The Foreign Ministry announces with deep sorrow the passing away of Mr. Moragodage Christopher Walter Pinto, famously known as Mr. Chris Pinto on 21st July 2022 in the Hague, Netherlands. Mr. Pinto was the first Legal Advisor of the Ministry of Foreign Affairs who established the Legal Division of the Ministry in 1967.
Mr. Pinto was a legal scholar recognized both locally and internationally. He read law at the University of Sri Lanka, Peradeniya, and the Sri Lanka Law College, and passed out as an Advocate of the Supreme Court of Sri Lanka and specialized in international law at Magdalene College, Cambridge University.
Some of the key posts he held were as follows:
- 1967-76 Legal Adviser and Head of the Legal Division of the Ministry of Foreign Affairs
- 1976-80 Sri Lanka Ambassador to the Federal Republic of Germany and the Republic of Austria
- 1968-69 Representative of Sri Lanka to the UN Conference on the Law of Treaties, Vienna,
- 1967-80Representative of Sri Lanka in the Sixth (Legal) Committee of the UN General Assembly
- 1968-82 Representative of Sri Lanka to the UN Sea-bed Committee and to the Third UN Conference on the Law of the Sea and was the Chairman of the Sri Lanka Delegation 1980-81
- 1971-75 Chairman of the Conference's Negotiating Group of the Whole on the international regime for the seabed beyond national jurisdiction
- 1973-81 Member of the UN International Law Commission and Chairman of the Commission 1980.
- Secretary-General of the Iran-United States Claims Tribunal, 1982 – 2011.
- An Arbitrator, appointed by the Government of Sri Lanka to the Permanent Court of Arbitration in the Hague, to the List of Arbitrators and the List of Conciliators maintained by the International
Center for the Settlement of Investment Disputes (World Bank), as well as to the List of Arbitrators maintained pursuant to Annex VII, and the List of Conciliators maintained pursuant to Annex V, of the UN Convention on the Law of the Sea.
- Member of the CIETAC (China International Economic and Trade Arbitration Commission) Panel of Arbitrators.
- Served as international arbitrator under the auspices of the Permanent Court of Arbitration, and as president in an arbitration between two Asian countries under Annex VII to the UN Convention on the Law of the Sea.
- Member of the Institute de Droit International (since 1989)
- Member of the International Law Association (since 1994)
- Member of the Board of Trustees of the International Ocean Institute (Halifax, Canada/Malta),
- Visiting Professor at the World Maritime University, Malmö, Sweden, directed for several years the general course on the Law of the Sea.
- Co-founder of the Foundation for the Development of International Law in Asia.
- Founding Co-Editor of the Asian Yearbook of International Law.
- Member of the Advisory Councils of the Asian Yearbook of International Law, the Asian Journal of International Law, the Korean Journal of International and Comparative Law, and the Sri Lanka Journal of International Law.
Mr. Pinto’s demise is a great loss to Sri Lanka as a nation and also to the international legal field in which Mr. Pinto distinguished himself both as a Member and Chairman of the International law Commission of the United Nations.

