‍රියාමාර්ග ගැනීම. ඔවුන් කොළඹ දින 05 ක් ගතකිරීමට නියමිතයි. ඒ කියන්නෙ 09, 10, 16, 17 සහ 18 යන දිනවල ඔවුන් කොළඹ දී රාජ්‍ය සහ රාජ්‍ය නොවන ආයතනවල නිලධාරීන් සමග සාකච්ඡා කිරීමට නියමිතයි. ඔවුන් ඉතිරි දිනවල යාපනය, කිලිනොච්චි, මන්නාරම, මාතලේ, මඩකලපුව, ත්‍රිකුණාමලය, අම්පාර සහ ගාල්ල යන ප්‍රදේශවල සංචාරය කිරීමට නියමිතයි. නීතිය සහ සාමය පිළිබඳ අමාත්‍යාංශය, ආරක්ෂක අමාත්‍යාංශය, නීතිපති දෙපාර්තමේන්තුව, සෞඛ්‍ය අමාත්‍යාංශය, නැවත පදිංචි කිරීම පිළිබඳ අමාත්‍යාංශය, ඒ වගේම ශ්‍රී ලංකා යුද හමුදාව සහ නාවික හමුදා ප්‍රධානීන්, පොලිස්පතිතුමා, මන්ත්‍රිවරුන්, පාර්ලිමේන්තු මන්ත්‍රිවරුන් ඒ වගේම ප්‍රාදේශීය මට්ටමින් උතුරු, දකුණු සහ නැගෙනහිර පළාත්වල ආණ්ඩුකාරවරු සහ උතුරු සහ නැගෙනහිර ප්‍රධාන අමාත්‍යවරු හමුවීමට නියමිතයි.
ඔවුන්ගේ සංචාරය අවසානයේදී, ඒ කියන්නෙ නොවැම්බර් මාසෙ 18 වන දින එක්සත් ජාතීන්ගේ කොළඹ කාර්යාලයේ දී ප.ව.03.00 ට මාධ්‍ය හමුවීමක් පැවැත්වීමට නියමිතයි. ඔවුන් සංචාරය පිළිබඳ අවසාන වාර්තාව 2016 වසරේ සැප්තැම්බර් මාසයේ දී මානව හිමිකම් කවුන්සලයට, කවුන්සලයේ දී ප්‍රකාශයට පත්කරන්න නියමිතයි. ඊට අමතරව අපි ඔබට මීට කළින් වතාවක දැනුම් දුන්නා විදේශ රටවල් 44 ක් නේවාසික තානාපති කාර්යාල ලංකාවේ පවත්වාගෙන යන බව, ඒ වගේම රටවල් 96 ක් විදේශ රටවල සිට ශ්‍රී ලංකාව සඳහා නියෝජිතයන් අක්ත ගන්වා තිබෙනවා. අද දින තානාපතිවරු සිව්දෙනෙක් ජනාධිපතිතුමාට අක්ත පත්‍ර ප්‍රදානය කරා. ඔවුන්ගෙන් නියෝජිතයන්, ඒ කියන්නෙ තානාපතිවරු තුන්දෙනෙක් නවදිල්ලි නුවර නේවාසිකව සිටින තානාපතිවරු. එක්කෙනෙක් ලංකාවේ නේවාසිකව සිටින තානාපති කෙනෙක්. නවදිල්ලියේ සිට ලංකාවට පැමිණ අක්ත පත්‍ර ප්‍රදානය කරපු තානාපතිවරු තුන්දෙනාගේ නම් මම ඔබට ලබා දෙන්නම්:-
- 1.ආචාර්ය ඩැනියෙල් පීටර් මැතිතුමා එතුමා දකුණු සුඩාන ජනරජයේ තානාපති,
- 2.බුලාත් සර්සෙන්බයෙව් මැතිතුමා එතුමා කසකස්ථාන රජයේ තානාපති,
- 3.ව්ලැඩිමීයර් මාරිච් මැතිතුමා එතුමා සර්බියන් රජයෙන් ශ්‍රී ලංකාවට නම් කළ තානාපති
ශ්‍රී ලංකාවේ නේවාසිකව සිටින තානාපතිවරු අතරේ හිටිය එක්කෙනයි අද අක්ත පත්‍ර ප්‍රදානය කිරීමට. ඒ තමයි ක්වේට් රාජ්‍යය නම් කරපු තානාපති ඛාලෆ් බුදායීර් මැතිතුමා. එපමණයි අද ලබාදෙන්න තියෙන තොරතුරු ඔබට යම්කිසි ප්‍රශ්නයක් අහන්න තියෙනවා නම් ඒ ප්‍රශ්න යොමු කරන්න. නැත්නම් මම ඉංග්‍රීසි භාෂාවෙනුත් මේ තොරතුරු ලබාදුන්නට පස්සෙ ප්‍රශ්න යොමු කරන්න පුළුවන්.
You may recall that in one of our media briefings in May this year, we mentioned that the UN working group on enforced and involuntary disappearances was scheduled to visit Sri Lanka In August This year. We also informed that the actual decision to invite the Working Group to visit Sri Lanka had been taken as far back in January 2013, However, dates for the visits had not been decided at the time. Dates for the visit were decided only this year and the original dates that were decided were in August this year.
However, due to the Parliamentary election, that was scheduled for the same month, the visit had to be rescheduled. Dates have now been finalized and the Working Group will visit Sri Lanka from Monday 9thNovember to Wednesday 18th November. This is not the first time that the Working Group is visiting Sri Lanka . They have visited thrice previously in 1991, 1992, and in 1999. And visit of this nature always take place at the invitation of the Government.
The visit will be undertaken by 5 member team headed by the vice Chairman of the Working Group Mr. Bernard Duhaime .This Working Group was set up in 1980. They act as a channel of communication between the families of the disappeared and the governments and they facilitate dialogue to try to solve cases that are brought to their notice, Basically when a case is brought to their notice, they inform the government concerned and they request the government to look into the case and ascertain what has happened to the individual concerned and report to back to them. Their work is not in any way of a criminal investigative nature. Their work is based on humanitarian mandate to facilitate dialogue and work with governments to ascertain information for families of victims and also work with governments to monitor and assist governments in implementing the provisions of the declaration on the protection of the all persons from enforced disappearance .
When they visit, discussions will also take place regarding the measures that the government will take to prevent future enforced disappearances and assists relatives of victims. The Working Group will spend 5 days in Colombo that is on the 09th ,10, 16th ,17th and 18th of November . On the remaining days, they will travel to Jaffna, Kilinochchi ,Mannar, Mullativu, Batticaloa, Matalay, Trincomalee, Ampara and Galle .
They will meet government officials from the Ministry of Law and Order, the Attorney General Department , Ministry of Justice, Defence , Resettlement, Health including Judicial medical officers and they will also meet the Commanders of the Sri Lanka Army and Navy and IGP and the Police officers . They will also meet with members of Parliament and local authorities, the Governors of the Northern, Eastern and Southern Provinces as well as the Chief Ministers of the Northern and Eastern Provinces.
At the conclusion of their visit, they will hold a press conference in the UN compound in Colombo on the 18th of November at 3.00 pm and a final report on their visit will be presented in the Human Right Council in September next year that is 2016. As at date the Working Group has transmitted 12341 cases of enforced joint voluntary disappearances to the government over a long period and the government has managed to clarify 6590 cases. Some of the pending cases that remains unclarified date back to the 1980s and 1990s . For example, approximately 4057 cases are from before 1991.

