Co-Cabinet Spokesperson Hon. Dr. Ramesh Pathirana made the following statement at the Cabinet Briefing held on 21 May 2020 in regard to decisions on the Cabinet Paper presented by the Ministry of Foreign Relations:
“Minister of Foreign Relations Hon. Dinesh Gunawardena presented a Note to the Cabinet on the repatriation of Sri Lankans abroad. Around 4,500 Sri Lankans have returned to the country under this programme. In addition to this, currently there are about 41,000 Sri Lankans abroad, expecting to return to Sri Lanka. The Government of Sri Lanka is taking measures to systematically repatriate these 41,000 Sri Lankans. However, given the prevailing situation in the country, quarantine is required for 14 days. These repatriations have to be done promptly, but in accordance with the conditions of the quarantine locations. However, Sri Lanka has made arrangements to repatriate both Sri Lankan migrant workers and expatriates within the next few days. The necessary approval has been granted to repatriate migrant workers from Indonesia on 21 May, the Sri Lankans under high risk from Bangladesh on 23 May, the Sri Lankan students in Russia on 22 May, the Sri Lankan workers from Qatar on 26 May, the students in Belarus on 28 May and the other Sri Lankans in the Middle East and Maldives afterwards, on priority basis. There are especially about 6,870 Sri Lankans currently living in the Maldives. We have received a tremendous amount of requests from them. H.E the President has instructed to pay special attention to the Sri Lankans in the Middle East and the Maldives in regard to repatriation to Sri Lanka in future. However, we have to inform that, they have to be repatriated systematically. In addition to this, there are about 4040 people abroad on short-term visas. They too, have the urgency in returning to Sri Lanka. Currently, arrangements are being made to bring them back to Sri Lanka. But, the Government of Sri Lanka does not intend to send any special flights for this purpose. Since their visas have expired and a serious problem has arisen regarding their lodging, the Cabinet approval has been granted to prioritize the arrangements for the repatriation of those Sri Lankans from their respective countries, if they can provide for their own travel arrangements to Sri Lanka.”

සංක්‍රමණික ශ්‍රමිකයන් හා කෙටි කාලීන වීසා මත විදේශගත වූ ශ්‍රී ලාංකිකයන් ක්‍රමානුකූල ක්‍රියා පිළිවෙතක් මත ශ්‍රී ලංකාවට ගෙන ඒමට අමාත්‍ය මණ්ඩල අනුමැතිය
මේ පිළිබදව විදේශ කටයුතු අමාත්‍යාංශය ඉදිරිපත් කළ කැබිනට් පත්‍රිකාව සම්බන්ධයෙන් අමාත්‍ය මණ්ඩල සම මාධ්‍ය ප්‍රකාශක ගරු වෛද්‍ය රමේෂ් පතිරණ මැතිතුමා අමාත්‍ය මණ්ඩල තීරණ දැනුම් දීමේ මාධ්‍ය හමුවේ දී සිදු කරන ලද ප්‍රකාශය පහත දැක්වේ.