මොරගොඩගේ ක්‍රිස්ටෝෆර් වෝල්ටර් පින්ටෝ මහතාගේ අභාවය
2022 ජූලි 21 වැනි දින නෙදර්ලන්තයේ හේග් නුවර සිදු වූ මොරගොඩගේ ක්‍රිස්ටෝෆර් වෝල්ටර් පින්ටෝ මහතාගේ අභාවය සම්බන්ධයෙන් විදේශ කටයුතු අමාත්‍යාංශය සිය බලවත් ශෝකය පළ කර සිටියි. එතුමා ක්‍රිස් පින්ටෝ යන නමින් ප්‍රකටව සිටියේ ය. 1967 වර්ෂයේ දී විදේශ කටයුතු අමාත්‍යාංශයේ නීති අංශය පිහිටවූ පළමු නීති උපදේශකවරයා වන්නේ ද පින්ටෝ මහතා ය.
පින්ටෝ මහතා දේශීය මෙන්ම ජාත්‍යන්තර වශයෙන් ද පිළිගැනීමට පාත්‍ර වූ නීති විශාරදයෙකි. පේරාදෙණියේ ලංකා විශ්වවිද්‍යාලයෙන් සහ ශ්‍රී ලංකා නීති විද්‍යාලයෙන් නීතිය හැදෑරු එතුමා, ශ්‍රී ලංකාවේ ශ්‍රේෂ්ඨාධිකරණයේ නීතිඥයෙකු ලෙස දිවුරුම් දුන්නේ ය. තවද එතුමා කේම්බ්‍රිජ් විශ්වවිද්‍යාලයේ මැග්ඩලීන් විද්‍යාලයෙන් ජාත්‍යන්තර නීතිය පිළිබඳ විශේෂවේදී උපාධියක් ද ලැබී ය.
එතුමා දැරූ ප්‍රධාන තනතුරු කිහිපයක් පහත දැක්වේ:
- 1967-76 - විදේශ කටයුතු අමාත්‍යාංශයේ නීති උපදේශක සහ නීති අංශයේ ප්‍රධානියා
- 1976-80- ජර්මානු ෆෙඩරල් ජනරජයේ සහ ඔස්ට්‍රියානු ජනරජයේ ශ්‍රී ලංකා තානාපති
- 1968-69- වියානා නුවර පවත්වන ලද ගිවිසුම් පිළිබඳ නීතියට අදාළ එක්සත් ජාතීන්ගේ සමුළුවේ ශ්‍රී ලංකා නියෝජිත
- 1967-80 - එක්සත් ජාතීන්ගේ මහා මණ්ඩලයේ හයවැනි (නීති) කමිටුවේ ශ්‍රී ලංකා නියෝජිත
- 1968-82- මුහුදු පත්ල පිළිබඳ එක්සත් ජාතීන්ගේ කමිටුවේ සහ සාගර නීතිය පිළිබඳ එක්සත් ජාතීන්ගේ තුන්වැනි සමුළුවේ ශ්‍රී ලංකා නියෝජිත. මෙහිදී 1980-81 කාලය සඳහා ශ්‍රී ලංකා දූත පිරිසෙ හි සභාපතිත්වය දැරී ය.
- 1971-75- ජාතික අධිකරණ බලයෙන් ඔබ්බට මුහුදු පත්ල සඳහා වන ජාත්‍යන්තර පාලන තන්ත්‍රය පිළිබඳ සම්මන්ත්‍රණයේ සමස්ත සාකච්ඡා කණ්ඩායමේ සභාපති
- 1973-81- එක්සත් ජාතීන්ගේ ජාත්‍යන්තර නීති කොමිසමේ සාමාජික සහ 1980 වර්ෂය සඳහා වූ කොමිසමේ සභාපති.
- 1982 – 2011 වර්ෂය සඳහා ඉරාන- එක්සත් ජනපද විනිශ්චය සභාවේ මහ ලේකම්
- හේග් නුවර නිත්‍ය තීරකීකරණ අධිකරණයට, අන්තර්ජාතික ආයෝජන ආරවුල් විසඳීමේ මධ්‍යස්ථානය (ලෝක බැංකුව) විසින් පවත්වාගෙන යනු ලබන තීරකීකරණ ලැයිස්තුවට සහ සමථකරුවන්ගේ ලැයිස්තුවට, VII වැනි ඇමුණුමට අනුකූලව පවත්වාගෙන යනු ලබන තීරකකරුවන්ගේ ලැයිස්තුවට සහ සාගර නීතිය පිළිබඳ එක්සත් ජාතීන්ගේ V වැනි ඇමුණුමට අනුව පවත්වාගෙන යනු ලබන සමථකරුවන්ගේ ලැයිස්තුවට ශ්‍රී ලංකා රජය විසින් පත් කරන ලද තීරකකරුවෙකු ලෙස කටයුතු කිරීම.
- CIETAC හි (චීන ජාත්‍යන්තර ආර්ථික හා වෙළඳ තීරකීකරණ කොමිසම) තීරකීකරණ මණ්ඩලයේ සාමාජික
- නිත්‍ය තීරකීකරණ අධිකරණයේ අනුග්‍රහය යටතේ ජාත්‍යන්තර තීරකයෙකු ලෙස කටයුතු කිරීම සහ සාගර නීතිය පිළිබඳ එක්සත් ජාතීන්ගේ සම්මුතියේ VII වැනි අමුණුම යටතේ ආසියානු රටවල් දෙකක් අතර තීරකීකරණ ක්‍රියාවලියක සභාපතිවරයා ලෙස කටයුතු කිරීම

- ආසියාව තුළ ජාත්‍යන්තර නීතිය සංවර්ධනය කිරීම පිළිබඳ පදනමේ සම නිර්මාතෘ

திரு. கிறிஸ் பின்டோ என அழைக்கப்படும் திரு. மொறகொடகே கிறிஸ்டோபர் வோல்டர் பின்டோ அவர்கள் 2022 ஜூலை 21ஆந் திகதி நெதர்லாந்தின் ஹேக் நகரில் காலமானதை ஆழ்ந்த வருத்தத்துடன் வெளிநாட்டு அலுவல்கள் அமைச்சு அறிவிக்கின்றது. 1967 இல் அமைச்சின் சட்டப் பிரிவை நிறுவிய திரு. பின்டோ, வெளிநாட்டு அலுவல்கள் அமைச்சின் முதலாவது சட்ட ஆலோசகர் ஆவார்.
திரு. பின்டோ உள்நாட்டிலும் சர்வதேச அளவிலும் அங்கீகரிக்கப்பட்ட ஒரு சட்ட அறிஞராவார். இலங்கைப் பல்கலைக்கழகம், பேராதனை மற்றும் இலங்கை சட்டக் கல்லூரி ஆகியவற்றில் சட்டம் படித்த அவர், இலங்கை உயர் நீதிமன்றத்தின் சட்டத்தரணியாக தேர்ச்சி பெற்று, கேம்பிரிட்ஜ் பல்கலைக்கழகத்தின் மக்டலீன் கல்லூரியில் சர்வதேச சட்டத்தில் நிபுணத்துவம் பெற்றார்.

- சர்வதேச சட்டத்தின் ஆசிய ஆண்டு புத்தகம், சர்வதேச சட்டத்தின் ஆசிய இதழ், சர்வதேச மற்றும் ஒப்பீட்டு சட்டத்தின் கொரிய இதழ் மற்றும் சர்வதேச சட்டத்தின் இலங்கை இதழ் ஆகியவற்றின் ஆலோசனைக் குழுவின் உறுப்பினர்.
ஐக்கிய நாடுகள் சபையின் சர்வதேச சட்ட ஆணைக்குழுவின் உறுப்பினராகவும், தலைவராகவும் செயற்பட்ட திரு. பின்டோவின் மறைவு ஒரு தேசமாக இலங்கைக்கும், சர்வதேச சட்டத்துறைக்கும் பேரிழப்பாகும்.
