Response of Spokesperson of the Ministry of Foreign Affairs to questions raised by the media in relation to remarks attributed to the Minister of Fisheries of Sri Lanka

The Ministry is aware of media reports of remarks made by the Minister of Fisheries on 26 May.

Sri Lanka recognises that the issue of Indian fishermen fishing in Sri Lankan waters is one that requires the careful attention of the authorities on both sides, especially in view of the impact on livelihoods of both Sri Lankan fishermen in the North of the country as well as Indian fishermen. The Sri Lankan fishermen in the North have recommenced their livelihood after many years of conflict and their concerns therefore, require special attention.

The issue is one that has environmental implications as well for Sri Lanka, arising from the methods of fishing used, especially bottom trawling.

The matter of Indian fishermen apprehended in Sri Lankan waters is approached from a humanitarian perspective in view of the livelihood dimension involved. All efforts are therefore taken to ensure their expeditious release.

Consultations between the two Governments on these issue have taken place at various levels over time and discussions are continuing.

Following discussions during the high level visits that took place this year, namely, the visit of President Maithripala Sirisena to India in February and Prime Minister Narendra Modi to Sri Lanka in March, the two Governments facilitated a further round of talks between fishermen’s representatives of the two countries in Chennai on 24 April 2015. The talks provided an opportunity for the two groups to discuss issues and share their views, extensively.

The request made by the Indian fishermen at this meeting to engage in fishing in Sri Lankan waters for 83 days per year for three years had been duly considered, but rejected by the Sri Lankan fishermen. This decision of the Sri Lankan fishermen was duly conveyed through the Indian Government.

There is full appreciation on both sides of the livelihood and humanitarian dimensions of the issue and the two Governments will, in the spirit of goodwill and understanding that exists, continue to engage in dialogue on this issue, to seek satisfactory short-term and long-term solutions.

ධීවර අමාත්‍යවරයා දැක් වූ අදහස් සම්බන්ධයෙන් මැයි 26 වන දා පළ වූ මාධ්‍ය වාර්තා ගැන විදේශ අමාත්‍යාංශය දැනුවත්ව ඇත.

ශ්‍රී ලංකාවට අයත් මුහුදු තීරයේ ධීවර කටයුතු කරන ඉන්දියානු ධීවරයින් පිළිබඳ ගැටලුව, විශේෂයෙන්ම මේ රටේ උතුරු ප්‍රදේශයේ වාසය කරන ශ්‍රී ලාංකික ධීවරයින්ගේ දිවි පෙවෙත කෙරෙහි මෙන්ම ඉන්දියානු ධීවරයින්ගේ දිවි පෙවෙත කෙරෙහි ද  බලපාන ප්‍රශ්නයක් වී ඇති හෙයින් එය දෙපාර්ශ්වය විසින්ම සුපරීක්ෂාකාරීව අවධානයට ලක් කළ යුතු කාරණයක් වන බව ශ්‍රී ලංකාව ඉතාමත් හොඳින් තේරුම් ගෙන ඇති කරුණකි.  ශ්‍රී ලංකාවේ උතුරු ප්‍රදේශයේ ධීවරයින් වර්ෂ ගණනාවක් තුළ ගැටුම්වලින් පීඩාවට පත්ව සිට මෑතක දී තම ජීවිකා වෘත්තිය නැවත ආරම්භ කොට ඇති හෙයින් ඔවුන් මුහුණ දෙන ප්‍රශ්න විශේෂ අවධානයට ලක්විය යුතු වේ.

යොදා ගන්නා ධීවර ක්‍රම, විශේෂයෙන්ම මුහුදු පතුලේ දැල් දමා මසුන් ඇල්ලීම ( ට්‍රෝලනය) වැනි ක්‍රම නිසා මෙම ප්‍රශ්නය හේතුවෙන් ශ්‍රී ලංකාවේ මුහුදු තීරයේ පාරසරික බලපෑම් ද ඇති වී තිබේ.

ශ්‍රී ලංකා මුහුදු තීරයේදී අත්අඩංගුවට ගනු ලබන ඉන්දීය ධීවරයන්, ඔවුන් මුහුණපාන ගැටළු හා ඒ සමඟ බැඳුණු ජීවනෝපාය මානයන් පිළිබඳව සලකා බලා ඒ සම්බන්ධයෙන් මානුෂීය ප්‍රවේශයක් අනුගමනය කරනු ලැබේ. එබැවින් ඉතා ඉක්මණින් ඔවුන් මුදාහැරීම සඳහා හැමවිටම සියලු ප්‍රයත්න දරනුලැබේ.

මෙම ගැටලුව සම්බන්ධයෙන් දෙරට රජයන් අතර කාලයක් තිස්සේ විවිධ මට්ටම්වලින් සාකච්ඡා පැවති අතර එම සාකච්ඡා තවදුරටත් සිදු කෙරේ.

මෙම වසරේ සිදුවූ ඉහළ මට්ටමේ සංචාර, එනම් පෙබරවාරි මාසයේ දී සිදුවූ ජනාධිපති මෛත්‍රිපාල සිරිසේන මැතිතුමාගේ ඉන්දීය සංචාරය හා මාර්තු මාසයේ දී සිදුවූ අග්‍රාමාත්‍ය නරේන්ද්‍ර මෝදි මැතිතුමාගේ ශ්‍රී ලංකා සංචාරය අතරතුරදී සිදුවූ සාකච්ඡාවලින් පසුව දෙරට ධීවරයන්ගේ නියෝජිතයන් අතර තවත් සාකච්ඡා වටයක් 2015 අප්‍රේල් 24 වන දින චෙන්නායිහි දී පැවැත්වීමට දෙරට රජයන් විසින් පහසුකම් සලසන ලදී. අදාළ ගැටලු පිළිබඳව පුළුල් ලෙස සාකච්ඡා කිරීමටත්, සිය අදහස් බෙදාහදා ගැනීමටත් කණ්ඩායම් දෙකට මෙහි දී සාකච්ඡාව මගින් අවස්ථාව සැලසිණි.

වසරක දී දින 83 ක් බැගින් වසර තුනක් සඳහා ශ්‍රී ලංකා මුහුදු තීරයේ ධීවර කටයුතුවල නියැලෙනු පිණිස ඉන්දීය ධීවරයන් මෙම රැස්වීමේ දී කළ යෝජනාව ශ්‍රී ලංකා ධීවරයන්ගේ නිසි සැලකිල්ලට යොමු වූ අතර, එය ශ්‍රී ලාංකික ධීවරයන් විසින් ප්‍රතික්ෂේප කරන ලදී.

ශ්‍රී ලාංකික ධීවරයන්ගේ එම තීරණය ඉන්දීය රජය හරහා නිසි පරිදි දැනුම් දෙන ලදී.

මෙම ගැටලුව හා බැඳුණු ජීවනෝපාය හා මානුෂීය සන්දර්භයන් පිළිබඳව දෙපාර්ශ්වයේම පූර්ණ අවධානය යොමු වී ඇති අතර, දෙරට අතර පවතින හොඳ හිත හා අවබෝධය හරහා, මෙම ගැටලුව සම්බන්ධයෙන් සෑහීමකට පත් විය හැකි ආකාරයේ කෙටි කාලීන හා දිගු කාලීන විසඳුම් සාකච්ඡා තුලින් ලබාගැනීම පිණිස දෙරට රජයන් අඛණ්ඩ සාකච්ඡාවෙහි නියැලී සිටිති.
