Today Sri Lanka and the Sultanate of Oman commemorate the 40th Anniversary of the establishment of diplomatic relations. To mark this momentous occasion, Foreign Minister of Sri Lanka Hon. Dinesh Gunewardena, and Foreign Minister of the Sultanate of Oman H.E. Sayyid Badr bin Hamad Al Busaidihave exchanged felicitation messages on this significant occasion in the bilateral relations between the two countries.
To commemorate this important occasion, a special event has been organized today at the Foreign Ministry of the Sultanate of Oman in Muscat to launch a commemorative “logo”. An Agreement on the mutual Exemption of Visa Requirements for Holders of Diplomatic, Special, Service and Official Passports will also be signed during the event coinciding with this special occasion. The Embassy of Sri Lanka in Muscat is organizing a series of activities to commemorate this historic occasion throughout the year.
Sri Lanka and the Sultanate of Oman enjoy long-standing historical and people to people relations. With the establishment of the diplomatic relations in 1981 and the opening of resident diplomatic missions of Sri Lanka and Oman in Muscat and Colombo in 1987 and 2013 respectively, the bilateral relations between the two countries continued to thrive and achieved significant millstones over the past four decades.
The first bilateral engagement between the two countries began with the visit of former Foreign Minister of Sri Lanka late Lakshman Kadirgamar, to the Sultanate of Oman in 1996. This visit paved the way to an official visit of a high level delegation from the Sultanate of Oman led by His Highness Sayyid Thuwainy bin Shihab Al Said, the Personal Representative of late His Majesty Sultan Qaboos, to Sri Lanka in 1997. His Majesty Sultan Haitham bin Tarik, in his then capacity as the Secretary General of the Ministry of Foreign Affairs of Oman, also visited Sri Lanka as a part of high level delegation.
A landmark Memorandum of Understanding (MoU) on Bilateral Political Consultation between the Ministries of Foreign Affairs of the two countries serves as a catalyst for the growing bilateral cooperation in multi-faceted fields between the two countries.
The establishment of Sri Lanka - Oman Parliamentary Friendship Association between the Parliament of Sri Lanka and the Shura Council of Oman paved the way for the exchange of high level visits between the two countries.
As the nations sharing the Indian Ocean, Sri Lanka and Oman are well poised for greater connectivity and deeper economic engagement. Given the bilateral relations between the two countries have diversified to encompass a wide range of areas for cooperation over the last four decades and the two nations have now embarked on an economic diversification drive, the time is ripe for both countries to focus on the enhancement of economic cooperation and partnership in the years ahead for the mutual benefits of both the peoples.
The vision of H.E. Gotabaya Rajapaksa, President of Sri Lanka, “Vistas of Prosperity and Splendour” and Oman’s Vision 2040 engineered by His Majesty Sultan Haitham bin Tarik, are the clear roadmaps for the journey in this direction with a view to achieving another milestone in the history of bilateral relations between Sri Lanka and the Sultanate of Oman.
I take this opportunity to pay a tribute to all who had extended their invaluable contribution in promoting bilateral relations between Sri Lanka and the Sultanate of Oman over the past many decades for the mutual benefits of both the peoples.
I am confident that the growing bilateral relations underpinned by a long-standing bonds of friendship and cooperation that so happily exist between Sri Lanka and Oman over the decades, will continue to flourish in the years ahead.

මෙම වැදගත් අවස්ථාව සැමරීම සඳහා, අද දින මස්කට් හි ඕමාන් සුල්තාන් රාජ්‍යයේ විදේශ අමාත්‍යංශය විසින් අනුස්මරණ “ලාං

දෙරට අතර පළමු ද්වීපාර්ශ්වික සබඳතාවය ආරම්භ වූයේ හිටපු විදේශ අමාත්‍ය දිවංගත ලක්ෂ්මන් කදිර්ගාමර් මැතිතුමා 1996 දී ඕමාන සුල්තාන් රාජ්‍යයේ නිරත වූ සංචාරය තුළිණි. මෙම සංචාරය මඟින් 1997 දී අභාවප්‍රාප්ත සුල්තාන් කබූස් රජතුමාගේ පෞද්ගලික නියෝජිත සයීඩ් තුවානි බින් ෂිහාබ් අල් සයිඩ් උතුමාණන්ගේ නායකත්වයෙන් යුත් ඕමාන් සුල්තාන් රාජ්‍යයේ ඉහළ පෙළේ නියෝජිත කණ්ඩායමකගේ නිල සංචාරයක් සඳහා මඟ සැලසිණ. එවකට ඕමානයේ විදේශ කටයුතු අමාත්‍යාංශයේ මහලේකම්වරයා ලෙස කටයුතු කළ සුල්තාන් හයිතම් බින් තාරික් උතුමාණන් ද ඉහළ පෙළේ නියෝජිත පිරිසක් සමඟ ශ්‍රී ලංකාවේ සංචාරයක යෙදුණි.