As I informed in Sinhala we informed you in one of our media briefing several months ago that there are 44 Foreign Missions’ resident in Sri Lanka and that 96 foreign countries have accredited their Ambassadors to Sri Lanka from countries overseas. Mainly from New Delhi. Today 4 foreign envoys presented their credentials to President Maithripala Sirisena. Three of them are resident in New Delhi. That is Dr. Daniel Peter Othol, Ambassador of the Republic of South Sudan, Mr. Bulat Sarsenbayev, Ambassador of the Republic of Kazakhstan, Mr. Vladimir Maric, Ambassador of the Republic of Serbia. Those three Ambassadors are resident in New Delhi and the Ambassador of the State of Kuwait Mr. Khalaf Bu Dhhair who is resident in Colombo .

Q: I’m Chaturanga from News First, now there have been few arrests in the country with have an international pins to in terms of Maldives boy and I am raising my question with regard to Mr. Kumar Gunaratnam who was arrested because allegedly had a citizenship of Australia. Do you have a comment on this arrest as the spokesperson for the Foreign Affairs Ministry?
A: As of now I have no comment . There were questions raised as to whether the Australian Government has raised any questions or concerns with Foreign Ministry as of now there have not been any concerns raised either .
Q: And in terms of Maldives issue the Sri Lankan military individual who was arrested in Maldives today
Is the Sri Lankan government is going to take any action regard to him or is he solely under the responsibility of the Maldives government?
- A.Well, If it’s Sri Lankan national obviously Government of Sri Lanka would be concerned but even on that we don’t have any details as of now . So, we are in the process of gathering information as to exactly, what has happened and what the nature of the arrest or arrest has been whether it has been an arrest or whether it was just the taking in for the questioning . It is still unclear. So, once we have clearer information we would be able to commend.
Q; And the report you are speaking on about the Maldivian individual who was arrested here in Sri Lanka when will this be available for us ? When will you get it when will it be available ? Will it take times. ?
A: I didn’t speak of a report. I said that there are several agencies involved here and several officials who have been a part of the process and this Ministry can actually only look into action or inactions of the officials in this Ministry. So, here in this case there are other agencies and departments involved as well and it’s still unclear as to the exact nature of the inquiry but whenever we have details, we would be pleased to share them with you.
Q: However, the family of this boy has filed in a court case today. Does that affect the situation in anyway with regard to the Foreign Ministry?
A: I am not in a position to make any comment on that.

Q: I am Lahiru from Daily Mirror newspaper. I was wondering if this UN Working Group will they be meeting missing persons concerns’ officials ?
A: They will be meeting the chairperson of the Paranagama Commission and that is Justice Paranagama and I am not sure as to whether the other Commissioners will be involved in the meeting but, yes they will be the meeting with the Commissioner.
Q:…..Venue and the date for the Paranagama meeting ?
A: We don’t have the exact details as yet of the schedule but as I said they will be visiting from 09th to 18th of November 2015.
Q: You are not very much clear about the exact date of ….?
A: No, not yet because the full programme has not yet been finalized.