“විදේශ කටයුතු අමාත්‍ය ගරු දිනේෂ් ගුනවර්ධන මැතිතුමා ශ්‍රී ලාංකිකයන් නැවත ශ්‍රී ලංකාවට ගෙන ඒම පිළිබදව අමාත්‍ය මණ්ඩල සටහනක් ඉදිරිපත් කළා. ඒ යටතේ මෙරටට දැනට ශ්‍රී ලාංකිකයන් 4500ක් පමණ පිරිසක් ලංකාවට පැමිණ තිබෙනවා. දැනට ඊට අමතරව ශ්‍රී ලාංකාවට පැමිණීමට බලාපොරොත්තුවෙන් සිටින ශ්‍රී ලාංකිකයන් ප්‍රමාණය 41000ක් පමණ වනවා. එම 41000ක ප්‍රමාණය ක්‍රමාණුකූලව ගෙන්වා ගැනීම සදහා ශ්‍රී ලංකා රජය කටයුතු කරනවා. නමුත් රටේ පවතින තත්වය එක්ක නිරෝධායනය සදහා දින 14ක කාලයක් අවශ්‍යයි. එම නිරෝධායන සිදුකිරීමට අවශ්‍ය ස්ථාන පිළිබදව තිබෙන තත්වයන් සමග ක්‍රමාණුකූලව ඉක්මනින්ම නැවත ගෙන්වා ගැනීම සිදු කරන්න සිදු වනවා. නමුත් ඉදිරි දින කිහිපය තුළදී ශ්‍රී ලංකාව මේ ආකාරයෙන් ශ්‍රමිකයන් හා විදේශ ගත ශ්‍රී ලංකිකයන් ගෙන්වා ගැනීමට අවශ්‍ය කටයුතු කරලා තිබෙනවා. මැයි 21 වන දින සිට ඉන්දුනීසියාවේ සිටින සංක්‍රමණික ශ්‍රමිකයන් රැගෙන එන්නටත් ඉන්පසු මැයි 23 දින සිට බංග්ලාදේශයේ අධි අවදානම් සහිත ශ්‍රී ලාංකිකයන් ගෙන එන්නත් මැයි 22 රුසියාවේ සිටින ශ්‍රී ලංකික සිසු සිසුවියන් ගෙන්වා ගැනීමටත් මැයි 26 වන දින කටාර් සිට ශ්‍රී ලාංකික ශ්‍රමිකයන් ගෙන්වා ගැනීමටත් මැයි 28 වන දින බෙලාරූස්වල සිටින ශිෂ්‍යයන් ගෙන එන්නටත් ඉන් පසුව ප්‍රමුඛතාවය මත මැද පෙරදිග සහ මාල දිවයිනේ සිටින ශ්‍රී ලාංකිකයන් ගෙන ඒමටත් අවශ්‍ය අනුමැතිය ලබා දී තිබෙනවා. මෙහිදී විශේෂයෙන්ම මාලදිවයිනේ දැනට ශ්‍රී ලාංකිකයන් 6870ක් පමණ රැදී සිටිනවා. ඔවුනගෙන් අතිවිශාල ඉල්ලීම් ප්‍රමාණයක් ලැබිලා තියෙනවා. එහිදී ඉදිරි කාලය තුළ ශ්‍රමිකයන් ලංකාවට ගෙන්වා ගැනීමේදී මැදපෙරදිග මෙන්ම මාලදිවයින පිළිබදවද විශේෂ අවධානයක් යොමු කරන ලෙස අතිගරු ජනාධිපතිතුමා දැනුම් දී තිබෙනවා. නමුත් ඒ ශ්‍රමිකයන් ගෙන්වා ගැනීමට සිදුවන්නේ ක්‍රමාණුකූලව බවත් අපි දැනුම් දෙනවා. ඊට අමතරව කෙට් කාලීනව වීසා ලබාගෙන විදේශවල රැදී සිටින 4040ක පමණ පිරිසක් සිටිනවා විවිධ රටවල. ඔවුන්ටත් ලංකාවට පැමණීමේ අවශ්‍යතාවය ඉතා තදින් තිබෙනවා. ඒ පිරිස ලංකාවට ගෙන්වා ගැනීම සදහා අවශ්‍ය කටයුතු සිදු කෙරෙනවා. ඒ සදහා ශ්‍රී ලංකා රජය විශේෂ ගුවන් යානා යොමු කරන්නේ නෑ. ඔවුන්ට අදාළ රටවල සිට ලංකාවට පැමිණීමට අවශ්‍ය පහසුකම් සලසා ගත හැකි නම් ඔවුන්ගේ වීසා කල් ඉකුත් වී තිබෙන නිසාත් ඔවුන්ගේ ඉදුම් හිට්ම් පිළිබදව ප්‍රබල ගැටළුවක් මතු වී ඇති නිසාත් ඔවුන්වත් ක්‍රමාණුකූලව ලංකාවට ගෙන්වා ගුනීම සදහා අවශ්‍ය කටයුතු සදහා ප්‍රමුඛතාවය ලබා දීමටත් කැබිනට් මණ්ඩලය අනුමත කරලා තිබෙනවා.”