දෙරටේ විදේශ කටයුතු අමාත්‍යාංශ අතර අත්සන් තබන ලද ද්විපාර්ශ්වික දේශපාලන උපදේශනය පිළිබඳ වැදගත් අවබෝධතා ගිවිසුමක්, දෙරට අතර බහු පාර්ශ්වීය ක්ෂේත්‍රයන්හි වර්ධනය වන ද්විපාර්ශ්වික සහයෝගීතාවය සඳහා උත්ප්‍රේරකයක් ලෙස කටයුතු කරයි.
ශ්‍රී ලංකා පාර්ලිමේන්තුව සහ ඕමානයේ ෂුරා කවුන්සිලය අතර ශ්‍රී ලංකා - ඕමාන් පාර්ලිමේන්තු මිත්‍රත්ව සංගමය පිහිටුවීම මඟින් දෙරට අතර ඉහළ මට්ටමේ සංචාර හුවමාරු කර ගැනීම සඳහා මඟ පෑදීය.

இன்று இலங்கை மற்றும் ஓமான் சுல்தானேனற்று ஆகியன இராஜதந்திர உறவுகளை ஸ்தாபித்த 40வது ஆண்டு நிறைவை நினைவுகூர்கின்றன. இந்த முக்கியமான சந்தர்ப்பத்தைக் குறிக்கும் வகையில், இலங்கை வெளிநாட்டு அமைச்சர் கௌரவ தினேஷ் குணவர்தன மற்றும் ஓமான் சுல்தானேற்றின் வெளிநாட்டு அமைச்சர் மாண்புமிகு சையித் பத்ர் பின் ஹமாத் அல் புசைதி ஆகிய இருவரும் இரு நாடுகளுக்கும் இடையிலான இருதரப்பு உறவுகளிலான இந்த குறிப்பிடத்தக்க சந்தர்ப்பத்தில் வாழ்த்துச் செய்திகளைப் பரிமாறிக்கொண்டனர்.
இந்த முக்கியமான சந்தர்ப்பத்தை நினைவுகூரும் வகையில், மஸ்கட்டில் உள்ள ஓமான் சுல்தானேற்றின் வெளிநாட்டு அமைச்சில் நினைவுச் சின்னம் ஒன்றை அறிமுகப்படுத்தும் முகமாக இன்று ஒரு விஷேட நிகழ்வு ஏற்பாடு செய்யப்பட்டுள்ளது. இந்த விஷேட சந்தர்ப்பத்துடன் இணைந்த நிகழ்வின் போது இராஜதந்திர, சிறப்பு, சேவை மற்றும் உத்தியோகபூர்வ கடவுச்சீட்டுக்களை வைத்திருப்பவர்களுக்கான வீசா தேவைகளை பரஸ்பரம் விலக்களிப்பது குறித்த ஒப்பந்தமும் கைச்சாத்திடப்படவுள்ளது. இந்த வரலாற்று நிகழ்வை நினைவுகூரும் வகையில் மஸ்கட்டில் உள்ள இலங்கைத் தூதரகம் தொடர்ச்சியான நடவடிக்கைகளை ஏற்பாடு செய்து வருகின்றது.
இலங்கையும் ஓமான் சுல்தானேனற்றும் நீண்டகால வரலாற்று மற்றும் மக்களுக்கிடையிலான உறவுகளை அனுபவித்து வருகின்றன. இராஜதந்திர உறவுகள் 1981ஆம் ஆண்டில் ஸ்தாபிக்கப்பட்டதோடு, 1987 மற்றும் 2013ஆம் ஆண்டுகளில் முறையே மஸ்கட் மற்றும் கொழும்பில் இலங்கை மற்றும் ஓமானின் இராஜதந்திரத் தூதரகங்கள் திறக்கப்பட்டதன் மூலம், இரு நாடுகளுக்கும் இடையிலான இருதரப்பு உறவுகள் தொடர்ந்தும் செழிப்படைந்து, கடந்த நான்கு தசாப்தங்களாக குறிப்பிடத்தக்க மைல்கற்களை எட்டியுள்ளன.
இரு நாடுகளுக்கிடையேயான முதலாவது இருதரப்பு ஈடுபாடு 1996ஆம் ஆண்டில் இலங்கையின் முன்னாள் வெளிநாட்டு அமைச்சர் காலஞ்சென்ற லக்ஷ்மன் கதிர்காமர் அவர்களின் விஜயத்துடன் ஆரம்பமானது. இந்த விஜயமானது, காலஞ்சென்ற மேன்மை தங்கிய சுல்தான் கபூஸின் தனிப்பட்ட பிரதிநிதியான சையித் துவைனி பின் ஷிஹாப் அல் சையத் அவர்களின் தலைமையில் 1997ஆம் ஆண்டில் ஓமான் சுல்தானேற்றில் இருந்து இலங்கைக்கு மேற்காள்ளப்பட்ட ஒரு உயர்மட்ட தூதுக்குழுவின் உத்தியோகபூர்வ விஜயத்துக்கு வழிவகுத்தது. அப்போதைய ஓமான் வெளிநாட்டு அமைச்சின் பொதுச்செயலாளராக மேன்மை தங்கிய சுல்தான் ஹைதம் பின் தாரிக் செயற்பட்டதுடன், உயர்மட்ட தூதுக்குழுவின் ஒரு பகுதியாக இலங்கைக்கு விஜயம் செய்தார்.
இரு நாடுகளினதும் வெளிநாட்டு அமைச்சுக்களுக்கிடையிலான இருதரப்பு அரசியல் ஆலோசனை குறித்த புரிந்துணர்வு ஒப்பந்தம் இரு நாடுகளுக்கிடையில் பன்முகத் துறைகளில் அபிவிருத்தியடைந்து வரும் இருதரப்பு ஒத்துழைப்புக்கு ஒரு ஊக்கியாக தொழிற்படுகின்றது.
இலங்கை நாடாளுமன்றத்துக்கும் ஓமான் ஷூரா சபைக்கும் இடையில் நிறுவப்பட்ட இலங்கை - ஓமான் நாடாளுமன்ற நட்புறவுச் சங்கமானது, இரு நாடுகளுக்கும் இடையில் உயர்மட்ட விஜங்களைப் பரிமாறிக் கொள்ள வழி வகுத்தது.
இந்து சமுத்திரத்தைப் பகிர்ந்து கொள்ளும் நாடுகள் என்ற வகையில், அதிக இணைப்பு மற்றும் ஆழ்ந்த பொருளாதார ஈடுபாடு ஆகியவற்றுக்கு இலங்கையும், ஓமானும் நன்கு தயாராக உள்ளன. இரு நாடுகளுக்கும் இடையிலான இருதரப்பு உறவுகள் கடந்த நான்கு தசாப்தங்களாக ஒத்துழைப்புக்கான பரந்த பகுதிகளை உள்ளடக்கியதாக பன்முகப்படுத்தப்பட்டிருப்பதோடு, இரு நாடுகளும் தற்போது பொருளாதார பன்முகப்படுத்தல் உந்துதலுக்கு உட்பட்டுள்ள நிலையில், இரு நாட்டு மக்களினதும் பரஸ்பர நன்மைகளுக்காக அடுத்த ஆண்டுகளில் பொருளாதார ஒத்துழைப்பு மற்றும் கூட்டாண்மை ஆகியவற்றின் மேம்படுத்தல்களில் இரு நாடுகளும் கவனம் செலுத்த வேண்டிய நேரம் கனிந்துள்ளது.
இலங்கை ஜனாதிபதி அதி மேதகு கோட்டாபய ராஜபக்ஷ அவர்களின் 'நாட்டைக் கட்டியெழுப்பும் செழிப்பான பார்வை' மற்றும் மேன்மை தங்கிய சுல்தான் ஹைதம் பின் தாரிக் அவர்களால் வடிவமைக்கப்பட்ட ஓமானின் பார்வை 2040 ஆகியன இருதரப்பு வரலாற்றில் இலங்கைக்கும் ஓமான் சுல்தானேற்றுக்கும் இடையிலான உறவுகள் மற்றுமொரு மைல்கல்லை எட்டும் நோக்கில் பயணத்திற்கான தெளிவான பாதை வரைபடங்கள் ஆகும்.
இரு நாட்டு மக்களினதும் பரஸ்பர நலன்களுக்காக கடந்த பல தசாப்தங்களாக இலங்கைக்கும் ஓமான் சுல்தானேற்றுக்கும் இடையிலான இருதரப்பு உறவை மேம்படுத்துவதில் தமது மதிப்புமிக்க பங்களிப்பை வழங்கிய அனைவருக்கும் மரியாதை செலுத்துவதற்காக இந்த வாய்ப்பை நான் பயன்படுத்துகின்றேன்.
இலங்கைக்கும் ஓமானுக்கும் இடையில் பல தசாப்தங்களாக மகிழ்ச்சியுடன் நிலவும் நட்பு மற்றும் ஒத்துழைப்பின் நீண்டகால பிணைப்புக்களால் வளர்ந்து வரும் இருதரப்பு உறவுகள், அடுத்த ஆண்டுகளில் தொடர்ந்தும் செழித்து வளரும் என நான் நம்புகின்றேன்.
